This article analyses the case of Dubai’s smart city from a public policy perspective and demonstrates how critical it is to rely on the use of the public-private partnership (PPP) model. Effective use of this model can guarantee the building of a smart city that could potentially fulfill the vision of the political leadership in Dubai and serve as a catalyst and blueprint for other Gulf states that wish to follow Dubai’s example. This article argues that Dubai’s smart city project enjoys significant political support and has ambitious plans for sustainable growth, and that the government has invested heavily in developing the necessary institutional, legal/regulatory, and supervisory frameworks that are essential foundations for the success of any PPP project. The article also points to some important insights that the Dubai government can learn from the international experience with the delivery of smart cities through PPPs.
This paper explores the integration of digital technologies and tools in English as a Foreign Language (EFL) learning in Jordanian Higher Education through a qualitative open-ended online survey. It highlights the perceptions of 100 Jordanian EFL instructors, each with a minimum of five years of experience, on the digital transformation in the EFL learning process. The survey, consisting of ten open-ended questions, gathered in-depth insights on the benefits, challenges, and implications of this transformation. Thematic analysis was employed to analyze the qualitative data, revealing varied levels of experience, the use of diverse digital tools, and both technical and pedagogical challenges. Key findings include the positive impact of digital tools on teaching and learning experiences, enhanced student engagement, and opportunities for personalized learning and collaboration. The study concludes that leveraging digital resources can enhance EFL learner engagement and learning outcomes, inform future pedagogical practices, and shape the landscape of digital transformation in EFL Higher Education for years to come.
Intra-regional trade serves as a key growth engine for East Asian economies. Accompanying the rapid growth of bilateral and intra-regional trade ties, the East Asian economies are becoming increasingly connected and interdependent. Infrastructure connectivity plays a crucial role in bridging different areas of the East Asian region and enabling them to reap the full socioeconomic benefits of economic cooperation and integration. Nevertheless, further improvement of infrastructure in the region faces major challenges due to the lack of effective mechanisms for coordination and dialogue on regional integration through funding infrastructure projects, as well as the serious trust deficit among member states that has arisen from the on-going territorial and historical disputes.
The concept of a “community with Shared Future for Mankind” was first proposed in China and has quickly become an integral part of discussions on international relations and global governance. This concept originates from China’s profound insights into the interdependence of nations in the context of globalization, recognizing that the fates of countries are closely interconnected when facing global challenges. With the shifting balance of international forces and the increasing severity of global issues, traditional mechanisms of global governance have shown certain delays and inadequacies. From the difficult birth of climate change agreements to frequent conflicts in international security, from the uneven development brought by economic globalization to the ethical and management issues of emerging technologies, the structure of global governance faces unprecedented challenges. This paper focuses on the research question of how the concept of a “community with Shared Future for Mankind” aligns with and transcends the existing global governance system, using theoretical analysis and practical references for discussion. The findings suggest that the concept provides new ideas and frameworks for addressing global challenges such as climate change and international security, promoting the democratization and efficiency of global governance, especially in enhancing the representativeness and discourse power of developing countries in global decision-making. Additionally, the research identifies the transcendent nature of the concept in global governance, aiming to offer possible directions and strategies for the future development of global governance.
Micro-mobility has the potential to address first -mile challenges, improving transit accessibility and encouraging public transit usage. However, users’ acceptability of modal integration between various micro-mobility options and public transit remains largely unexplored in the literature. Our study investigates the user behavior for first-mile options, focusing on four alternatives: walking, bicycling, motorcycling, and bus, to access urban mass rapid transit (UMRT) in Hanoi, Vietnam. Based on data collected from 1380 individuals, a Nested Logit Model (NLM) was proposed to analyze the determinants of users’ acceptability under each access mode option as well as evaluate further impacts of shifts in access mode choice on vehicle-kilometer traveled and emissions. The analysis shows that the availability of access modes might increase UMRT use by 47.83%. While this increase further generates additional vehicle-kilometer traveled due to the increase in park-and-ride users, this is offset overall by the large number of motorcycle users shifting to UMRT. Under the most optimistic scenario, modal integration for transit-access trips leads to an average reduction of 17.7% in net vehicle-kilometer traveled or 14.5% in net CO2 emissions or 10.9% in NOx from private vehicles. Our findings also imply that the introduction of parking fees for bicycling- or motorcycling-access trips, while impactful, does not significantly change UMRT choice. Therefore, the pricing schemes should be a focus of parking planning surrounding stations. Finally, a number of policy suggestions for parking planning and first-mile vehicles are presented.
