This study updates Pereira and Pereira by revisiting the macroeconomic and budgetary effects of infrastructure investment in Portugal using a dataset from the Portuguese Ministry of the Economy covering 1980–2019, thereby capturing a period of austerity and decreased investment in the 2010s. A vector-autoregressive approach re-estimates the elasticity and marginal product of twelve infrastructure types on private investment, employment, and output. The most significant long-term accumulated effects on output accrue from investments in airports, ports, health, highways, water, and railroads. In contrast, those in municipal roads, electricity and gas, and refineries are statistically insignificant. All statistically significant infrastructure investments pay for themselves over time through additional tax revenues. Compared to the previous study, highways, water, and ports have more than doubled their estimated marginal products due to a significant increase in relative scarcity over the last decade. In addition, our analysis reveals an important shift in the impacts of infrastructure investment, now producing more substantial immediate effects but weaker long-term impacts. This change offers policymakers a powerful tool for short-term economic stimulus and is particularly useful in addressing immediate economic challenges.
COVID-19 and the economic response have amplified and changed the nature of development challenges in fundamental ways. Global development cooperation should adapt accordingly. This paper lays out the urgency for new methods of development cooperation that can deliver resource transfers at scale, oriented to addressing climate change and with transparency and better governance. It looks at what is actually happening to major donor countries’ development cooperation programs and where the principal gaps lie, and offers some thoughts on how to move forward, notwithstanding the clear geopolitical rivalries that are evident.
The most immediate challenge is to provide a level of liquidity support to countries ravaged by the global economic downturn. Many developing countries will see double-digit declines in GDP, with some recording downturns not seen in peacetime. Alongside the short-term challenge of recovery, COVID-19 has laid bare longer-term trends that have pointed for some time to the lack of sustainability—environmental, social, and governance—in the way economic development was occurring in many places, including in advanced economies. This new landscape has significant implications for development cooperation in terms of scale, development/climate co-benefits, and transparency and accountability.
Using a newly-developed data set for Portugal, we analyze the industry-level effects of infrastructure investment. Focusing on the divide between traded and non-traded industries, we find that infrastructure investments have a non-traded bias, as these shift the industry mix towards private and public services. We also find that the industries that benefit the most in relative terms are all non-traded: construction, trade, and real estate, among the private services, and education and health, among the public services. Similarly, emerging trading sectors, such as hospitality and professional services, stand to gain. The positive impacts on traded industries are too small to make a difference. These results highlight that infrastructure-based strategies are not neutral in terms of the industry mix. Moreover, with most of the benefits accruing to non-traded industries, such a development model that is heavily based on domestic demand may be unsustainable in light of Portugal’s current foreign account position.
Public works (PWs) in Jordan seek to deliver public services that contribute to socio-economic growth and service provision. A clear framework for initiating PWs investments is lacking in Jordan to meet the required level of development of the country. This work sought to develop a framework for delivering the right PWs investments. The study found that there are several steps that need to be followed to deliver a desired project’s objectives. The study employed a qualitative method using semi-structured interviews. Besides the interviews, the document analysis approach was used and an extensive literature review was conducted. Experts in Jordan regarding PWs development were selected to participate in this study of developing a framework for the initiation of PWs investments. The study found that the framework should involve different steps and measures. They are integrated together to create a framework reflecting international practices in the context of Jordan.
The expansion of road networks, taken place during the last decades, was driven by technological progress and economic growth. The most innovative products of this trend—modern motorways and international road corridors—provide an excellent level of service, traffic safety and necessary information to travelers. However, despite this undeniable progress, major impediments and respective challenges to road authorities and operators still remain. The present paper analytically presents the main current challenges in the road engineering field, namely: a) financing new projects, b) alternative energy resources, especially renewable energy, c) serviceability, including maintenance of road infrastructure, traffic congestion and quality of the network, d) climate change hazards due to greenhouse gas emissions increase, e) environmental impacts, f) safety on roads, streets and motorways, and g) economy and cost-effectiveness. In each country and over each network, challenges and concerns may vary, but, in most cases, competent authorities, engaged in road development policies, have to deal with most of these issues. The optimization of the means to achieve the best results seems to be an enduring stake. In the present paper, the origin and the main features of these challenges are outlined as well as their tendency to get amplified or diminished under the actual evolving economic conditions worldwide, where growth alternates with crisis and social hardship. Moreover, responses, meant to provide solutions to the said challenges, are suggested, including research findings of Aristotle University and innovative technological achievements, to drive the transition to a more sustainable future.
