As one of the key initiatives promoted by the Chinese government, precision poverty alleviation aims to lift information-blocked areas out of poverty and ensure their sustainable economic development. Yunnan Province, characterized by its combination of old, young, border, and poor areas, is the province with the most diverse types of poverty, the widest poverty coverage, and the deepest poverty levels in the country. Yunnan has carried out anti-poverty work in tandem with the national efforts for 42 years in a planned and organized manner, ultimately achieving the goal of zero absolute poverty. In this process, digital rural development has played a very important role. Based on the current experience of digital construction in developed regions, completing regional digitalization requires meeting the needs of information resources, information environment, and information supply and demand. Through keyword search, text analysis, and field visits, we summarized the factors considered by local governments in policy formulation. We also attempted to map out the path for rural governments to build digital villages. With the ultimate goal of bridging the urban-rural gap, the study of digital rural development in Yunnan will provide an effective case.
Urban mobility in Grand Lomé is affected by several negative externalities, including road congestion, insecurity and environmental pollution. Traffic jams cause considerable economic losses, estimated at more than 13,000 CFA francs per month for some public officials, and represent a financial drain of several million CFA francs per day on the Togolese economy. These challenges are accentuated by rapid urbanization and a dizzying increase in the number of vehicles, especially motorcycle taxis. These factors not only cause economic losses, but also to the deterioration of the quality of life of the inhabitants. On average, motorists lose up to 49.5 min per day in traffic jams, with fuel and time costs estimated at hundreds of thousands of CFA francs per year for each user of the main boulevards. Through an in-depth analysis of the impacts of these negative externalities on mobility and sustainable development, this study reveals that traffic congestion, combined with the lack of road infrastructure, generates considerable economic and environmental costs. These traffic jams also worsen air pollution, making the transport sector responsible for 80% of greenhouse gas emissions. These proposed solutions include: 1) The modernization of road infrastructure, culminating in the construction of new lanes entirely dedicated to public and non-motorized transport. 2) The regulation of motorcycle taxis, inspired by regional examples, to improve safety and efficiency. 3) The introduction of rapid transit systems, such as Bus Rapid Transit (BRT), to make travel more fluid. 4) The implementation of strict environmental standards and regular technical controls to reduce greenhouse gas emissions. These proposals aim to reduce social and economic costs, while promoting sustainable mobility and a better quality of life for residents.
Efficient access to tourist spots is necessary for enhancing the overall travel experience, especially in urban environments. This study investigates the accessibility of key tourist spots in Budapest through different transportation modes (e.g., walking, cycling, and public transport) across various time intervals. Using spatial-temporal travel time maps and detailed statistical analysis, the research highlighted significant differences in how these modes connect tourists to their attractions. Cycling stands out as the most efficient transportation option, providing rapid access to a wide range of tourist spots, while public transport ranks second. However, the study also reveals disparities in accessibility, with central areas being well-served, while outer ones, especially in the northwest, remain less accessible. These findings highlight the need for targeted transportation improvements to ensure that all areas of the city are equally reachable. The results offer valuable insights for urban planners and policymakers aiming to enhance tourism infrastructure and improve the visitor experience in Budapest.
