COVID-19 has amplified existing imbalances, institutional and financing constraints associated with a development strategy that did not take sufficient account of challenges with emissions, environmental damage and health risks associated with climate change in a number of countries, including China. The recovery from the pandemic can be combined with appropriately designed investments that take into account human, social, natural and physical capital, as well as distributional objectives, that can also address commitments under the Paris agreement. An important criterion for sustainable development is that the tax regimes at the national and sub-national levels should reflect the same criteria as the investment strategy. Own-source revenues, are essential to be able to access private financing, including local government bonds and PPPs in a sustainable manner. Governance criteria are also important including information on the buildup of liabilities at all levels of government, to ensure transparent governance.
Despite differences in political systems, the Chinese experiences are relevant in a wide range of emerging market countries as the measures utilize institutions and policies reflecting international best practices, including modern tax administrations for the VAT, and income taxes, and benefit-linked property taxes, as well as utilization of balance sheets information consistent with the IMF’s Government Financial Statistics Manual, 2014. The options have significant implications for policy advice and development cooperation for meeting global climate change goals while ensuring sustainable employment generation with transparency and accountability.
Ecuador acknowledges the need to improve infrastructure and resources for educational inclusion, but it faces challenges in effective implementation compared to developed countries that have made advancements in this area. The objective of this research was to map the regulations and practices related to the implementation of inclusive infrastructure and educational resources at the international level, identifying knowledge gaps and opportunities for adaptation in Ecuador. An exploratory theoretical review was conducted following PRISMA-ScR guidelines, using searches in academic databases and official documents. Qualitative and regulatory studies from the United States, Finland, Canada, and Japan were selected, analyzing 16 scientific articles and 11 official documents. The results reveal that Ecuador faces challenges in the implementation of inclusive regulations, particularly in infrastructure and resources, highlighting the need to establish national accessibility standards, invest in assistive technologies, and offer continuous teacher training to enhance educational inclusion. The research uncovered a negative cycle where the lack of effective implementation of inclusive regulations perpetuates inequality and reinforces institutional inertia. For successful reform, the regulatory structure, resource management, and educational culture in Ecuador must be addressed simultaneously.
This study aims to identify gaps in Indonesia’s national social health insurance scheme (Jaminan Kesehatan Nasional or JKN) in meeting the right to health for disabled persons in the country and to propose strategies to mitigate the gaps. This study employed descriptive qualitative methodologies. A questionnaire survey and structured interviews were undertaken from the period of October to December 2021, with a purposive sample of 317 disabled persons at their working age. Data collection also included on-site observations to sample of healthcare providers in six provinces and focused group discussions with key stakeholders. This study found that JKN is the primary source of hope for disabled persons. Nevertheless, approximately ten percent of disabled persons have been omitted from the scheme. Moreover, respondents of the survey expressed notably lower satisfaction level compared to the national average. Meanwhile, 25% of them also reported that JKN did not cover certain disability-specific benefits. The findings suggest that the national social health insurance scheme is not well prepared to offer disability-inclusive services. Thereby, policymakers should implement various interventions to improve the admission processes for disabled persons and to develop a system to identify disabled members based on their specific disabilities. Additionally, stipulating standards for disability-friendly minimum services for healthcare providers and incorporating the standards into the credentialing systems, providing regular training on disability-friendly services for healthcare personnel, also enhancing benefits coverage for disabled members in the Indonesian Case Base Groups (INA-CBGs) are the necessary strategies to mitigate the gaps.
South Africa, like many emerging economies, grapples with the challenges of rapid urbanisation, unequal access to resources, and historical spatial inequalities. Addressing these issues requires a multifaceted approach that reimagines urban real estate development as a catalyst for positive social change. This paper explores the imperative of inclusive urban real estate development in South Africa and presents innovative strategies to promote equity, accessibility, and sustainability in urban environments. Following a quantitative inquiry technique, primary data was gathered from 109 built environment professionals with experience in sustainable urban development. To support this, descriptive and inferential statistics, particularly exploratory factor analysis (EFA), were used. According to the descriptive analysis using the mean score (MS) ranking technique, the development of affordable housing was one of the higher up-front innovative strategies for reshaping real estate development. Ensuring objectivity in city planning, re-engineering the city streets and buildings to create a safer environment were among the highly ranked strategies. The EFA further demonstrated that “urban redevelopment”, “government regulations”, “spatial planning”, “urban policy” and “diversification” were the underlying groups of new approaches for inclusive development. Implementing these innovative strategies, South Africa can move towards a more inclusive and equitable urban landscape, where urban real estate development becomes a force for positive social change, fostering sustainable economic growth and improving the quality of life for all citizens. This research contributes to the ongoing dialogue on urban development in South Africa and offers actionable insights for policymakers, developers, and community stakeholders invested in shaping more inclusive cities.
This study examines the factors that predict successful transition outcomes for college students with impairments in Saudi Arabia. A stratified random sample method was employed to survey 500 people across various educational levels and disability categories. The efficacy of Individualized Education Plans (IEPs), cultural variables, and perceptions of transition services have been investigated using Structural Equation Modeling (SEM). The study revealed significant positive correlations between the efficacy of Individualized Education Programs (IEPs) and favourable impressions of transition services. Additionally, it highlighted the impact of cultural variables on transition results. The assessment of indirect effects confirmed that cultural variables partially mitigate the connection between IEPs and transition assistance. The document provides practical suggestions for enhancing the efficiency of Individualized Education Programs (IEPs), improving cultural proficiency among educators, facilitating collaboration among stakeholders, and guiding policies. These findings contribute to ongoing efforts to develop inclusive and culturally appropriate transition programs for students with impairments in Saudi Arabia.
