The wealth of nations depends on the quality of their infrastructure. Often, however, infrastructure suffers from ineffective investments and poor maintenance. Proposed solutions, such as New Public Management or Public-Private Partnerships (PPPs) tend to develop into Politicians-Private Partnerships as politicians collude with private firms to exploit present and future tax-payers. Therefore, it is necessary to give citizens better control over collective decision making. While there is a significant economic literature on empowering citizens via decentralization and direct democratic institutions, the role of electoral rules has thus far been rather neglected. An interesting case in point is Switzerland, which is well known for its high-quality infrastructure, extensive decentralization, and direct democracy. However, this paper argues that there is an additional and previously neglected institution that moves Swiss politicians away from client politics towards better serving public interest: Switzerland’s unique electoral institutions which effectively combine proportional elections with multi-seat majority elections. We explain how these institutions work, how they enhance the relationships between citizens and public and private entities, and we argue that they could be implemented in other countries.
China’s Belt and Road Initiative (BRI) hopes to deliver trillions of dollars in infrastructure financing to Asia, Europe, and Africa. If the initiative follows Chinese practices to date for infrastructure financing, which often entail lending to sovereign borrowers, then BRI raises the risk of debt distress in some borrower countries. This paper assesses the likelihood of debt problems in the 68 countries identified as potential BRI borrowers. We conclude that eight countries are at particular risk of debt distress based on an identified pipeline of project lending associated with BRI.
Because this indebtedness also suggests a higher concentration in debt owed to official and quasi-official Chinese creditors, we examine Chinese policies and practices related to sustainable financing and the management of debt problems in borrower countries. Based on this evidence, we offer recommendations to improve Chinese policy in these areas. The recommendations are offered to Chinese policymakers directly, as well as to BRI’s bilateral and multilateral partners, including the IMF and World Bank.
Based on our 11 years of medical bachelor's degree education practice for international students in China, combined with the national "the Belt and Road" strategic background and the "Quality Standards of Higher Education for International Students in China (Trial)" issued by the Ministry of Education, this paper explores the strategies to improve the quality of medical education in China. Specifically, it includes: 1) optimizing the enrollment standards of students from countries along the "the Belt and Road"; 2) Improve the quality assurance system for medical bachelor's degree education in China; 3) Innovate the management concept of "convergence"; 4) Establish a comprehensive education system for the cultivation of international students in China; 5) Strengthen the process monitoring role of awarding standards for medical bachelor's degrees in China. To provide theoretical support and reference for our school and sister universities to improve the quality of medical bachelor's degree education in China.
Interest in the impact of environmental innovations on firms’ financial performance has surged over the past two decades, but studies show inconsistent results. This paper addresses these divergences by analyzing 74 studies from 1996 to 2022, encompassing 4,390,754 firm-year observations. We developed a probability-based meta-analysis approach to synthesize existing knowledge and found a generally positive impact of environmental innovations on financial performance, with a probability range of 0.85 to 0.97. Manufacturing firms benefit more from environmental innovations than firms in other industries, and survey-based studies report a more favorable relationship than those using secondary data. This study contributes to existing knowledge by providing a comprehensive aggregation of data, supporting the resource-based view (RBV) and the Porter hypothesis. The findings suggest significant policy implications, highlighting the need for tailored incentives and information-sharing mechanisms, and underscore the importance of diverse data sources in research to ensure robust results.
Chinese multinational enterprises (MNEs) have increasingly engaged in outward foreign direct investment in recent years, and particularly into the infrastructure sector of developing economies. This has been prompted by the infrastructure-led economic integration plan of China’s Belt and Road Initiative. However, such collaboration faces many challenges. Infrastructure projects are often undertaken in industries, countries, and regions posing particular and difficult challenges, and with divergent, often conflicting interests, with the ensuing conclusion that the MNE is simply exploiting the project and not delivering value to the host country. Overall, not only does the infrastructure project have to be well-functioning with expected returns (or savings) realized, but these projects face close scrutiny from local communities, labor, opposition parties, neighboring countries, and various international bodies and nonprofits, requiring delicate handling of the principals involved. The unfolding of these issues and their management by the multinational are examined through an in-depth longitudinal case study. The data are drawn from major participants and stakeholders around a leading Chinese MNE and the mega project of the construction of a major hydropower plant in Pakistan.
