This study intends to explore the idea of a vocational village strategy to foster sustainable rural development. Vocational villages, offering targeted skills training and economic opportunities, present a compelling soft approach to rural development, addressing the need for sustainable livelihoods and community empowerment. Drawing upon the collaborative governance (the penta-helix model); underpinning the social capital perspective; and highlighting the economic, institutional, cultural, environmental, technological, and institutional dimensions of sustainable development, a vocational village strategy is expected to level up village capacities and facilitate modernization. The research was narratively developed through a qualitative methodology using primary and secondary data sources. Primary empirical data was employed to analyze vocational village practices in Panggungharjo Village, Yogyakarta, Indonesia as a representative example. The PRISMA (Preferred Reporting Items for Systematic Reviews and Meta-analyses) framework provided secondary data to present comparative literature on vocational village development. The findings determined a four-staged vocational village model includes initiation, training, business development, and independence. The success of this model is contingent upon political, bureaucratic, and sociocultural factors (social capital), as well as the effective collaboration of government, academia, industry, and community (penta-helix). This research contributes to the urgency of vocational village practices and models as a viable strategy for achieving equitable and sustainable rural development.
This research systematically reviews the relationship between populism and economic policies, analyzing their impact on state development and growth. It is the first study to comprehensively examine the interaction between these two concepts through a systematic literature review. The review process adhered to the PRISMA protocol, utilizing the Scopus, EBSCO, and Web of Science databases, covering the period from 2012 to 2024. The findings reveal a deep interconnection between populism and economic policies, with significant implications for governance and socioeconomic well-being. The review identifies that neoliberal populism combines pro-corporate elements with populist rhetoric, favoring economic elites while presenting itself as beneficial for the “people.” Additionally, it underscores that neoliberal globalization has facilitated market liberalization but also increased inequality and undermined national sovereignty. The review concludes that while populism may offer quick fixes to immediate economic issues, its simplistic and polarizing approaches can be counterproductive in the long term. Thus, there is a critical need to reevaluate and reformulate economic and governance policies to balance global economic integration with the protection of citizens’ rights and well-being.
The performance of Public Enterprises (PEs) in Namibia has been a long and contentious issue, clamored by continuous bailouts in the face of constant poor performance. The trend of financial bailouts to PEs in Namibia over the years has attracted increased attention into the dynamics of poor PE performance and their fiscal burden on the state. The Namibian government has taken active steps in cutting on PE bailouts and demanding improved performance or face closure. By looking at recent developments in the governance of PEs in Namibia, the purpose and objective of the current study is to analyze whether the current stance and trajectory of government decisions spells a post-honeymoon period in which poor performing PEs will ‘wither and survive or die’ if they do not improve their sustainability index by not relying on financial bailouts. This analysis is aided by the insights provided by the stakeholder, institutional and principal-agent theories. Through the qualitative research method, this study finds that the Namibian government has taken a new attitude and approach in which it will no longer blindly accept and tolerate the poor performance of PEs through continuous bailouts as seen in the past. PEs that are withering will now either survive (through reforms) or die (through liquidation or dissolution).
The continuous escalation of social risks has exacerbated the challenges faced by aging urban communities. In this context, resilience building emerges as a critical approach, offering new perspectives and innovative solutions to address these issues. This paper applies the theories of risk society and resilience governance to establish an analytical framework for resilience governance, specifically examining the current status of resilience construction within the Jin Guang Men community in Xi’an. The findings indicate that resilience building within these aging urban communities is hindered by issues such as weak grassroots governance, deficient repair mechanisms, inadequate infrastructure, and a slow pace of information technology adoption. To effectively manage social risks, it is imperative to strengthen party leadership in governance, enhance community self-repair capacities, upgrade infrastructure, and accelerate the application of information technology. These measures are essential for bolstering the risk management capabilities of aging urban communities.
This paper investigates the transformative role of Artificial Intelligence (AI) in enhancing infrastructure governance and economic outcomes. Through a bibliometric analysis spanning more than two decades of research from 2000 to 2024, the study examines global trends in AI applications within infrastructure projects. The analysis reveals significant research themes across diverse sectors, including urban development, healthcare, and environmental management, highlighting the broad relevance of AI technologies. In urban development, the integration of AI and Internet of Things (IoT) technologies is advancing smart city initiatives by improving infrastructure systems through enhanced data-driven decision-making. In healthcare, AI is revolutionizing patient care, improving diagnostic accuracy, and optimizing treatment strategies. Environmental management is benefiting from AI’s potential to monitor and conserve natural resources, contributing to sustainability and crisis management efforts. The study also explores the synergy between AI and blockchain technology, emphasizing its role in ensuring data security, transparency, and efficiency in various applications. The findings underscore the importance of a multidisciplinary approach in AI research and implementation, advocating for ethical considerations and strong governance frameworks to harness AI’s full potential responsibly.
This study offers a new perspective on measuring the impact of village funds (DD) on rural development. Using a mixed-method approach, the qualitative analysis reveals that, like previous rural development programs, the DD program struggles to implement inclusive methods for capturing community aspirations and evaluating outcomes. Despite rural infrastructure improvement, many villagers feel they have not fully benefited and do not view it as offering economic opportunities. The econometric model confirms the qualitative findings, indicating no significant DD influence on the village development index (IPD). Instead, effective governance factors like Musdes, regulations, and leadership are essential for the IPD improvement. Thus, enhancing village governments’ institutional capacity is crucial for increasing the DD effectiveness. The paper recommends several measures: training village officials in financial management and project planning, providing guidelines for the DD allocation and usage, creating robust monitoring-evaluation systems, developing communication strategies, and fostering partnerships with local NGOs and universities.
