Preserving roads involves regularly evaluating government policy through advanced assessments using vehicles with specialized capabilities and high-resolution scanning technology. However, the cost is often not affordable due to a limited budget. Road surface surveys are highly expected to use low-cost tools and methods capable of being carried out comprehensively. This research aims to create a road damage detection application system by identifying and qualifying precisely the type of damage that occurs using a single CNN to detect objects in real time. Especially for the type of pothole, further analysis is to measure the volume or dimensions of the hole with a LiDAR smartphone. The study area is 38 province’s representative area in Indonesia. This research resulted in the iRodd (intelligent-road damage detection) for detection and classification per type of road damage in real-time object detection. Especially for the type of pothole damage, further analysis is carried out to obtain a damage volume calculation model and 3D visualization. The resulting iRodd model contributes in terms of completion (analyzing the parameters needed to be related to the road damage detection process), accuracy (precision), reliability (the level of reliability has high precision and is still within the limits of cost-effective), correct prediction (four-fifths of all positive objects that should be identified), efficient (object detection models strike a good balance between being able to recognize objects with high precision and being able to capture most objects that would otherwise be detected-high sensitivity), meanwhile, in the calculation of pothole volume, where the precision level is established according to the volume error value, comparing the derived data to the reference data with an average error of 5.35% with an RMSE value of 6.47 mm. The advanced iRodd model with LiDAR smartphone devices can present visualization and precision in efficiently calculating the volume of asphalt damage (potholes).
The article addresses the issue of educational development policy in Ukraine: the main trends and ways, means, technologies of their implementation. It has been observed that educational policy is developing and changing under the influence of such factors as Russia’s military actions against our country, European integration and globalisation. It has been taken into account that globalisation trends in the world integration, according to which globalisation processes should be reflected not only in the foreign economic, political or technological spheres, but also, as a consequence, in the development of technologies for training future teachers. Integration of digital technologies in the educational process is one of the key tendencies in the modern educational policy in Ukraine. The characteristics of the most used technologies of augmented reality in the modern school of Ukraine have been outlined. The algorithm for displaying generalized information about a particular application was proposed, namely: payment, accessibility, language, system requirements; learning opportunities; practical value; website; video about the application. The model of the formation of future teachers’ skills to use augmented reality technologies in the process of natural sciences studying has been proposed. We consider it as a component of a holistic system of future teachers’ professional training. The conceptual basis for the development of the model is a multi-subject educational paradigm, which is considered to be open, self-developing and self-organizing, causing a fundamental change in the behavior and relationships of the educational process participants. The proposed model is implemented in the authors’ methodological system, which ensures the interconnected activities of all participants in the educational process. Its systemic factor is the goal of improving the quality of the future natural sciences teachers’ professional training by developing their skills in using AR technology. The end result is an increase in the level of future natural sciences teachers’ readiness to use AR technology in their professional activities.
Since the Industrial Revolution, there has been an evolution in the paradigms under which the industrial worker is perceived and dealt with. These paradigms can be briefly listed in the order of their evolutionary stage as: the food-gatherer, the economic man, the social man, the resourceful man, and the enterprising man. Each of them is a combination of two basic paradigms in different proportions, namely, the outsider paradigm and the partnership paradigm. Obviously, the paradigmatic perspectives of management about their workers will have a significant influence on how they treat their workers, which may become especially conspicuous during recessions and other kinds of hard times. It was in this context that we designed a study to understand the human resource strategies of companies during a period of recession. Data for this study was collected through the content analysis of 46 published cases, wherein we developed the ratings of two sets of variables, namely: the external and internal environments of the company and the strategic actions taken by the respective managements. A surprising finding of the study is that the correlations between the environmental factors and the strategy factors were small and non-significant; moreover, the correlations involving the external environment were smaller than those involving the internal environment. Hence, it may be inferred that strategic actions are influenced primarily by the paradigmatic perspectives of management rather than environmental factors. In order to identify the different types of paradigmatic perspectives, we have further carried out a cluster analysis to develop a taxonomy of paradigms. The results showed that there are five sub-paradigms, which are: (1) Pacifiers, constituting 35% of the sample; (2) Modifiers, constituting 22%; (3) Molders, constituting 17%; (4) Enhancers, constituting 15%; and (5) Exploiters, constituting 11%. The limitations of the study and the implications of the findings are discussed in the concluding part.
Vietnam has experienced an impressive period of economic growth since implementing an export-oriented economic policy. Vietnam’s international economic integration is deepening, and the output of the export sector has been continuously improved with a double-digit growth rate in recent years, especially in Ho Chi Minh City. Hence, the purpose of this paper is to study the impact of trade liberalization on export intensity of Vietnamese exporters as well as the moderating role of the location. In this study, data was collected from 80 exporters listing in Vietnam stock markets from 2007 to 2022. Further, regression test was carried out by applying GMM model. The results show that trade liberalization outcomes have a positive impact on export intensity. We, however, do not find enough evidence of the moderating effect of the location factor. These findings support Resource-based View theory, and trade liberalization policy. The findings imply that Vietnam government should continue to implement trade liberalization policy to support export sector growth.
The Public-Private Partnerships management model (PPP) in Portugal was initially applied to the highways sector. Recently, this model began to spread to the health sector for hospital management. The recent growth of patient’s knowledge and expectations regarding the quality of healthcare services is compelling service providers to pursue new ways of delivering this care to meet users’ expectations. One wonders if the increase in patient access to knowledge may indicate a growth in health literacy, particularly regarding PPP Hospitals. This study assesses the Portuguese population’s literacy level regarding the PPP Hospital model, using a quantitative research approach based on a survey of the Portuguese population served by PPP hospitals and a Public Hospital Management (PHM) model. It was found that the Portuguese population has a low literacy concerning the PPP model, which can cause feelings of injustice. It was found that PPP users tend to have a favourable opinion regarding private involvement since they are also more satisfied compared to PMH users. These results may impact political decision-making concerning the renewal of new contracts for private management of public services.
Urban areas are increasingly vulnerable to fire disasters due to high population density, sprawling infrastructure, and often inadequate safety measures. This study aims to analyze the capacity of the DKI Jakarta government in terms of human resource capabilities, asset readiness, and budget planning capabilities. Furthermore, it measures the government’s success as evidenced by the public response to the achievement of firefighter performance. This study uses qualitative analysis with a content analysis approach. Data sources come from annual performance report documents and the content of the DKI Jakarta Fire Department website containing city disaster information. Performance report and website data are analyzed and used as research data to support qualitative analysis. This research shows that command decisions are essential in the organizational structure of the fire brigade. Both laboratory services are carried out optimally as a concrete effort to map fire potential. The laboratory tests the safety and suitability of firefighting equipment. Available budgetary support provides broad operational powers for the fire service. The government’s strength in minimizing or overcoming fire problems has received a positive response from the public. The operational achievements of firefighting continue to be consistent and increase. Ultimately, this research provides scientific insight into disaster mitigation and reducing the fire risk in cities.
