The research aims to map environmental protection strategies and the related control tools and to identify the links among companies with the largest number of employees and sites in Hungary. The research questions were answered using a questionnaire survey method. The authors used cluster analysis to classify the 205 company strategies into the identified strategy clusters: Leaders, Awakeners, and Laggards. Then, the examined 21 environmental management control tools in the sample were divided into four groups: strategic, administrative, methodological and economic. Economic and strategic methods were the most common in the sample. The authors used cross-tabulation analysis to examine whether there is a statistically proven relationship between belonging to environmental strategy clusters and specific control tools. The analysis showed significant but weak to moderate relationships. According to Cramer's V and the contingency coefficient, the closest relationship between the tested environmental management control tools and membership in environmental strategy clusters is shown by evaluating investments, assessing the economic viability of environmental strategies, and running an environmental training program for employees. In case of the robust lambda indicator, a significant relationship was found by examining the economics of environmental strategies and identifying environmental success factors and eco-balances. It can be concluded that the companies under examination follow a set of environmental goals, which they have incorporated into their strategic objectives. They use the available environmental management control toolbox to develop their strategies and to monitor their implementation to varying degrees.

Organizational innovations can also be classified as “closing technologies”. For example, the creation of strategic institution, alliances and associations capable of changing the situation in the global economy, likely World Bank (WB), World Health Organization (WHO), International association Brazil, Russia, India, China, South Africa (BRICS) etc. This approach involves the formation of fundamental innovative solutions at all levels of the management hierarchy. The imperfection of the existing ideological and methodological paradigm, ignoring the mathematical constants of the Universe when designing economic supersystems or economic systems as integral distributed systems with complex dynamics similar to natural systems, the inefficiency of institutional intervention is the main reason for the impossibility of minimizing the structural and functional instability of the state economic system. The consequence of this is systemic violations and disproportions in the economy, risks associated with changes in the structure of the world economy and a colossal difference in the level of economic security of states and the phenomenon of crisis transfer.

Macao’s Continuing Education Development and Improvement Program aims to create lifelong learning conditions for Macao residents who have reached the age of 15 and encourage them to pursue continuing education or obtain certification to improve their personal qualities. This paper analyzes the entire implementation process of the Continuing Education Development and Improvement Program in Macao, using the traditional means of policy analysis from three perspectives. For the government, successful implementation ensures the quality of continuing education and promotes the building of a learning society in Macao. For educational institutions, this program provides residents with multiple learning pathways to meet diversified needs. For residents, it alleviates the cost pressure caused by education and promotes individual development in various aspects. However, there are still some problems in the subsequent implementation process that need to be improved, such as unclear positioning, inadequate administrative supervision mechanisms, and a weak guarantee of curriculum quality.
