We report on the measurement of the response of Rhodamine 6G (R6G) dye to enhanced local surface plasmon resonance (LSPR) using a plasmonic-active nanostructured thin gold film (PANTF) sensor. This sensor features an active area of approximately ≈ 2.5 × 1013 nm2 and is immobilized with gold nanourchins (GNU) on a thin gold film substrate (TGFS). The hexane-functionalized TGFS was immobilized with a 90 nm diameter GNU via the strong sulfhydryl group (SH) thiol bond and excited by a 637 nm Raman probe. To collect both Raman and SERS spectra, 10 μL of R6G was used at concentrations of 1 μM (6 × 1012 molecules) and 10 mM (600 × 1014 molecules), respectively. FT-NIR showed a higher reflectivity of PANTF than TGFS. SERS was performed three times at three different laser powers for TGFS and PANTF with R6G. Two PANTF substrates were prepared at different GNU incubation times of 10 and 60 min for the purpose of comparison. The code for processing the data was written in Python. The data was filtered using the filtfilt filter from scipy.signals, and baseline corrected using the Improved Asymmetric Least Squares (ISALS) function from the pybaselines.Whittaker library. The results were then normalized using the minmax_scale function from sklearn.preprocessing. Atomic force microscopy (AFM) was used to capture the topography of the substrates. Signals exhibited a stochastic fluctuation in intensity and shape. An average corresponding enhancement factor (EF) of 0.3 × 105 and 0.14 × 105 was determinedforPANTFincubated at 10 and 60 min, respectively.
The study intends to identify the existing implementation bottlenecks that hamper the effectiveness of the Ethiopian forest policy and laws in regional states by focusing on the Oromia Regional State. It attempts to address the question, “What are the challenges for the effective implementation of the federal forest policy and law in Ethiopia in general and Oromia Regional State in particular?”. The study followed a qualitative research approach, and the relevant data was collected through in-depth interviews from 11 leaders and experts of the policy, who were purposively selected. Furthermore, relevant documents such as the constitutions, forest policies and laws, and government documents were carefully reviewed. Based on this, the study found that there is the dichotomy between the provision of the constitution regarding the forest policy and lawmaking and the constitutional amendment on one hand and the push for genuine decentralization in the Ethiopian federal state on the other. To elaborate, the constitution is rigid for amendment, and it has given the power of forest policy and lawmaking to the federal government. On the other hand, the quest for genuine decentralization requires these powers to be devolved to the regional states. As the constitution is rigid, this may continue to be the major future challenge of the forest policy and lawmaking of the state. This demonstrates a conflict of interests between the two layers of governments, i.e., the federal and regional (Oromia Regional State) governments. Respecting and practicing the constitution may be the immediate solution to this pressing problem.
The modification of the Turia River’s course in the 1960s marked a pivotal transformation in Valencia’s urban landscape, evolving from a flood protection measure into a hallmark of sustainable urban development. However, recent rainfalls and flooding events produced directly by the phenomenon known as DANA ((Isolated Depression at High Levels) in October 2024 have exposed vulnerabilities in the infrastructure, particularly in the rapidly urbanized southern areas, raising questions about the effectiveness of past solutions in the context of climate change and urban expansion. As a result of this fragility, more than 200 deaths have occurred, along with material losses in 87 municipalities, whose industrial infrastructure accounts for nearly one-third of the economic activity in the Province of Valencia, valued at 479.6 million euros. This paper presents, for the first time, a historical-document-based approach to evaluate the successes and shortcomings of Valencia’s flood management strategies through policy and spatial planning analysis. Also, this paper remarks the ongoing challenges and potential strategies for enhancing Valencia’s urban resilience, emphasizing the need for innovative water management systems, improved drainage infrastructure, and the renaturalization of flood-prone areas. The lessons learned from Valencia’s experience in 1957 and 2024 can inform future urban planning efforts in similar contexts facing the dual pressures of environmental change and urbanization.
