Since 2007, Peru has implemented results-based budgeting in order to ensure the quality of public spending in State entities and that the population receives goods and services in a timely manner; However, the demands of the current legal and regulatory context require a progressive application to budget processes such as that of the National Penitentiary Institute, which is basically focused on the allocation of resources by the central government, the collections it receives for penitentiary work. and the TUPA; Likewise, it requires strategic programming based on results, refining the procedures for programming, formulation, execution and evaluation of the budget. The objective of this research work is to describe the relationship between results-based budget management and the quality of spending in the Altiplano-Puno Regional Directorate of the National Penitentiary Institute in the period 2019. To achieve the objective, the descriptive explanatory method was used; in addition, the questionnaire and documentary analysis were used as a data collection instrument to determine the relationship between the study variables. Finally, it is concluded that the results-based budget is significantly related to the quality of spending, which means that the entity managed to apply the results-based budgeting methodology efficiently, obtaining an improvement in the quality of spending, consequently focusing on the optimization of the use of financial resources to achieve the strategic objectives of the penitentiary administration in this region. This approach seeks not only to guarantee the correct execution of spending, but also to maximize its positive impact on the management and conditions of penitentiary centers. In this way, a results-based budget approach must be implemented and ensuring the quality of public spending will allow the Office Regional Altiplano Puno of the INPE use its resources more effectively, achieving the objectives of prison security and rehabilitation and improving conditions in penitentiary centers. The adoption of efficient and transparent management practices will contribute significantly to a more responsible and results-oriented public administration.
The United States, Mexico, and Canada (USMCA) seek to promote fair wages and adequate working conditions, especially in Mexico, by strengthening labor rights and freedom of association. The objective of this research is to determine the factors that influence salary levels in the Mexican Automotive Industry (MAI), through a causality analysis in the Granger sense, to generate a panorama that allows a decision-making process in the Mexican salary policy. With data from the National Institute of Statistics and Geography, the Bank of Mexico and Statista, autoregressive vector models were estimated to determine causalities in the Granger sense. It was proven that minimum wage, employed personnel, production, total sales, and exports are some causes of remuneration in the sector, with the minimum wage being the most significant. The above suggests that the salary increase involves several actors, such as the government (minimum wage), the organization (production, sales and exports) and the market (employed personnel), therefore, the design of appropriate labor policies will contribute to the dignification of salaries inside the MAI.
The COVID-19 pandemic provided a unique opportunity for educators and policymakers to reconsider education systems and rethink what is essential, necessary, and desirable for future generations. A sequential generic qualitative approach was used in this study. Based on the systematic literature review, a content analysis was conducted to identify dimensions that contribute toward higher education institutions sustainability. Subsequently, the Expert Opinion method that involved five professors holding key positions in respective universities from Malaysia, the Netherlands, India, and Bangladesh was applied to propose a post-COVID-19 sustainable framework. Four themes: 1) educational reform; 2) digital transformation; 3) resilience and change management; and 4) sustainability coupled with agility and flexibility formed the framework for HEIs’ sustainability during the post-COVID-19 pandemic. We propose that the themes be examined from an integrated perspective to ensure HEIs can be sustainable in the long run. Finally, other scholars are recommended to conduct a tracer study as well as develop qualitative instruments based on the themes and dimensions identified from the systematic literature review and the Expert Opinion Method to better understand the phenomenon of HEI sustainability.
Imagining people’s functions in everyday life and work without the use of ICT, seems difficult. Their application is ubiquitous everywhere, regardless of which aspect it is viewed from, because it has a strong function in ensuring the competitiveness of various systems at the micro and macro levels. Numerous national and multinational strategies try to encourage educational systems to put a greater focus on ICT to more efficiently acquire skills, competencies, and knowledge, which should represent added value to all generations in the future. This article analyzes the progress of the ICT development index (IDI) in Scandinavian countries by comparing these countries in the European region. It is known that the Scandinavian countries belong to that part of the countries that have recognized the importance of involving ICT in education programs, which improves the economy of a certain country. Given this, the research reveals how ICTs play a key role in improving socio-economic development in Scandinavian countries.
With the necessity of the development of the national economy and society and the connotation of higher education to create a golden course, the translation talents of colleges and universities need to be cultivated from many aspects in this process. Schools need high-quality cultural construction when teaching, and also need conduct teaching research exploration and teacher teaching skills training and teaching evaluation, so that students can gain something as they learn. Especially under the background of “golden class”, translation talents in local colleges and universities need to develop specific educational content according to local culture. In this process, it is necessary to build a talent training model in colleges and universities. It is also necessary to pay attention to the combination of form and content, and to develop research in-depth, teachers should carry out effective professional teaching enlightenment guidance in the teaching process, effectively guarantee students’ career planning, and guide talent training.
This study investigates the career expectations of individuals in Thailand’s emerging economy, emphasizing the critical factors that shape these expectations within the context of a rapidly evolving labour market in the digital era. A quantitative approach was employed, collecting data from 1230 Thai respondents through convenience sampling, utilizing a structured survey as the primary research instrument. Data analysis involved the use of percentages, means and logistic regression to provide a comprehensive understanding of the findings. The results indicate that factors such as gender, age, monthly income, professional identity, values, culture and technology usage (including devices like laptops, social media platforms, home internet access and usage hours) significantly influence career expectations. Understanding these influential factors is crucial for developing targeted strategies to enhance career satisfaction, preparedness and overall competitiveness in an increasingly globalized and digital economy. By addressing the unique needs and aspirations of the Thai workforce, particularly in this digital age, stakeholders can cultivate a more responsive and adaptive professional environment, ultimately contributing to national economic growth in the digital era.
