Research on "Zhejiang Paradigm" and Countermeasures of Sustainable Development of Rural Museum

As the most basic cultural venue and an important public space in rural areas, the rural museum is not only an important carrier to realize the national strategy of rural revitalization, but also a key link to open up the "last kilometer" of spiritual prosperity in the common prosperity between urban and rural areas. As one of the three pilot provinces for the construction of rural museums under the State Administration of Cultural Heritage, Zhejiang Province has listed rural museums as one of the top ten practical matters for people's livelihood, and took the lead in issuing the Zhejiang Provincial Rural Museum Construction Guide (Trial) at the national level. The construction of rural museums in Zhejiang province has entered a new stage. The paper extracts and summarizes the common problems, successful experiences and typical cases existing in the actual development process of Zhejiang rural museums, and constructs the "Zhejiang paradigm" for the sustainable development of rural museums with promotion value and demonstration significance, providing Zhejiang experience for the sustainable development of national rural museums.

Improving rural property tax instruments: A case study of Sinaloa, Mexico

The objective of this work on the Rural Property Tax is to make a proposal to improve the instruments for statistical information on both income and investment spending. A qualitative methodology is proposed to make transparent from which community the tax is generated and how to decide the expenditure in public works for rural communities. Finally, public policy recommendations are made such as the suggestion that investment spending should not be concentrated in a small group of communities but should be distributed strategically for the well-being of the rural population. In this regard, it is important that the municipal government reaches agreements with ejido commissaries, syndics and commissaries so that there is a positive economic, social, cultural and political impact. Likewise, the creation of fiscal observatories to follow up on the route of income generated by the tax and the investment spending executed with the said resources. Truth is that the great importance of this tax for Sinaloa’s municipal public finances has not yet been fully appreciated. Among the findings was the preferential treatment given to taxpayers engaged in aquaculture and vegetable exports by paying a lower rate than that established in the law; while agricultural and livestock activities pay a higher rate; there is also a lack of transparency in the selection process of the communities that will benefit from investments for public works. Recommendations for future research may be to address how the public works bidding process is conducted; what experiences exist of tax observatories that monitor both the collection and the correct exercise of public expenditure of this tax; also explore why there is no public policy focused on benefiting the most marginalized communities in Sinaloa’s municipalities with public works.

Experience and Pathways of Ganzi Prefecture’s Intangible Cultural Heritage Participation in Rural Cultural Revitalization

Ganzi Tibetan Autonomous Prefecture (hereinafter referred to as “Ganzi Prefecture”) is located in western Sichuan Province, China. It is a multi-ethnic region with unique geographical environment, profound cultural traditions, and effective cultural protection and inheritance mechanisms, resulting in a rich and diverse array of intangible cultural heritage (ICH) resources. In recent years, with the implementation of China’s rural revitalization strategy, Ganzi Prefecture has actively explored the pathways and experiences of ICH participation in rural cultural revitalization. This paper introduces the overview of ICH resources in Ganzi Prefecture, analyzes the successful experiences of its participation in rural cultural revitalization in the context of rural revitalization policies and pathways. The aim is to provide a reference for similar work in other regions.

Pig farming and the quest for decent work and economic growth: Evidences from Buffalo city

This study delves into the role of pig farming in advancing Sustainable Development Goal (SDG) 8—Decent work and economic growth in Buffalo City, Eastern Cape. The absence of meaningful employment opportunities and genuine economic progress has remained a significant economic obstacle in South Africa for an extended period. Through a mixed-method approach, the study examines the transformative impact of pig farming as an economic avenue in achieving SDG 8. Through interviews and questionnaires with employed individuals engaged in pig farming in Buffalo City, the study further examines pig farming’s vital role as a source of decent work and economic growth. The study reveals inadequate government support and empowerment for pig farming in Buffalo City despite pig farming’s resilience and potential in mitigating socio-economic vulnerabilities and supporting community’s livelihoods. To enhance pig farming initiatives, this study recommends government’s prioritization of an enabling environment and empowerment measures for the thriving of pig farming in Buffalo City. By facilitating supportive policies and infrastructures, the government can empower locals in Buffalo City to leverage pig farming’s potential in achieving SDG 8.

Opportunities and Challenges Faced in the Development of Rural Family Education in the New Era

The enactment of a series of educational policies and regulations signifies the entry of China’s basic education into a new era. This paper explores new opportunities for the development of rural family education following the implementation of national policies and rural strategies. It also identifies the new challenges faced by rural family education in this new era, combining regional practices, and proposes strategies to address these challenges, aiming to assist in the development of family education in rural areas.
