Poverty is a major challenge caused by various situations as well as cultural, social, economic, and political interactions. Therefore, poverty alleviation programs and strategies require an integrated approach carried out in consistent and organized stages. It required the participation of all parties, both regional heads, Regional People’s Representative Assembly (RPRA) members, entrepreneurs, and other elements of society. This study aimed to investigate the effect of local spending efficiency on public welfare in Indonesia, using a quantitative and explanatory method. The analysis method used in this study is the panel data regression model. The research population in all provinces in Indonesia was 34 provinces, and a purposive sampling method was used, where a total of 26 provinces were selected. The research period is 2017–2021. The efficiency of local spending (education, health, and infrastructure) is estimated using the Stochastic Frontier Analysis (SFA) cost function approach. The results showed that the higher the efficiency of education spending, the more it will increase public welfare in Indonesia. Meanwhile, the health spending efficiency and the infrastructure spending efficiency do not affect public welfare. The implications of this study for the development of science are that the efficient allocation of education spending will be able to improve the quality of education which is a long-term solution to overcome poverty in Indonesia and for policymakers to be able to optimize education spending to achieve the expected educational goals.

From the analysis of the current teaching development situation, the guiding role of ideological and political education in funding precision education activities has been very obvious. To better enhance the effectiveness of funding education, actively optimize the precision of funding education, and innovate the way related activities are carried out, which is an inevitable choice for better education work. With the continuous development of social economy and science and technology, the world has entered the era of artificial intelligence. my country is also working hard on the cultivation of talents in the field of artificial intelligence, and paying more and more attention to technology research and development. This puts forward higher requirements for cultivating higher education talents. It is not only necessary to work hard on the cultivation of “people”, implement the concept of mass entrepreneurship and innovation, adapt to the development of the times, update educational concepts, and improve students’ thinking ability and logic ability. We must also work hard on “talent”, innovate teaching methods, integrate education with science and technology, and provide talent guarantee and intellectual support for social development.

The COVID-19 pandemic occasioned significant changes in many aspects of human life. The education system is one of the most impacted sectors during the pandemic. With the contagious nature of the disease, governments around the world encouraged social distancing between individuals to prevent the spread of the virus. This led to the shutdown of many academic institutions, to avoid mass gatherings and overcrowded places. Developed and developing countries either postponed their academic activities or used digital technologies to reach learners remotely. The study examined the benefits of online learning during the COVID-19 pandemic. The participants for the study consist of 5 lecturers and 30 students from the ML Sultan Campus of the Durban University of Technology, South Africa. Data was collected using open-ended interviews. Content analysis was applied to analyze the data collected. Data was collected until it was saturated. Different ways were implemented to make online learning and teaching successful. The findings identified that the benefits of online learning were that it promotes independent learning, flexible learning adaptability and others.
