In many cases, the expected efficiency advantages of public-private partnership (PPP) projects as a specific form of infrastructure provision did not materialize ex post. From a Public Choice perspective, one simple explanation for many of the problems surrounded by the governance of PPPs is that the public decision-makers being involved in the process of initiating and implementing PPP projects (namely, politicians and public bureaucrats) in many situations make low- cost decisions in the sense of Kirchgässner (1948–2017). That is, their decisions may have a high impact on the wealth of the jurisdiction in which the PPP is located (most notably, on the welfare of citizen-taxpayers in this jurisdiction) but, at the same time, these decisions often only have a low impact on the private welfare of the individual decision-makers in politics and bureaucracy. The latter, for example, in many settings often have a low economic incentive to monitor/control what the private-sector partners are doing (or not doing) within a PPP arrangement. The purpose of this paper is to draw greater attention to the problems created by low-cost decisions for the governance of PPPs. Moreover, the paper discusses potential remedies arising from the viewpoint of Public Choice and Constitutional Political Economy.
Public signs in scenic spots play the role of guidance, instruction and warning, and are of great significance to promote the development of scenic spots. Guang’an District has a strong historical and cultural heritage and the rapid development of tourism, but the English translation of public signs in the scenic spot has become increasingly prominent, mainly including nonstandard translation, spelling errors, logical confusion and grammatical errors. In order to promote the solution of such problems, this paper will analyze the current situation of English translation of public signs in Guang’an scenic spots, and put forward solutions to the problems of English translation of public signs through hiring professional translators, cultural difference training and regional cooperation.
Nowadays, international exchanges are becoming more and more frequent in the world. As a global language, English can establish a communication bridge between different countries and nationalities, and its importance is obvious. Since 2001, China has gradually added English education to the curriculum plan of primary schools in various regions. Later, with the deepening of the industry’s understanding of English teaching, the education reform has also followed up. It can be said that the level of educators and educates is rising spirally. However, there are still many restrictive factors in the current situation of primary school students’ learning English, among which the more prominent factors are the strength of English teachers and the evaluation mechanism for students’ learning achievements.
This study aimed to explore the influence of entrepreneurial skills development on entrepreneurial confidence in university students. Using an empirical approach, a structured questionnaire was administered to 322 students at a university in Lima, Peru, to assess participants’ perceptions of self-awareness and self-assessment, problem solving, communication and presentation of ideas, as well as their entrepreneurial confidence. The data collected were analysed using structural equation modelling (SEM), which allowed for the identification of significant relationships between the variables. The results revealed that self-awareness, problem solving and effective communication have a positive and determinant influence on the development of entrepreneurial skills, which in turn significantly strengthen students’ entrepreneurial confidence. These findings highlight the importance of incorporating the promotion of entrepreneurial skills in university education, as this can increase students’ readiness and willingness to successfully start and manage their own entrepreneurial projects.
