The study has formulated the objective of synthesizing the extent to which technological barriers intervene in the transparency and effectiveness of public management (PM). Methodologically, the study was of a fundamental or basic nature, with a systematic review design, the databases of Scopus (369), SciELO (2), Web of Science (184) were explored, after the review process a set of 22 articles was available. The registration was made in an Excel table where the main data of the articles were included. 32% of the articles selected for the analysis of the evidence are from the period 2020, 27% were from 2022 and 18% from the year 2023; as far as origin is concerned, 14% of the articles come from Peru and 9% from Australia, Brazil, South Korea, Spain and Indonesia. In summary, the study points out that government institutions are making progress in digitizing and improving the citizen experience through electronic services, but they face challenges in areas such as resource management, the low adoption of advanced technologies such as blockchain and artificial intelligence, as well as the lack of transparency in PM. Despite this, it is highlighted that e-government improves citizen satisfaction, and the need to invest in digital innovation, training and overcoming technological barriers to achieve an effective transformation in state administration and promote a more inclusive and advanced society is emphasized.
This study delves into the complex flow dynamics of magnetized bioconvective Ellis nanofluids, highlighting the critical roles of viscous dissipation and activation energy. By employing a MATLAB solver to tackle the boundary value problem, the research offers a thorough exploration of how these factors, along with oxytactic microorganism’s mobility, shape fluid behavior in magnetized systems. Our findings demonstrate that an increase in the magnetization factor leads to a decrease in both velocity and temperature due to enhanced interparticle resistance from the Lorentz force. Additionally, streamline analysis reveals that higher mixed convection parameters intensify flow concentration near surfaces, while increased slip parameters reduce shear stress and boundary layer thickness. Although isotherm analysis shows that higher Ellis fluid parameters enhance heat conduction, with greater porosity values promoting efficient thermal dissipation. These insights significantly advance our understanding of nanofluid dynamics, with promising implications for bioengineering and materials science, setting the stage for future research in this field.
Humanity is currently facing several global problems, such as global warming, air pollution, water pollution, deforestation, desertification, and land degradation, which are connected to the consequences of negative human activity. One of the possible and effective institutional tools for environmental protection is the environmental education of the general population. It is a relatively well-known and used environmental protection policy tool that governments of all developed countries have in their instrument mix. This qualitative analysis assigned itself the task of investigating whether the ability of environmental education can be affected by certain neuropsychological diseases in addition to thinking about the psychology of environmental education at large. To fulfill this main task, the authors asked themselves the following research questions: 1st—Is pedagogical psychology identical and applicable in the case of environmental education? And 2nd—What effect do some neuropsychological disorders have on the ability of environmental education? Based on the study, analysis, selection, and comparison of current professional scientific works obtained from the research activities of current researches on this topic, it is possible to accept the premise that the psychology of environmental education is basically the same as the general psychology of education and that neuropsychological diseases do indeed affect the ability of environmental education similarly to scholarly education. The main benefit of this qualitative review is the originality of the survey. There are no relevant and credible publications on the chosen topic, i.e., on the influence of selected neuropsychological diseases on the ability of environmental education of the population, to be found in the representative databases. Due to the importance of environmental education of the population, as one of the basic tools of environmental protection, the knowledge gained can gradually be incorporated into the politics, psychology, and didactics of education, to improve the technique of environmental education.
Fintech as a three-dimensional phenomenon reflects the rapidly changing technological, financial and business environment. The bibliometric analysis of scientific articles allowed us to identify the main themes and create a map of the field of fintech influences. Systematization of scientific articles revealed the influence of economic development and socio-demographic inequality on fintech development. Government regulatory policies can accelerate the digitisation of financial services and financial inclusion and help the fintech sector face geopolitical challenges. Fintech’s impact was divided into three areas: financial stability and sustainable development, the business ecosystem and human behaviour. The research we summarised allowed us to identify the mechanisms through which fintech influences various fields. A complex approach to the influence of fintech enables us to understand the phenomenon and make better decisions.
The sea level rise under global climate change and coastal floods caused by extreme sea levels due to the high tide levels and storm surges have huge impacts on coastal society, economy, and natural environment. It has drawn great attention from global scientific researchers. This study examines the definitions and elements of coastal flooding in the general and narrow senses, and mainly focuses on the components of coastal flooding in the narrow sense. Based on the natural disaster system theory, the review systematically summarizes the progress of coastal flood research in China, and then discusses existing problems in present studies and provide future research directions with regard to this issue. It is proposed that future studies need to strengthen research on adapting to climate change in coastal areas, including studies on the risk of multi- hazards and uncertainties of hazard impacts under climate change, risk assessment of key exposure (critical infrastructure) in coastal hotspots, and cost-benefit analysis of adaptation and mitigation measures in coastal areas. Efforts to improve the resilience of coastal areas under climate change should be given more attention. The research community also should establish the mechanism of data sharing among disciplines to meet the needs of future risk assessments, so that coastal issues can be more comprehensively, systematically, and dynamically studied.
This study analyzes the impact of a high-speed rail line on tax revenues and on the economy of affected regions within the country. The economic impact of infrastructure investment can be induced by changes in tax revenues when the infrastructure is in operation. Accurate regional GDP data are not necessarily available in many Asian countries. However, tax data can be collected. Therefore, this study uses tax revenue dates in order to estimate spillover effects of infrastructure investment. The Kyushu high-speed rail line was constructed in 1991 and was completed in 2003. In 2004, the rail line started operating from Kagoshima to Kumamoto. The entire line was opened in 2011. We estimated its impact in the Kyushu region of Japan by using the differencein- difference method, and compared the tax revenues of regions along the high-speed railway line with other regions that were not affected by the railway line. Our findings show a positive impact on the region’s tax revenue following the connection of the Kyushu rapid train with large cities, such as Osaka and Tokyo. Tax revenue in the region significantly increased during construction in 1991–2003, and dropped after the start of operations in 2004–2010. The rapid train’s impact on the neighboring prefectures of Kyushu is positive. However, in 2004–2013, its impact on tax revenue in places farther from the rapid train was observed to be lower. When the Kyushu railway line was connected to the existing high-speed railway line of Sanyo, the situation changed. The study finds statistically significant and economically growing impact on tax revenue after it was completed and connected to other large cities, such as Osaka and Tokyo. Tax revenues in the regions close to the high-speed train is higher than in adjacent regions. The difference-in-difference coefficient methods reveal that corporate tax revenue was lower than personal income tax revenue during construction. However, the difference in corporate tax revenues rose after connectivity with large cities was completed. Public–private partnership (PPP) has been promoted in many Asian countries. However, PPP-infrastructure in India failed in many cases due to the low rate of return from infrastructure investment. This study shows that an increase of tax revenues is significant in the case of the Kyushu rapid train in Japan. If half of the incremental tax revenues were returned to private investors in infrastructure, the rate of return from infrastructure investment would significantly rise for long period of time. It would attract stable and long-term private investors, such as pension funds and insurance funds into infrastructure investment. The last section of the paper will address how incremental tax revenues created by the spillover effects of infrastructure will improve the performance of private investors in infrastructure investment.
