This study analyses the long-run relationship between, and the direction and magnitude of impact of sectoral economic growth and fiscal capacity on government health expenditure. The study was carried out to validates the Wagner hypothesis from sectoral perspective and revenue-expenditure hypothesis for South Africa for the period 1984–2020. Fully modified least squares and dynamic least squares and canonical cointegration regression were used to achieve the objectives of the study. Empirical regression results showed that there is a negative impact of the secondary sector GDP on public health expenditure. Thus, invalidating the Wagner hypothesis and suggesting that secondary sector GDP cannot serves as an answer for public health expenditure. However, there was a positive relationship between tertiary sector GDP and public health expenditure. The study make case for unceasing provision of an enabling environment that continuously support growth of the tertiary sector.
Background: Bitcoin mining, an energy-intensive process, requires significant amounts of electricity, which results in a particularly high carbon footprint from mining operations. In the Republic of Kazakhstan, where a substantial portion of electricity is generated from coal-fired power plants, the carbon footprint of mining operations is particularly high. This article examines the scale of energy consumption by mining farms, assesses their share in the country’s total electricity consumption, and analyzes the carbon footprint associated with bitcoin mining. A comparative analysis with other sectors of the economy, including transportation and industry is provided, along with possible measures to reduce the environmental impact of mining operations. Materials and methods: To assess the impact of bitcoin mining on the carbon footprint in Kazakhstan, electricity consumption from 2016 to 2023, provided by the Bureau of National Statistics of the Republic of Kazakhstan, was used. Data on electricity production from various types of power plants was also analyzed. The Life Cycle Assessment (LCA) methodology was used to analyze the environmental performance of energy systems. CO2 emissions were estimated based on emission factors for various energy sources. Results: The total electricity consumption in Kazakhstan increased from 74,502 GWh in 2016 to 115,067.6 GWh in 2023. The industrial sector’s electricity consumption remained relatively stable over this period. The consumption by mining farms amounted to 10,346 GWh in 2021. A comparative analysis of CO2 emissions showed that bitcoin mining has a higher carbon footprint compared to electricity generation from renewable sources, as well as oil refining and car manufacturing. Conclusions: Bitcoin mining has a significant negative impact on the environment of the Republic of Kazakhstan due to high electricity consumption and resulting carbon dioxide emissions. Measures are needed to transition to sustainable energy sources and improve energy efficiency to reduce the environmental footprint of cryptocurrency mining activities.
This study introduces a cross-country comparative analysis of the role of News Ombudsperson in the public media corporations in Spain and France. It investigates the specific media self-regulatory processes established to reduce reputational risks and increase the trust and credibility of the media organisations. It aims to fill in the gaps in prior research by applying a qualitative framework developed using indicators derived from scholarly work on regulation and governance and media management. The variables selected for the analysis are extracted from prior interdisciplinary research and focus on media self-regulatory processes, complaints management mechanisms, election, reporting procedures, checks and balances, roles, visibility and transparency of News Ombudspersons in two countries which represent the Polarised Pluralist media system category. Research questions are raised in relation to the main variables identified for the comparative analysis. Data were collected from multiple publicly available international sources, including public media organizations databases, national media regulatory authorities, and academic studies. Results reveal cross-country variations. The systematic investigation of different forms of self-regulatory procedures might lead to concrete recommendations and best practice models for media organizations beyond the European Union. Further research could address the role of media audiences as relevant stakeholders in media governance processes.
To achieve the electrification of private vehicles, it is urgent to develop public charging infrastructure. However, choosing the most beneficial type of public charging infrastructure for the development of a country or region remains challenging. The municipal decision’s implementation requires considering various perspectives. An important aspect of energy development involves effectively integrating and evaluating public charging infrastructure. While car charging facilities have been thoroughly studied, motorcycle charging facilities have been neglected despite motorcycles being a vital mode of transportation in many countries. The study created a hybrid decision-making model to evaluate electric motorcycle charging infrastructure. Firstly, a framework for evaluating electric motorcycle charging infrastructure was effectively constructed through a literature survey and expert experience. Secondly, decision-makers’ opinions were gathered and integrated using Bayesian BWM to reach a group consensus. Thirdly, the performance of the alternative solutions was evaluated by exploring the gaps between them and the aspiration level through modified VIKOR. An empirical analysis was conducted using examples of regions/countries with very high rates of motorcycle ownership worldwide. Finally, comparative and sensitivity analyses were conducted to demonstrate the practicality of the proposed model. The study’s findings will aid in addressing municipal issues and achieving low-carbon development objectives in the area.
