Currently, no academic work examines the history of the legality of roads in Chile during its independent existence as a sovereign country. Addressing this gap in the literature, this paper focuses specially on the period from 1842 to 1969, when different actors articulated a set of guiding ideas about the duties of the state and the legal powers of the administrative authority in terms of planning, construction and management of road infrastructure that would allow connectivity between population centers and across regions, according to the ideas and resources available at their historical time. This historical overview of Chilean “road law” is done in the light of insights and questions of contemporary intellectual history and institutional history. In this regard, it is argued that the evolution of road infrastructure norms and institutions during the period under study can be divided into three historical regimes, based on their fundamental legislative milestones, guiding ideas, institutional settings, and strategies of state action: from 1842 to 1887, a period of a decentralized “minimal road state” with precarious roads characterized by both material and juridical uncertainty; from 1887 to 1920, the emergence of a “proto-developmentalist road state” intent on strengthening its grip on the nationwide road infrastructure; and from 1920 to 1969, a period of a “techno-developmentalist road state” that created a nationwide paved road network for the new technology of mobile vehicles.
Culture is a cohesive system of values, meanings, and behaviors. This study follows Hofstede’s framework of cultural dimensions, which is widely studied in different contexts. Although culture is a subject of extensive research, few recent studies evaluate culture between countries. This study analyzed the cultural dimensions identified in two Latin American countries: Colombia and Chile. In addition, it evaluated differences in both countries by sex. The study was conducted with 382 workers from Chile and 617 from Colombia. Significant differences were found between Colombia and Chile in power distance, paternalism, and masculinity-femininity. This exploratory study may contribute to discussing the role of culture and sex in organizations operating in different countries.
This article reports the development of an index of culturality in Chile. Fifteen quantitative variables indicative of local cultural development are used to measure the access to cultural opportunities in each Chilean district. This approach was adopted from the theoretical framework of cultural materialism theorized by Marvin Harris in the seventies. Using this framework, a ranking is developed among 164 districts to determine the degree of cultural development exists in each and the variables that are the influential on the enhancement of this indicator. The results showed that the districts of Rancagua, Providencia, La Reina, El Bosque, and Valparaíso have better cultural opportunities based on their material forms, which are mainly driven by obtaining funds for cultural projects, workers’ salaries, civic activity, and public libraries. Based on the results of this ranking, a baseline is proposed to develop it using new data. In addition, recommendations are provided regarding public policies that have promoted cultural development in the communities with unsuccessful results. The article provides significant information for decision makers in Chile and a quantitative method for exploring cultural materialism in specific territories.
