This study aims to identify gaps in Indonesia’s national social health insurance scheme (Jaminan Kesehatan Nasional or JKN) in meeting the right to health for disabled persons in the country and to propose strategies to mitigate the gaps. This study employed descriptive qualitative methodologies. A questionnaire survey and structured interviews were undertaken from the period of October to December 2021, with a purposive sample of 317 disabled persons at their working age. Data collection also included on-site observations to sample of healthcare providers in six provinces and focused group discussions with key stakeholders. This study found that JKN is the primary source of hope for disabled persons. Nevertheless, approximately ten percent of disabled persons have been omitted from the scheme. Moreover, respondents of the survey expressed notably lower satisfaction level compared to the national average. Meanwhile, 25% of them also reported that JKN did not cover certain disability-specific benefits. The findings suggest that the national social health insurance scheme is not well prepared to offer disability-inclusive services. Thereby, policymakers should implement various interventions to improve the admission processes for disabled persons and to develop a system to identify disabled members based on their specific disabilities. Additionally, stipulating standards for disability-friendly minimum services for healthcare providers and incorporating the standards into the credentialing systems, providing regular training on disability-friendly services for healthcare personnel, also enhancing benefits coverage for disabled members in the Indonesian Case Base Groups (INA-CBGs) are the necessary strategies to mitigate the gaps.
The lack of attention from mining companies to the majority of areas still affected by mining activities can result in regional economic disparities and high levels of social violence. It is crucial to have policy strategies for mining contributions to rural development equity and social violence reduction through CSR assistance and other aid funds. This research employs the Multi-Criteria Decision Analysis method using the MULTIPOL analysis tool. Recommended action programs include the construction of schools, provision of scholarships, job openings, business capital, and infrastructure development, supported by strong regulations and law enforcement. Cracking down on illegal mining permits is essential to reduce environmental damage. Holistic and sustainable integration policies, alongside effective law enforcement, are necessary to achieve the goals of equitable development and social violence reduction. These steps should be reinforced with incentives for traditional/community leaders and increased police/military presence in villages within the next 2 years, particularly in zones 2 and 3 of the mining areas. Failure to implement these measures could escalate social violence, jeopardize security, and impede the operations of mining companies in Kolaka. The findings of this research support the priority of security and orderliness in development and underscore the importance of diverse research methods for mining area development policies.
The formation and implementation of migration policy cannot avoid being influenced by political elements, particularly political actors who have a direct or indirect interest in migration issues. Previous studies show that the influence on the administration and migration policy of a country has created the concept of ‘client politics’, that is, employers have a certain influence on the administration of foreign workers, especially in western countries. This situation has also created two groups which are pro-migrants consisting of employers, fundamental rights groups and trade unions; and anti-migrants are often associated with bureaucrats, nationalists and others. This study has used qualitative methods and has interviewed the informants consisting of government agencies, academics, employers, trade unions and NGOs. The results of the study show that those actors have a certain influence on the management of foreign workers including in the aspects of policy making and implementation. The concept of ‘client politics’ is seen to only apply to certain sectors, especially the manufacturing sector. Therefore, practically in Malaysia it is considered as ‘sectoral client politics’. In conclusion, the influence of both groups is not pursuing the interests of the country but rather on the interests of their respective sectors and entities.
This study analyzes the importance of strengthening the design of Indonesia’s maritime axis policy. This research uses a qualitative approach to systematically explain the dynamics and importance of strengthening world maritime policy, where the Nvivo 12 Plus tool is used to analyze data and answer the research questions posed. This research shows that Indonesia still has complex bureaucratic and institutional problems and aspects of political identity and leadership attitudes that require systematic and comprehensive improvement. Then, the draft for strengthening the maritime axis policy in Indonesia includes three policy recommendations: reformulating the focus of the maritime axis policy, comprehensive and coherent governance, and an integrated administrative framework, as well as improving the political identity and attitudes of leaders in public policy. Substantially, the relative failure of the Global Maritime Axis (GMA) policy, known as Joko Widodo’s concept of regulating the Indonesian government based on geographical location, was caused by the dominance of political factors and domestic bureaucratic problems. Apart from that, the lack of priority narratives in the maritime and development sectors means that the Indonesian government’s priorities are more oriented towards GMA infrastructure aspects and at the expense of other fundamental elements. This study encourages the Indonesian government to accelerate a more substantive GMA. However, this research needs to be expanded because the analysis results were only carried out through secondary data and focused on two important aspects of GMA. Therefore, further research is needed that explains the prospects for GMA policy in Indonesia in more detail.
Islamabad’s 2019 ban on single-use plastic shopping bags aimed to reduce plastic waste, but compliance is limited. This study evaluates the effectiveness of the ban as well as other factors in curtailing plastic bag use in Islamabad. Regression modeling within a rational choice framework analyzed survey data from 406 retailers across 18 selected urban and rural markets. We found that the subjective belief that a fine was unlikely (β = −16.10; t = −3.90; p < 0.001), likely (β = −24.99; t = −4.95; p < 0.001), or very likely (β = −43.84; t = −4.07; p < 0.001) for selling bags versus very unlikely was significantly associated with lower usage. Additionally, older retailer age (β = −0.25; p < 0.001) and more education (β = −0.77; p < 0.01) were associated with lower plastic bag usage. Business registration (β = −3.94; p < 0.10) and trade membership (β = −4.04; p < 0.05) also decreased use. Rural location (zone II: β = 13.28; p < 0.001) and plastic bags stock availability (β = 16.75; p < 0.001) increased use. Awareness, viewing bags as “Good”, unlikely fines and lack of substitutes lowered use. Results provide insights to inform more effective policies for reducing plastic waste.
Although much bibliometric research has been conducted to analyze publications on energy policy, a systematic investigation of the sustainability of nuclear energy use after the Fukushima nuclear accident is still lacking. Therefore, this study conducted a comprehensive bibliometric review of the sustainability of nuclear energy policy (NEP). This study discusses NEPs, highlighting their disadvantages; emerging research themes; and networks of the most productive authors, countries, journals, and institutions over the last 20 years (2002–2022). This timeframe was selected because of the Fukushima nuclear accident, which has been one of the largest environmental disasters in recent years. Bibliometric analysis was carried out by reviewing 1146 documents from the Scopus database using the keywords “energy policy” and “nuclear energy.” The OpenRefine software was used to deep-clean keywords with the same meaning, and VOSviewer was used to visualize them. The results show that over the past two decades, future research themes and trends in the study of NEP have focused on nuclear fuel, the Fukushima nuclear accident, risk perception, energy transition, and renewable energy. Bibliometric analysis has positively affected the development of NEP in countries that do not yet have nuclear power plants, such as Indonesia.
