The US Infrastructure Investment and Job Act (IIJA), also commonly referred to as the Bipartisan Infrastructure Bill, passed in 2021, has drawn international attention. It aims to help to rebuild US infrastructure, including transportation networks, broadband, water, power and energy, environmental protection and public works projects. An estimated $1.2 trillion in total funding over ten years will be allocated. The Bipartisan Infrastructure Bill is the largest funding bill for US infrastructure in the recent history of the United States. This review article will specifically discuss funding allocations for roads and bridges, power and grids, broadband, water infrastructure, airports, environmental protection, ports, Western water infrastructure, electric vehicle charging stations and electric school buses in the new spending of the Infrastructure Investment and Job Act and why these investments are urgently necessary. This article will also briefly discuss the views of think tank experts, the public policy perspectives, the impact on domestic and global arenas of the new spending in the IIJA, and the public policy implications.
In the third national communication submitted by Ecuador, the total greenhouse gases (GHG) emission was calculated at 80,627 GgCO2-eq, considering the country’s commitment to the Framework on Climate Change. In 2018, Ecuador ratified its nationally determined contribution (NDC) to reduce its GHG emissions by 11.87% from the business-as-usual (BAU) scenario by 2025. The macroeconomic impacts of NDC implementation in the energy sector are discussed. A Computable Equilibrium Model applied to Ecuador (CGE_EC) is used by developing scenarios to analyze partial and entry implementation, as well as an alternative scenario. Shocks in exogenous variables are linked to NDC energy initiatives. So, the NDC’s feasibility depends on guaranteeing the consumption of hydropower supply, either through local exports or domestic demand. In the last case, the government’s Energy Efficiency Program (PEC) and electricity transport have important roles, but the high levels of investment required and poor social conditions would impair its implementation. NDC implementation implies a GDP increase and price index decrease due to electricity cost reductions in the productive sector. These conditions depend on demand-supply guarantees, and the opposite case entails negative impacts on the economy. The alternative scenario considers less dependence on the external market, achieving higher GDP, but with only partial fulfillment of the NDC goals.
This study examined the labor regulations regarding the hours of work and rest for representative fishing countries (Norway) by the International Labor Organization (ILO) Convention C188—Work in Fishing, 2007. A dual comparative analysis with Norway is used to explore policy implications for the representation and protection of fishers’ labor standards in Korea. This study examined the possibility of synchronisation between national and international legislation on the hours of work and rest for fishers, with a particular focus on the Norwegian case. The objective is to identify policy enhancements related to the Korean Seafarers Act. This study looked in depth at the fatigue and well-being problems faced by Korean fishers working long times on various vessels. It is based on the results of a qualitative comparative study. To achieve the objectives, We proposed to ‘the name of the fishing vessel’, which are excluded from the protections afforded by the Seafarers Act and to clarify the regulations regarding the labor standards for them. This proposal will provide compensation and protection for Korean fishers’ labor rights. It aims to enhance labor conditions in line with ILO standards, harmonize national and international agreements to protect small-scale fisheries and contribute to the development of environmentally friendly propulsion technologies, such as hydrogen-fueled electric hybrids and LPG (Liquefied Petroleum Gas).
In Ghana, youth unemployment remains significant challenges, with technical and vocational education and training (TVET) emerging as a potential solution to equip young people with practical skills for the job market. However, the uptake of TVET programmes among Ghanaian youth remains low, particularly among females. This study therefore explores the determinants that influence TVET choices among Ghanaian youth, with the goal of informing policy development to enhance participation in vocational education. Applying an enhanced multinomial logistic regression (MLR) model, this research examines the influence of socio-economic, demographic, and attitudinal factors on career decisions. The enhanced model accounts for class imbalances in the dataset and improves classification accuracy, making it a robust tool for understanding the drivers behind TVET choices. A sample of 1600 Ghanaian youth engaged in vocational careers was used, ensuring diverse representation of the population. Key findings reveal that males are approximately three times more likely to choose TVET programs than females, despite females making up 50.13% of Ghana’s population. Specific determinants influencing TVET choices include financial constraints, parental influence, peer influence, teacher influence, self-motivation, and vocational limitations. In regions with limited vocational options, youth often pursue careers based on availability rather than preference, which highlights a gap in vocational opportunities. Parental and teacher influences were found to play a dominant role in steering youth towards specific careers. The study concludes with recommendations for policymakers, instructors, and stakeholders to increase the accessibility, relevance, and quality of TVET programmes to meet the socio-economic needs of Ghanaian youth.
