This paper contributes to a long-standing debate in development practice: under what conditions can externally established participatory groups engage in the collective management of services beyond the life of a project? Using 10 years of panel data on water point functionality from Indonesia’s rural water program, the Program for Community-Based Water Supply and Sanitation, the paper explored the determinants of subnational variation in infrastructure sustainability. It then investigated positive and negative deviance cases to answer why some communities successfully engaged in system management despite being located in difficult conditions as per quantitative findings and vice versa. The findings show that differences in the implementation of community participation, driven by local social relations between frontline service providers, that is, village authorities and water user groups, explain sustainable management. This initial condition of state-society relations influences how the project is initiated, kicking off negative or positive reinforcing pathways, leading to community collective action or exit. The paper concludes that the relationships between frontline government representatives and community actors are important and are an underexamined aspect of the ability of external projects to generate successful community-led management of public goods.
This paper assesses South Africa’s massive infrastructure drive to revive growth and increase employment. After years of stagnant growth, this is now facing a deep economic crisis, exacerbated by the COVID-19 pandemic. This drive also comes after years of weak infrastructure investment, widening the infrastructure deficit. The plan outlines a R1 trillion investment drive, primarily from the private sector through the Infrastructure Fund over the next 10 years (Government of South Africa, 2020). This paper argues that while infrastructure development in South Africa is much-needed, the emphasis on de-risking for private sector buy-in overshadows the key role the state must play in leading on structurally transforming the economy.
The wet saturated flue gas discharged by coal-fired utility boilers leads to a large amount of low-temperature waste heat loss. Inorganic ceramic membrane is acid-base resistant and has strong chemical stability. It is an ideal material for recovering low-temperature waste heat from flue gas. The experiment of waste heat recovery of flue gas was carried out with inorganic ceramic membrane as the core, and the characteristic parameters of low-temperature flue gas at the tail of the boiler were analyzed; taking 316 L stainless steel as the comparative object, the strengthening effect of inorganic ceramic film on improving heat recovery power and composite heat transfer coefficient was discussed. The results show that the waste heat recovery of flue gas is mainly the evaporation latent heat recovery of water, accounting for about 90%; circulating water is used as cooling medium, and the waste heat recovery capacity of flue gas is stronger; compared with circulating water, when air is used as the cooling medium, the effect of inorganic ceramic membrane flue gas waste heat recovery is more significant, and the enhancement coefficient is as high as 9; increasing the flue gas flow is helpful to improve the heat recovery power and composite heat transfer coefficient; at the same time, inorganic ceramic membrane can also recover condensate with high water quality. The results of this paper can provide a reference for the application of inorganic ceramic membrane in flue gas waste heat recovery.
Objective: to achieve accurately and rapidly the mapping of agricultural land use and crop distribution at the township scale. Methods: this study, based on specific methods, such as, time-series remote sensing index threshold classification and maximum likelihood, classifies each land use type and extracts crop spatial information, under the guidance of Sentinel-2A remote sensing images, to carry out agricultural land use mapping at township scale. And the mapping concerned will be verified by comparing with an agricultural spatial information map of a 0.5 m resolution, which is based on WorldVieW-2 fused images. Results: (1) the area accuracy of grain and oil crop land, vegetable land, agricultural facilities land and garden land is fairly good, with 92.93%, 98.98%, 95.71% and 95.14% respectively, and within 8% variation from actual area; (2) the spatial information of plot boundary, farmland road network, and canal network produced by OSM road data and historical high-resolution images was overlayed with the classification results of Sentinel-2A multi-spectral image for mapping, which can improve the accuracy of plot boundary information of classification results for the image with 10 m resolution. Conclusions: the use of multi-source information fusion method, agricultural land use and crop distribution space big data produced by Sentinel-2A optical image, can effectively improve the accuracy and timeliness of land use mapping at the township scale, to provide technical reference for the application of remote sensing big data to carry out agricultural landscape analysis at the township scale, optimization and adjustment of agricultural structure, etc.
In order to scientifically evaluate the germplasm resources of Momordica charantia in southern China, the diversity, correlation and cluster analysis were carried out on the main botanical characters of 56 Momordica charantia varieties, such as melon length, melon transverse diameter, single melon weight, internode length, stem diameter, leaf length and leaf width. The results showed that the variation coefficients of 7 agronomic characters of 56 Momordica charantia varieties ranged from 8.81% to 19.44%, the average variation coefficient was 14.21%, the maximum variation coefficient of single melon weight was 19.44%, and the minimum variation coefficient of melon cross diameter was 8.81%. The correlation analysis showed that there were correlations among the agronomic traits. The positive correlation coefficient between leaf length and leaf width was up to 0.978, and the negative correlation coefficient between single melon weight and internode length was up to 0.451. The 56 varieties were divided into 3 groups by cluster analysis, of which 92.86% of the materials were concentrated in the first and second groups, and there were only 4 materials in the third group. The results can provide a reference for the cultivation, utilization and genetic improvement of Momordica charantia resources in southern China.
Although public-private partnership (PPP) is regarded as one of the key effective tools in the development of many countries, various challenges surrounding PPPs are not well understood. This paper explores nine key challenges in PPP implementation: (1) different organizational cultures and goals between the partners, (2) poor institutional environment and support, (3) weak political and legal frameworks, (4) unreliable mechanisms for sharing risk and responsibility, (5) inadequate procedures for the selection of PPP partners, (6) inconsistency between resource inputs and quality, (7) inadequate monitoring and evaluation of PPP processes, (8) lack of transparency, and (9) the inherent nature of PPPs. This paper aims to provide the perceptions in the existing literature on many of these challenges, as well as provide solutions to each challenge.
