Traditional shipping plays a crucial role in the national sea transportation system, serving inland areas, remote areas, and outer islands that are widely distributed throughout the country. However, there is still limited research on the problems of traditional shipping empowerment and its implementation. This research aims not only to analyze the obstacles encountered in empowering traditional shipping but also the implementation of the traditional shipping grant program. This study employed a quantitative descriptive approach, utilizing a likert scale, to analyze the issues that arise in the empowerment of traditional shipping. Additionally, for policy implementation analysis, the Hellmut-Wollmann policy analysis was used. The findings indicate that the most significant issues arise in the area of human resource development, such as a lack of competent teaching staff, insufficient short courses, complicated testing procedures, and the lack of crew certification. In the ex-ante stage, the variable of empowering traditional shipping transportation programs experienced the highest implementation rate. During the ongoing stage, the variable empowering traditional shipping services achieved the highest implementation score. And in the ex-post stage, traditional shipping services had the highest implementation score. This paper emphasizes the significance of collaboration and coordination among all levels of government, from the central to the local, in order to effectively implement the traditional shipping empowerment program. These findings also highlight the necessity of extending the traditional shipping grant program while making improvements in areas such as ship safety management regulations, the management and supply of traditional shipping terminals, the division of transportation types, and route determination policies.
This study aims to investigate the difficulties local governments face as a result of the province directly managing county system reform. It reveals the various challenges faced by local governments under the provincial directly managed county reform through a thorough analysis of the history, rationale, and implementation of the reform along with pertinent literature reviews and case studies. It is discovered that the county reform, which is directly governed by the province, has not only significantly altered the functions and organizational structure of local governments, but it has also made their resource allocation, financial strain, and brain drain problems worse. To help local governments deal with the difficulties in the province-directly governed county reform, related remedies, and solutions are finally proposed to handle these issues.
On the basis of the enlightenment of international engineering education accreditation for the reform and development of higher education in China, combined with the important measures of the national “double first-class” construction, new challenges have been proposed for innovative talent cultivation among engineering majors in the context of promoting national development. These challenges also promote the reform of science-oriented courses among engineering majors. As a core mandatory course for engineering majors, biochemistry plays a crucial role in the entire educational process at universities, serving as a bridge between basic and specialized courses. To address challenges such as limited course resources, insufficient development of students’ advanced thinking and innovation skills, and overly standardized assessment methods, the bioengineering major from Guilin University of Technology restructured the biochemistry course content. A blended teaching model termed “three integrations, three stages, one sharing”, was implemented. This effort has yielded significant results, providing a research foundation for constructing an innovative talent cultivation system that is oriented toward industry needs within modern industrial colleges. It also offers valuable insights into and reference points for the cultivation of engineering talents and curriculum reform in local universities.
In response to the challenges of climate change, this study explores the use of moringa pod powder as reinforcement in the manufacture of compressed earth bricks to promote sustainable building materials. The objective is to evaluate the impact of African locust bean pod powder on the mechanical properties of the bricks. Two types of soils from Togo were characterized according to geotechnical standards. Mixtures containing 8% African locust bean pod powder at various particle sizes (0.08 mm, 2 mm, and between 2 and 5 mm) were formulated and tested for compression and tensile strength. The results show that the addition of African locust bean pod reduces the mechanical strength of the bricks compared to the control sample without pods, with strengths ranging from 0.697 to 0.767 MPa, compared to 0.967 to 1.060 MPa for the control. However, the best performances for the mixtures were obtained with a fineness of less than 2 mm. This decrease in performance is attributed to several factors, including inadequate water content and suboptimal preparation and compaction methods. Optimizing formulation parameters is necessary to maximize the effectiveness of African locust bean pods. This work highlights the valorization of agro-industrial waste, paving the way for a better understanding of bio-based materials and future research for sustainable construction.
The aim of this paper is to develop a methodology for determining the size of the unified land tax in agriculture based on the results of the economic assessment of agricultural land to form the foundation of a new effective system of macroeconomic instruments for state regulation of the innovative development of the agro-industrial complex of the Republic of Kazakhstan. There were used gatherings of facts and summaries, induction and deduction, analysis and synthesis, historical and logical, normative, comparison, index and modeling methods in the research. The article provides an overview of various scholarly perspectives on the challenges and strategies for improving the tax system. The base rates of the unified land tax per hectare of arable land have been calculated to establish equal conditions for all land users. This unified land tax rate is expected to encourage the efficient utilization of land resources and enable the optimization of production structure. The article addresses avenues for improving water management relations in agriculture, aimed at fostering a shared interest and creating incentives for adopting innovative technologies in both agriculture and the water management sector. An essential condition for achieving the effective functioning of Kazakhstan’s agro-industrial complex is its transformation to an innovative development model. This necessitates the development and application of a new system of macroeconomic tools for its implementation, aimed at creating a favorable environment for entrepreneurial development.
The present research focuses on researching the impact of the diverse communication media that facilitate or develop Student Motivation and Engagement in the educational systems of the states in the Gulf, especially Oman. The main goal of this work is to determine which type of method is most effective in encouraging students in view of cultural and technological factors present in the region. Comparisons using hypothesis testing and structural models which provided higher T value for Technology-Based Communication Methods (TBCM) and Human Face-to-Face Communication Methods (HFtFCM). Next, the research hypothesis H2 that TBCM has a direct positive relationship with SMaE was supported by the following regression coefficients: β = 0.177, t = 4.493; p = 0.000. On the other hand, there was no effect of HFtFCM on SMaE as indicated by a regression coefficient of 0.056 (p < 0.124) for this hypothesis and therefore, this hypothesis was rejected. The analysis using the mediator of Student Perception of Communication Effectiveness (SPoCE) only partly mediates TBCM and SMaE (β = 0.047, t = 3.737, p = 0.000). However, SPoCE was found not to moderate the relationship between HFtFCM and SMaE (β = −0.01, t = 1.125, p = 0.005). The present study underlines the efficiency of TBCM in the area of student engagement, while face-to-face conversation does not play significant part in this process. The obtain results conclude that, the traditional and technological evolution in the Gulf region supports the adoption of TBCM in educational systems. Such approaches support with the technological learning and likings of students, offering greater flexibility and engagement. Educational systems must highlight TBCM to better meet the growing needs of their student, while identifying that face-to-face remains important, though secondary, in energetic motivation.
