In order to create the possibility of economic breakthrough development, remove economic institutional bottlenecks, release resources, and develop the economy quickly and sustainably in Vietnam in the coming time, it is impossible not to mention solutions to improve the quality, create breakthroughs in training and fostering talents. This is one of the important solutions in the context that the Party and State require the application and development of science and technology more and more extensively in all fields and all sectors in Vietnam. The article focuses on researching the the political basis, legal basis, and practical basis for training, fostering, attracting and employing talents in Vietnam. Meanwhile, statistics on undergraduate and postgraduate training in the period of 2016–2022, the training level of the workforce and the Global Talent Competitiveness Index show that Vietnam has not achieved many positive changes in training, fostering, attracting and employing talents as expected. The article is approached from many different aspects, including the perspective of leaders and managers at the head of state agencies, the perspective of businesses and the perspective of the university teaching staff and scientific research workers themselves. On that basis, the article points out the key contents that need addressing so as to build solutions to improve quality, create breakthroughs in training, fostering, attracting and employing talents in Vietnam in the context of international integration and science and technology development. The main contributions of the article focus on the identification of the concept of “talent”, the criteria for determining “talent” and the renewal of awareness of policies and laws on training, fostering, attracting, employing, introducing and recommending talents.
This research endeavors to assess the legal requirements for the operation of mediation and conciliation centers in the UAE based on Federal Law No. 17 of 2016 and its amendment in 2021 No. 5. It is structured into three main sections: the first establishes and defines these centers, the second defines conciliation procedures and the third considers the preceding. The aim is to identify the legal procedures associated with mediation and conciliation centers within the UAE judicial systems and their function in providing solutions for civil and business litigations with the most efficiency and minor financial investments. It also calls for using other forms of conflict adjudication before adopting the legal approach. The conclusions and recommendations indicate the necessity of further improving the Mediation and Conciliation Centers Law due to the necessity of legislative shifts, which would contribute to the UAE’s leading position in legislation related to centers for mediation and conciliation.
The urgency of adapting urban areas to the increasing impacts of climate change has prompted the scientific community to seek new approaches in partnership with public entities and civil society organizations. In Malaysia, Penang Island has developed a nature-based urban climate adaptation program (PNBCAP) seeking to increase urban resilience, reduce urban heat and flooding, strengthening social resilience, and build institutional capacity. The project includes a strong knowledge transfer component focused on encouraging other cities in the country to develop and implement adaptation policies, projects, and initiatives. This research develops a model adopting the most efficient processes to accelerate the transfer of knowledge to promote urban adaptation based on the PNBCAP. The methodology is developed based on a review of literature focused on innovation systems and change theories. The integration of success strategies in adaptation contributes to informing the creation of solutions around the alliance of local, state, and national government agencies, scientific institutions, and civil society organizations, in a new framework designated the Malaysian Adaptation Sharing Hub (MASH). MASH is structured in 3-steps and will function as an accelerator for the implementation of urban climate adaptation policies, with the target of creating 2 new adaptation-related policies to be adopted annually by each city member, based on knowledge gathered in the PNBCAP. It is concluded that, to speed up urban adaptation, it is necessary to reinforce and promote the sharing of knowledge resulting from or associated with pilot projects.
The widespread adoption of digital technologies in tourism has transformed the data privacy landscape, necessitating stronger safeguards. This study examines the evolving research environment of digital privacy in tourism management, focusing on publication trends, collaborative networks, and social contract theory. A mixed-methods approach was employed, combining bibliometric analysis, social contract theory, and qualitative content analysis. Data from 2004 to 2023 were analyzed using network visualization tools to identify key researchers and trends. The study highlights a significant increase in academic attention after 2015, reflecting the industry's growing recognition of digital privacy as crucial. Social contract theory provided a framework emphasizing transparency, consent, and accountability. The study also examined high-impact articles and the role of publishers like Elsevier and Wiley. The findings offer practical insights for policymakers, industry leaders, and researchers, advocating for ongoing collaboration to address privacy challenges in tourism.
With the rapid development of global e-commerce, cross-border e-commerce has become an important force in promoting international trade and economic globalization. Due to the rapid development of cross-border e-commerce, the number of online disputes is gradually increasing. These disputes demonstrate their complexity and diversity in terms of legal application, evidence acquisition, and enforcement. Tmall Global is a cross-border e-commerce platform under the Chinese e-commerce giant Alibaba Group. This study takes Tmall Global as an example to analyze the characteristics of disputes on this platform and explore the current situation of online disputes in cross-border e-commerce. Drawing on the experience of online dispute resolution in the European Union, ASEAN, and other regions, this article proposes a series of suggestions to improve China’s cross-border e-commerce online dispute resolution mechanism, including enhancing the platform’s own dispute resolution capabilities, strengthening international cooperation and artificial intelligence, optimizing dispute resolution processes using large data and cloud computing, strengthening consumer rights protection, and optimizing legal and regulatory frameworks. The aim is to provide an effective dispute resolution mechanism for China’s cross-border e-commerce platforms and provide useful reference for other countries.
The search for the development of nanostructured materials has led to the study of the properties of their precursors. For the production of nanofibers by the electrospinning process, it is necessary to determine the rheological parameters of the precursor solutions. Since these properties can be influenced by the processing variables and chemical composition of the polymer, this study aims to elucidate the effect of the addition of vinyl monomers in the formulation of nanofibers based on polyacrylonitrile and to determine the optimal parameters for the production of the precursor polymer solution. The effects of temperature and addition of vinyl monomers were evaluated by rheometry, from the analysis of the variation of the viscosity of the solutions, and by microscopy, the morphology of the nanofibers produced. It was observed that the increase in the temperature used to produce the solutions improves the fibers’ properties. Still, there is a relationship between the time of exposure of the polymeric solution to the temperature and the homogeneity of the fibers, which cannot exceed 45 min. The addition of vinyl monomers, to produce PAN-PVA co-polymeric fibers, increases the conductivity and reduces the viscosity of the solutions, resulting in more refined and homogeneous fibers.
