This academic paper explores the impact of multi-entity cooperation on the effectiveness of public service provision in China. It examines the social governance pattern proposed by the 19th National Congress of the CCP and the emphasis on co-building, co-governing, and sharing. The paper highlights the need for collaboration among various entities and the transition from sole government provision to improve urban public services. It aims to investigate the moderating effects of institutions, policies, and public participation. The study will involve quantitative and qualitative phases in three cities in Guangdong Province and target governmental departments, commercial organizations, non-profit social organizations, and local residents. The research aims to provide policy recommendations, innovate institutional policies, enhance public engagement, and improve multi-party cooperation and urban public services. It seeks to contribute practical models and measures for effective government public management and service implementation.
This paper examines the impact of the COVID-19 pandemic on financial inclusion in China, a country with a significant agricultural sector and an evolving digital landscape. The pandemic has accelerated the shift towards digital financial services, underscoring disparities in access. This study explores the pre- and post-pandemic scenarios of financial inclusion in China, evaluates the economic and social impacts of the pandemic, and assesses the role of digital transformation in the financial sector. It also investigates the changing roles of commercial banks and microfinance institutions, the integration of technology in finance, and the development of rural-urban economic linkages. The paper aims to propose strategies to enhance financial inclusion, ensuring it reaches the most vulnerable, and concludes with recommendations for creating a more equitable and robust economic system.
China is currently at a critical juncture in implementing the rural revitalization strategy, with urbanization and tourism development as crucial components. This study investigates 41 counties (cities) in the Wuling Mountain area of central China, constructing an evaluation system for the coordinated development of these two sectors. The coupling coordination degree is calculated using a combination weighting method and the coupling coordination degree model. Spatio-temporal evolution characteristics are analyzed through spatial autocorrelation, while the geographic detector explores the driving factors of spatial variation. The findings reveal a significant increase in coupling coordination between urbanization and tourism, transitioning towards a coordinated phase. Spatially, urbanization and tourism exhibit positive correlations, with high-value clusters in the southeast and northwest and low-value clusters in the south. The geographical detector identifies industrial factors as the most critical drivers of spatial variation. This study offers novel insights into the dynamics of urbanization and tourism, contributing to the broader literature by providing practical implications for regional planning and sustainable development. The results are relevant to the Wuling Mountain area and serve as a reference for similar regions globally. However, the study has certain limitations, such as regional specificity and data availability, which should be considered in the context of this research.
The urgency of adapting urban areas to the increasing impacts of climate change has prompted the scientific community to seek new approaches in partnership with public entities and civil society organizations. In Malaysia, Penang Island has developed a nature-based urban climate adaptation program (PNBCAP) seeking to increase urban resilience, reduce urban heat and flooding, strengthening social resilience, and build institutional capacity. The project includes a strong knowledge transfer component focused on encouraging other cities in the country to develop and implement adaptation policies, projects, and initiatives. This research develops a model adopting the most efficient processes to accelerate the transfer of knowledge to promote urban adaptation based on the PNBCAP. The methodology is developed based on a review of literature focused on innovation systems and change theories. The integration of success strategies in adaptation contributes to informing the creation of solutions around the alliance of local, state, and national government agencies, scientific institutions, and civil society organizations, in a new framework designated the Malaysian Adaptation Sharing Hub (MASH). MASH is structured in 3-steps and will function as an accelerator for the implementation of urban climate adaptation policies, with the target of creating 2 new adaptation-related policies to be adopted annually by each city member, based on knowledge gathered in the PNBCAP. It is concluded that, to speed up urban adaptation, it is necessary to reinforce and promote the sharing of knowledge resulting from or associated with pilot projects.
This study analyzes the role of innovation in the development of smart cities in Latin America. It focuses on how emerging technologies and sustainable strategies are being integrated into urban planning and urban development. In this sense, this study seeks to contribute to the smart city literature by answering the following research questions: (i) To what extent smart city innovative initiatives have been addressed in Latin America? and (ii) To what extent scholars have addressed sustainable innovation strategies in the smart city literature? To this end, this is the first comprehensive bibliometric analysis of smart city research in Latin America, with a structured and systematized review of the available literature. This methodological approach allows cluster visualization and detailed analysis of inter-node relationships using the VOSViewer software. The research comprises 4 stages: (a) search criteria; (b) selection of documents; (c) software and data extraction; and (d) analysis of results and trends. Results indicate that studies on the Latin America region began to develop in 2012, with Brazil as a leader in this field and the tourism sector as the most relevant. Nevertheless, strong international collaboration was identified in co-authoring studies, underscoring a cooperative approach to solving common urban problems. The most active research area is technological innovation and sustainability, with focus on solutions for urban mobility, quality of life and smart governance. Finally, this work underlines the need to continue exploring the integration of technology in urban development, suggesting an agenda to guide future research to evaluate the sustainability and long-term impacts of smart city initiatives in Latin America. From the policy perspective, smart city initiatives need to be human-centered to boost smart solutions adoption and to guarantee long term local impacts.
Urban mobility in Grand Lomé is affected by several negative externalities, including road congestion, insecurity and environmental pollution. Traffic jams cause considerable economic losses, estimated at more than 13,000 CFA francs per month for some public officials, and represent a financial drain of several million CFA francs per day on the Togolese economy. These challenges are accentuated by rapid urbanization and a dizzying increase in the number of vehicles, especially motorcycle taxis. These factors not only cause economic losses, but also to the deterioration of the quality of life of the inhabitants. On average, motorists lose up to 49.5 min per day in traffic jams, with fuel and time costs estimated at hundreds of thousands of CFA francs per year for each user of the main boulevards. Through an in-depth analysis of the impacts of these negative externalities on mobility and sustainable development, this study reveals that traffic congestion, combined with the lack of road infrastructure, generates considerable economic and environmental costs. These traffic jams also worsen air pollution, making the transport sector responsible for 80% of greenhouse gas emissions. These proposed solutions include: 1) The modernization of road infrastructure, culminating in the construction of new lanes entirely dedicated to public and non-motorized transport. 2) The regulation of motorcycle taxis, inspired by regional examples, to improve safety and efficiency. 3) The introduction of rapid transit systems, such as Bus Rapid Transit (BRT), to make travel more fluid. 4) The implementation of strict environmental standards and regular technical controls to reduce greenhouse gas emissions. These proposals aim to reduce social and economic costs, while promoting sustainable mobility and a better quality of life for residents.
