Indonesia has ratified United Nations Convention on the Law of the Sea 1982 (UNCLOS 1982) through Law No. 17 of 1985 concerning the ratification of the 1982 Law of the Sea Convention, thus binding Indonesia to the rights and obligations to implement the provisions of the 1982 convention, including the establishment of the three Northern-Southern Indonesia’s Archipelagic Sea Lane (ALKI). The existence of the three ALKI routes, including ALKI II, has led to various potential threats. These violations not only cause material losses but, if left unchecked and unresolved, can also affect maritime security stability, both nationally and regionally. The maritime security and resilience challenges in ALKI II have increased with the relocation of the capital, which has become the center of gravity, to East Kalimantan. The research in this article aims to identify and analyze the factors influencing the success of maritime security and resilience strategies in ALKI II. The factors used in this research include conceptual components, physical components, moral components, command and control center capabilities, operational effectiveness, command and control effectiveness, and the moderating variables of resource multiplier management and risk management to achieve maritime security and resilience. This study employed a mixed-method research approach. The factors are modeled using Structural Equation Modeling (SEM) with WarpPLS 8.0 software. Qualitative data analysis used the Soft System Methodology (SSM). The results of the study indicate that the aforementioned factors significantly influence the success of achieving maritime security and resilience in ALKI II.
This study aims to analyse the current state of library and information science (LIS) education in South Korea and identify educational challenges in building a sustainable library infrastructure in the digital age. As libraries’ role expands in a rapidly changing information environment, LIS education must evolve. Using topic modelling techniques, this study analysed course descriptions from 37 universities and identified 10 key topics. The analysis revealed that, while the current curricula cover both traditional library science and digital technology topics, focus on the latest technology trends and practical, hands-on education is lacking. Based on these findings, this study suggests strengthening digital technology education by incorporating project-based learning; integrating emerging technologies, such as data science and artificial intelligence; and emphasising community engagement and soft skills development. This study provides insights into improving LIS education to better align with the digital era’s evolving demands.
The article provides evidence on the effect of local public governance on the impact of public investment on local and regional economic growth, using spatial and regional logic. The research uses the spatial Durbin model and produces a panel data set that was conducted on 63 provinces of Vietnam from 2006 to 2022. Based on the interaction between public governance and public investment, the main findings indicate that their interaction plays an important role in adjusting the effects of public investment and public governance on economic growth not only in the locality but also spillover to neighboring localities in both the short and long terms. It suggests that local public governance not only hampers the impact of local public investment on local economic growth but also has spillover effects on the growth of neighboring provinces or regions in Vietnam. Additionally, the results of detailed analysis of PCI component indicators show that many aspects of local public governance are hindering local economic growth but contributing to promoting neighboring localities economic growth. Or, it has no effect the locality but promote or hinder the regional economic growth. The findings in this study implies that authorities of localities need to be cautious when using resources to improve the various aspects of public governance when designing strategies to enhance the quality of local public governance. It also suggests that this spillover effect is a crucial factor in advocating for more redistributive fiscal policies and regional governance policies aimed at reducing economic disparities caused by territorial boundaries. Therefore, authorities should prioritize regional cooperation strategies in their decisions regarding public governance and public capital allocation.
In the era of rapid technological development, the integration of technology in education has become crucial (Hashim et al., 2022). The digital transformation of education requires universities to transform their traditional operational models, strategic directions, and teaching practices, re-examine their own value propositions, and promote high-quality innovative development in universities. Transformation and change bring challenges to organizational management, especially leadership. Can digital leadership positively influence the innovative behavior of university teachers? Can digital leadership improve organizational innovation performance by influencing innovation behavior? These questions urgently need to be answered through practical surveys of digital transformation in universities. From March 2024 to May 2022, we conducted a survey of 1142 participants from 12 universities in Kunming, southwestern China. Our research findings indicate that digital leadership has a positive impact on the innovation performance of university organizations; Innovation behavior plays a mediating role between digital leadership and organizational performance. These findings provide new insights into the potential mechanisms by which digital leadership influences organizational innovation in universities. The research findings emphasize that in the process of transforming traditional operational models, strategic directions, and teaching practices in higher education, in order to achieve high-quality innovative development, it is necessary to attach importance to digital leadership and continuously stimulate innovative behavior.
The advent of Artificial Intelligence (AI) has transformed Learning Management Systems (LMSs), enabled personalized adaptation and facilitated distance education. This study employs a bibliometric analysis based on PRISMA-2020 to examine the integration of AI in LMSs from an educational perspective. Despite the rapid progress observed in this field, the literature reveals gaps in the effectiveness and acceptance of virtual assistants in educational contexts. Therefore, the objective of this study is to examine research trends on the use of AI in LMSs. The results indicate a quadratic polynomial growth of 99.42%, with the years 2021 and 2015 representing the most significant growth. Thematic references include authors such as Li J and Cavus N, the journal Lecture Notes in Computer Science, and countries such as China and India. The thematic evolution can be observed from topics such as regression analysis to LMS and e-learning. The terms e-learning, ontology, and ant colony optimization are highlighted in the thematic clusters. A temporal analysis reveals that suggestions such as a Cartesian plane and a league table offer a detailed view of the evolution of key terms. This analysis reveals that emerging and growing words such as Learning Style and Learning Management Systems are worthy of further investigation. The development of a future research agenda emerges as a key need to address gaps.
