This research aims to do the assessing the feasibility of the Public-Private Partnership project in investing in the construction of the Palu-Parigi By-pass road through a PPP financing scheme, thereby providing opportunities for the private sector to participate in the provision of special road infrastructure. In this context, experimental criteria for determining Value for Money (VFM) are applied using the PPP model, to evaluate projects. The main objective also emphasizes the provision of greater VFM Goods through private financing, through conventional methods that are economical, efficient and effective. Furthermore, financial performance measurement reports apply several methods, including Payback Period (PP), Net Present Value (NPV), and Internal Rate of Return (IRR) which determine the feasibility and time required for returns on invested capital. The previous Economic Feasibility Study of the Palu-Parigi By-pass Road Construction project also showed an EIRR value of 20.1% in 2014, illustrating the economic development of this work. In connection with the limitations currently faced by the Regional Budget Agency of Central Sulawesi Province, the next PPP scheme is recommended for road construction by prioritizing infrastructure completion after the 28 September 2018 earthquake and the COVID-19 pandemic. The DBFMT (Design–Build–Finance–Maintenance–Transfer) model was also applied to the project, with GCA responsible for design, construction, financing, periodic maintenance and transfer at the end of the collaboration agreement.
Nowadays, the scale of graduate education in our country has been growing, but the quality of graduate education has not been improved. Therefore, how to effectively improve the quality of postgraduate education has become the most concerned issue in the academic circle and universities, which directly highlights that the internal guarantee mechanism of postgraduate students to improve the quality of postgraduate education has become the focus of academic research, in which tutors are the main influencing factors of postgraduate education quality. The tutor plays a positive and dominant role in stimulating, demonstrating, modeling, guiding and infecting the postgraduate's behavior. This paper analyzes the existing problems in exerting the role of postgraduate tutors, and from the problems, puts forward the countermeasures and suggestions to exert and mobilize the initiative of tutors.
An alternative to CMOS VLSI called Quantum Cellular Automata (QCA) is presently being researched. Although a few basic logical circuits and devices have been examined, very little, if any, research has been done on the architecture of QCA device systems. In the context of nano communication networks, data transmission that is both dependable and efficient is still critical. The technology known as Quantum Dot Cellular Automata (QCA) has shown great promise in the development of nano-scale circuits because of its extremely low power consumption and rapid functioning. This study introduces a unique nano-communication parity-based arithmetic circuit that is reversible, error-detecting, and error-correcting. The minimal outputs are needed for the proposed structure. Based on QCA technology, the proposed nano-communication network makes use of reversible logic gates. The performance increase of the suggested parity generator and checker circuit is significant in terms of clock delay, size, and number of cells.
Vision statements are seen as important factors that come before the development of strategies. They excel at encapsulating the strategic direction of a company, clearly defining its scope, boundaries, and the process of creating value. Vision statements function as comprehensive frameworks that guide the development of several strategic elements, including mission, strategic capabilities, strategic intent, objectives, goals, core values, standards of behavior, and business models. However, research on this subject remains scanty, particularly within academia. Therefore, this study examined the impact of university vision on staff effectiveness, building on transformational leadership theory and strategic leadership theory. The study adopted a positivist research philosophy. The research employed a cross-sectional study design. This study employed a descriptive research design. Questionnaires were devised by the researcher to collect data from a randomly selected group of 186 academic personnel from the four colleges in a private university using stratified sampling. The data obtained was subject to validity checks using composite reliability, the average variance extracted (AVE) estimate, and the Cronbach Alpha coefficient. The findings reveal that the vision of the university had a significant but weak impact on the effectiveness of staff. Based on the findings and conclusions, the study suggests that the university’s organizational vision should be consistently improved and effectively conveyed to staff members to direct their efforts toward achieving the university’s vision.
