This is a review of empirical studies with the objective of analyzing the theoretical-practical discussions that have been raised internationally to deepen the understanding of the access of rural youth to higher education as an object of study. For this purpose, a narrative review was designed, considering scientific articles published in three different languages and concerning studies conducted in 21 different countries in all regions of the world. The results reveal three discussions: a) the strong interest that higher education has regained in the life expectations of rural young people and their families, especially as a means of social advancement; b) the inequalities that most affect the access of rural youth to higher education are the lack of academic offerings in rural areas and the discontinuities that occur around rural socio-cultural capital; c) since the inequalities experienced by rural youth are diverse, actions to promote greater democratization cannot be limited to implementing systems of grants and scholarships. It is concluded that the major project consists of creating a differentiated higher education model that, in terms of location, academic offerings, recognition of knowledge, and articulation with the environment, allows rural youth to experience their professional training not as an inevitable process of acculturation, but as a continuation of their socio-cultural capital and their territorial yearnings.
This study explores the attributes of service quality for overseas residents provided by island county governments, using the example of the Kinmen County Government’s service center in central Taiwan. This research aims to identify key service elements that can enhance the satisfaction of Kinmen overseas residents. Drawing upon the SERVQUAL scale and a comprehensive literature review, service quality is divided into five dimensions: “administrative service,” “life counseling,” “information provision,” among others, comprising 24 service quality elements. A total of 311 valid questionnaires were collected through a survey, and Kano’s two-dimensional quality and IPA analysis were used to classify service factors. The Kano two-dimensional quality analysis revealed that “employment counseling,” “entrepreneurship counseling,” and “setting up service counters at airports and terminals during festivals” belong to attractive quality. Nine elements were classified as “one-dimensional quality” and “must-be quality,” including “one-stop service,” “exclusive consultation hotline,” and “exclusive website reveals information.” Through Quality Function Deployment (QFD), service elements that align with Kano’s two-dimensional quality and IPA priority improvement were selected for detailed study, including “financial assistance in emergencies,” “subsidy for transportation expenses back home,” “subsidies for education allowances,” and “various subsidy application information.” Following expert discussions and questionnaire surveys, eight strategies for improving key service quality elements were identified. This research not only provides actionable insights for the Kinmen County Government but also offers valuable strategies that can be applied to similar contexts globally, where remote and rural populations require specialized governmental support.
This study validates the Intercultural Competence and Inclusion in Education Scale (ICIES), a novel instrument designed to assess students’ perceptions of inclusivity and intercultural competence in multiethnic secondary schools. Using a sample of 276 high school students from Western Romania, the ICIES identified three dimensions: ethnic appreciation and support, intercultural engagement and integration, and school unity and cohesion. Exploratory factor analysis confirmed the scale’s structural validity, while network analysis revealed key interconnections among its components. Findings highlight the critical role of inclusive teaching strategies and school cohesion in fostering intercultural competence. The ICIES provides educators and policymakers with actionable insights for designing interventions that promote empathy, mutual respect, and a sense of belonging in diverse school settings. These results contribute to the development of educational policies aimed at fostering inclusion and addressing the needs of increasingly multicultural classrooms.
The Akit tribe fishermen on Rupat Island, Riau, Indonesia, are a remote indigenous community with a low level of education. They have experienced cultural acculturation after the influx of outsiders and the government built road infrastructure to break the isolation. The government also provides internet facilities to speed up the process of modernizing communications between them. The research aim is to analyze the role of government support as a mediator in the influence of education and acculturation on communication modernization among Akit fishermen. The research used a survey method, involving 165 of the 763 Akit fishermen as respondents. This number determine used the Sample Size Calculator technique. Respondents were selected using a purposive random sampling technique. The variables studied consisted of education, acculturation, government support (as mediator), and communication modernization. Data collection was carried out through a closed questionnaire containing statements, which were measured with a 5-point Likert scale. The data were analyzed using the Structural Equation Modeling method with the help of SmartPLS 4 software. The research results show that acculturation and government support have a positive and significant influence on communication modernization, while education plays a negative influence. Government support as a mediator plays a positive and significant role in the influence of education on communication modernization, while it does not play any role in the influence of acculturation. The most implication of this research is that the government must further increase its role in organizing the acculturation process for Akit fishermen to accelerate the communication modernization process.
An important element in dealing with HIV/AIDS is to disclose of its status to others. One of the problems faced by HIV/AIDS sufferers in disclosing their status is finding people they can trust, who can keep information about their HIV/AIDS status and not divulge it to other parties without their permission. Not many people can accept them without prejudice and stigma. This article discusses the communication efforts carried out by female AIDS activists in the community as co-owners who receive information from people with HIV/AIDS and subsequently become confidants and assist them in medical and psychological and social aspects. This study used a qualitative method. Data was collected through in-depth interviews with 9 Community AIDS activist women from 7 regions. The results of the study reveal the process of housewives transforming into community AIDS activists, how they get personal information about the status of HIV/AIDS and eventually become co-owners of information who eventually become confidants, have responsibilities and help people with HIV/AIDS in health, psychological and social aspects.
