Public-Private Partnerships (PPPs) can be an effective way of delivering infrastructure. However, achieving value for money can be difficult if government agencies are not equipped to manage them effectively. Experience from OECD countries shows that the availability of finance is not the main obstacle in delivering infrastructure. Governance—effective decision-making—is the most influential aspect on the quality of an investment, including PPP investments. In 2012, the OECD together with its member countries developed principles to ensure that PPPs deliver value for money transparently and prudently, supported by the right institutional capacities and processes to harness the upside of PPPs without jeopardizing fiscal sustainability. Survey results from OECD countries show that some dimensions of the recommended practices are well applied and past and ongoing reforms show progress. However, other principles have not been well implemented, reflecting the continuing need for improving public governance of PPPs across countries.
Six Sigma is an organized and systematic method for strategic process improvement that relies on statistical and scientific methods to reduce the defect rates and achieve significant quality up-gradation. Six Sigma is also a business philosophy to improve customer satisfaction, a tool for eliminating process variation and errors and a metric of world class companies allowing for process comparisons. Six Sigma is one of the most effective advanced improvement strategies which has direct impact on operational excellence of an organization. Six Sigma may also be defined as the powerful business strategies, which have helped to improve quality initiatives in many industries around the world. With the use of Six Sigma in casting industries, rejection rate is reduced, customer satisfaction is improved and financial benefits also increased. Six Sigma management uses statistical process control to relentlessly and rigorously pursue the reduction of variation in all critical processes to achieve continuous and breakthrough improvements that impact the bottom-line and/or top-line of the organization and increase customer satisfaction. In this paper author reviewed some of the significant previous published papers and focused on the general overview of publication in casting industries.
ZrO2 thin film samples were produced by the sol-gel dip coating method. Four different absorbed dose levels (such as ~ 0.4, 0.7, 1.2 and 2.7 Gray-Gy) were applied to ZrO2 thin films. Hence, the absorbed dose of ZrO2 thin film was examined as physical dose quantity representing the mean energy imparted to the thin film per unit mass by gamma radiation. Modification of the grain size was performed sensitively by the application of the absorbed dose to the ZrO2 thin film. Therefore the grain size reached from ~50 nm to 87 nm at the irradiated ZrO2 thin film. The relationship of the grain size, the contact angle, and the refractive index of the irradiated ZrO2 thin film was investigated as being an important technical concern. The irradiation process was performed in a hot cell by using a certified solid gamma ray source with 0.018021 Ci as an alternative technique to minimize the utilization of extra toxicological chemical solution. Antireflection and hydrophilic properties of the irradiated ZrO2 thin film were slightly improved by the modification of the grain size. The details on the optical and structural properties of the ZrO2 thin film were examined to obtain the optimum high refractive index, self-cleaning and anti-reflective properties.
The regulation of compressor extraction and energy storage can improve the performance of gas turbine energy system. In order to make the gas turbine system match the external load more flexibly and efficiently, a gas turbine cogeneration system with solar energy coupling compressor outlet extraction and energy storage is proposed. By establishing the variable condition mathematical model of air turbine, waste heat boiler and solar collector, we use Thermoflex software to establish the variable condition model of gas turbine compressor outlet extraction, and analyze the variable condition of the coupling system to study the changes of thermal parameters of the system in the energy storage, energy release and operation cycle. Taking the hourly load of a hotel in South China as an example, this paper analyzes the case of the cogeneration system of solar energy coupling compressor outlet extraction and energy storage, and compares it with the benchmark cogeneration system. The results show that taking a typical day as a cycle, the primary energy utilization rate of the system designed in this paper is 3.2% higher than that of the traditional cogeneration system, and the efficiency is 2.4% higher.
A numerical investigation utilizing water as the working fluid was conducted on a 2D closed loop pulsating heat pipe (CLPHP) using the CFD software AnsysFluent19.0. This computational fluid dynamics (CFD) investigation explores three instances where there is a consistent input of heat flux in the evaporator region, but the temperatures in the condenser region differ across the cases. In each case, the condenser temperatures are set at 10 ℃, 20 ℃, and 30 ℃ respectively. The transient simulation is conducted with uniform time steps of 10 s. Generally, the heat rejection medium operated at a lower temperature performs better than at a higher temperature. In this CFD study the thermal resistances gets decreased with the decreasing value of condenser temperatures and the deviation of 35.31% of thermal resistance gets decreased with the condenser region operated at the temperature of 10 ℃.
