This article scrutinizes the multifaceted challenges inherent in intergovernmental coordination across various sectors, with a particular emphasis on sustainable development and entrepreneurial activity within the Republic of Moldova. It argues that despite the existence of intergovernmental cooperation, it often manifests as deficient, contradictory, incomplete, and inefficient. Through a meticulous analysis, this study delineates the roles of pertinent authorities and institutions in fostering the sustainable development of entrepreneurial activities, identifying critical inter-institutional coordination issues and challenges. The discourse extends to examining institutional processes and the extent to which policies, laws, and international standards are implemented to nurture and sustain business activities. Moreover, the paper explores various strategies to cultivate responsible, transparent, and effective dialogue between institutions, thereby promoting innovative practices, expanding cooperation, and fostering partnerships with national and civil society organizations, including international bodies.
The education of Chinese language and culture in the teaching of college Chinese can achieve the goal of cultural education and allow students to improve their thinking in the context of cultural learning. Chinese language and culture education in colleges and universities provides new requirements and new goals for college personnel training. In the whole teaching process, it is necessary to pay attention to the cultivation of students’ values and help students establish a correct humanistic spirit. This paper analyzes the value of Chinese language and culture education in colleges and universities, and discusses the teaching reform of “college Chinese” course “based on Chinese language and culture”.
The decentralization of the NHIS’s implementation to states intended to hasten progress towards universal health coverage, has not effectively addressed healthcare disparities, particularly in Lagos State. The implementation of the Lagos State Health Insurance Scheme appears to perpetuate structural violence, evident in increased out-of-pocket expenses, discrimination based on insurance type, and substandard healthcare delivery. The study therefore examined how structural violence has affected the policy outcomes of the Lagos State Health Insurance Scheme, with a specific emphasis on junior officers in grade level 01–07 in five selected ministries situated within Lagos State. Both primary and secondary data were collected using questionnaire, interview and literature search. Data gathered were analysed statistically and thematically. The findings of the study indicate that the policy outcome of the scheme has been adversely affected by structural violence, resulting in dissatisfaction, compensation claims for unresolved health issues and a shift in health insurance providers among enrolled junior officers.
This study applies machine learning methods such as Decision Tree (CART) and Random Forest to classify drought intensity based on meteorological data. The goal of the study was to evaluate the effectiveness of these methods for drought classification and their use in water resource management and agriculture. The methodology involved using two machine learning models that analyzed temperature and humidity indicators, as well as wind speed indicators. The models were trained and tested on real meteorological data to assess their accuracy and identify key factors affecting predictions. Results showed that the Random Forest model achieved the highest accuracy of 94.4% when analyzing temperature and humidity indicators, while the Decision Tree (CART) achieved an accuracy of 93.2%. When analyzing wind speed indicators, the models’ accuracies were 91.3% and 93.0%, respectively. Feature importance revealed that atmospheric pressure, temperature at 2 m, and wind speed are key factors influencing drought intensity. One of the study’s limitations was the insufficient amount of data for high drought levels (classes 4 and 5), indicating the need for further data collection. The innovation of this study lies in the integration of various meteorological parameters to build drought classification models, achieving high prediction accuracy. Unlike previous studies, our approach demonstrates that using a wide range of meteorological data can significantly improve drought classification accuracy. Significant findings include the necessity to expand the dataset and integrate additional climatic parameters to improve models and enhance their reliability.
The technological development and growth of the telecommunications industry have had a great positive impact on the education, health, and economic sectors, among others. However, they have also increased rivalry between companies in the market to keep and acquire new customers. A lower level of market concentration is related to a higher level of competitiveness among companies in the sector that drives a country’s socioeconomic development. To guarantee and improve the level of competition, it is necessary to monitor the concentration level in the telecommunications market to plan and develop appropriate strategies by governments. With this in mind, the present work aims to analyze the concentration prediction in the telecommunications market through recurrent neural networks and the Herfindahl-Hirschman index. The results show a slight gradual increase in competition in terms of traffic and access, while a more stable concentration level is observed in revenues.
Objectives: This study aims to examine the impact of Sun Tzu’s Art of War Five Virtues Leadership on innovation and the efficiency of the Chinese brand passenger vehicle industry, explore the role of innovation in enhancing industry efficiency, and propose strategies for leveraging the Five Virtues Leadership to improve operational performance and competitiveness in the sector. Methodology: A mixed research method using quantitative research (questionnaire survey) as the main method and qualitative research (in-depth interview) as the auxiliary method. Result: Quantitative and qualitative research results confirm the positive correlation between the Five Virtues Leadership, innovation, and the efficiency of Chinese brand passenger vehicle companies. And through effective data analysis, it explains the importance of the five virtues of leadership in traditional Chinese culture. Further understanding of the effectiveness and competitiveness of China’s passenger car brands, with leadership references. Conclusion: Five Virtues Leadership can foster a favorable environment for innovation, enhance time utilization, optimize resource allocation, and strengthen brand image. By developing and validating a measurement for Five Virtues Leadership, this study enhances the understanding of its role and significance in modern management, paving the way for future research.
