According to official data, modern Russia has the lowest unemployment rate. However, there is still a huge contingent of hidden unemployment, many times higher than the official level. This situation is paradoxically combined with an acute and continuously growing shortage of qualified production personnel. Using a lot of factual material, the author reveals the causes of this phenomenon. The main one is the depopulation of the indigenous population, which is being replaced by people of other ethnic groups with the lowest qualification level. At the same time, due to the destruction (“optimization”) of the education system, the intellectual and qualification level of the indigenous population is continuously decreasing. The other is the various types and waves of growing emigration of “brains” and “golden hands.” As a result, for more than thirty years, the contingent of old engineering and technical personnel has exhausted itself, while new ones have not been trained in the required volume and quality. A huge personnel “hole” has formed. The author proposes to close this “hole” on the basis of a radical reorientation of the entire Russian education system, starting with kindergarten, school, etc. It is also necessary to reformat the public consciousness accordingly, especially the mass consciousness of young people.
Law Number 20 of 2003 on the National Education System states that citizens have the right to obtain basic education for children aged seven to fifteen years. In addition, it is also a commitment to the implementation of Grobogan district’s regional regulation No 5 of 2019 on education implementation, especially article 12 related to the obligation of local governments to ensure the implementation of basic education according to their authority. The purpose of this study is to determine the implementation of the basic education management program in Grobogan district; analyze the factors that support and hinder the implementation of the basic education management program in Grobogan district; formulate a model for implementing the basic education management program in Grobogan district. The method used in this research is qualitative. This method was used to analyse the phenomenon of policy implementation of the basic education management program in Grobogan district. The research site was in Grobogan district. The informants are policy actors who know a lot about the basic education program in Grobogan district. The results show that the implementation of the Grobogan district education office’s policy on basic education management consists of three areas, namely (1) equalization and expansion of access to education; (2) improvement of quality, relevance and competitiveness; (3) education governance and accountability. These three areas aim to achieve the national standards of education and the minimum service standards of education.
Experimental teaching is an efficient way of education, through practical operation and experimental activities to help students deeply understand theoretical knowledge, cultivate practical ability and solve practical problems. As an important engineering practice course, "Electrical and Electronic practice" has a special status and function in application-oriented undergraduate colleges. In the face of the rapid development of science and technology, the way of education must be innovated constantly. In this paper, a combination of Online and offline teaching reform is carried out for the Course "Electrical and Electronic Practice" offered by application-oriented undergraduate colleges. SPOC (Small Private Online Course) is established on the basis of MOOC, which combines online and offline teaching to promote the all-round development of students. It cultivates their practical ability and competitiveness, and lays a solid foundation for their future career and academic path.
