Village Finance System (SISKEUDES) is a village financial reporting application policy. The application of the SISKEUDES is as a form of accountability to be accessible and known by the community. However, communication problems, resources, knowledge and limited internet networks in many regions still cause problems in reporting process. The research used a qualitative descriptive method by conducting in-depth interviews and document analysis of Mamala Negeri SISKEUDES. The policy implementation model according to George Edward III was used as an analysis tool. This research was designed to be carried out for 5 (five) months to explore various data from various information regarding this research problem. The research findings are that the provision of facilities and infrastructure for Mamala Negeri supporting human resources is still limited, making it difficult to apply the SISKEUDES 2.0 application. Besides, the village also needs more systematic transaction planning, which allows each transaction to be recorded completely both planning and realization.
This paper examines the detrimental impact of rapid inflation on the quality of private education in developing countries. By focusing on the financial challenges faced by private schools, the study highlights the tension between education policy and economic realities. While private schools often attract parents with smaller class sizes and specialized programs, the core motivation lies in investing in children’s future through quality education. However, this study demonstrates how inflation can cripple this sector. The case of Turkey exemplifies this challenge. Post-pandemic inflation created a financial stranglehold on private schools, as rising costs made it difficult to adjust teacher salaries. This, in turn, led to teacher demotivation and a mass exodus, ultimately compromising educational quality. Furthermore, government interventions aimed at protecting parents from high tuition fees, through limitations on fee increases, inadvertently sacrificed the very quality they sought to safeguard. The paper concludes by advocating for alternative policy approaches that prioritize direct support for education system during economic downturns. Such measures are crucial for ensuring a strong and resilient education system that benefits all stakeholders, including parents, students, and the nation as a whole.
Many questions of control theory are well studied for systems which satisfy to the relative degree definition. If this definition is fulfilled then there exists linear state-space transform reducing system to a very convenient canonical form where zero dynamics is a part of system’s equations. Algorithms of such reduction are well-known. However, there exist systems which don’t satisfy this definition. Such systems are the subject of investigation in the presented paper. To investigate their properties here we suggest to consider an analogue of the classical relative degree definition – the so-called column-wise relative degree. It turned out that this definition is satisfied in some cases when classical relative degree doesn’t exist. We introduce this notion here, investigate it properties and suggest algorithm for reducing systems to the column-wise relative degree compliant form if possible. It is possible to show that systems with column-wise relative degree also can be reduced to a convenient canonical form by a linear state-space transformation. Some problems arise from the fact that some systems which do not have relative degree can be reduced to a form with it using linear inputs or outputs transform. Here we show that this is an interesting mathematical problem, which can be solved with the help of properties of relative degree, formulated and proved in this paper.
The power of Artificial Intelligence (AI) combined with the surgeons’ expertise leads to breakthroughs in surgical care, bringing new hope to patients. Utilizing deep learning-based computer vision techniques in surgical procedures will enhance the healthcare industry. Laparoscopic surgery holds excellent potential for computer vision due to the abundance of real-time laparoscopic recordings captured by digital cameras containing significant unexplored information. Furthermore, with computing power resources becoming increasingly accessible and Machine Learning methods expanding across various industries, the potential for AI in healthcare is vast. There are several objectives of AI’s contribution to laparoscopic surgery; one is an image guidance system to identify anatomical structures in real-time. However, few studies are concerned with intraoperative anatomy recognition in laparoscopic surgery. This study provides a comprehensive review of the current state-of-the-art semantic segmentation techniques, which can guide surgeons during laparoscopic procedures by identifying specific anatomical structures for dissection or avoiding hazardous areas. This review aims to enhance research in AI for surgery to guide innovations towards more successful experiments that can be applied in real-world clinical settings. This AI contribution could revolutionize the field of laparoscopic surgery and improve patient outcomes.
National unity is a matter of great concern for many countries around the world today. The study of policy evaluation is an important aspect of the study of national unity. The evaluation of policy implementation effects can help policymakers analyze whether there are problems in the formulation and implementation of the policy, thereby promoting further policy adjustments to better achieve national unity. This article adopts thematic searches and a systematic literature review as research methods. Through the systematic review, it summarizes and analyzes the research on national unity policies across different regions and countries. The article has two objectives: First, to explore the current perspectives in the research on national unity policies, and second, to analyze the state of research regarding the effectiveness of national unity policies. Among the 35 papers analyzed, 7 were on integration policy, 6 were on education policy and 4 were on language policy. To a certain extent, this reflects the perspectives of some countries in Europe, Asia and Africa, including France, Greece, Russia, Turkey, China, Sri Lanka, Nepal, Kenya, South Africa, Nigeria and other countries on the governance of national unity. Research on policy effectiveness is mainly conducted from the perspectives of policy content and policy implementation. However, there is little analysis of successful cases that achieved the desired goals. The main contributions of this article are as follows: first, it summarizes and identifies the characteristics of national solidarity-related policies in different continents and countries. Secondly, the experience of the success and failure of the national unity policy is studied and summarized. In addition, this article also found that there are still gaps in the research on successful experiences and causes.
