This paper aims to explain the administrative and the Environmental, Social and Governance (ESG) of the Indonesian Spaceport Project in Biak, Papua, Indonesia, under the Public-Private Partnerships (PPP) scheme, particularly from the protest to fear of environmental damage and traditional rights. This paper analyzes the factors that cause the local society’s reluctance to accept the development of Indonesia’s very first commercial spaceport. This paper uses a doctrinal methodology, which examines changes in the trend of ESG in implementing PPP projects. The method used is a qualitative systematic review of national and international studies. This paper finds that the lack of legal certainty for administrative and ESG as the main factor contributing to the pitfall of the PPP project in Biak Papua. No clear Government Contracting Agency (GCA), plus the fact that the Indonesian government puts too much weight on business consideration in PPP while Papuan people need more ESG, especially considering the historical conflict in the region, has been the epicenter of the problem. Given the ESG-PPP regulatory failure of spaceport development in Biak, more focused studies using comparative study methodology are needed to propose a more robust and customized ESG in PPP regulations in a politically and historically sensitive area. The authors forward a regulatory reform to balance administration, ESG, and business considerations in PPP projects for a spaceport.
This study focused on the formulation and characterization of silver nanoparticles (AgNP) functionalized with d-limonene. The nanoparticles were functionalized by phase inversion and the synthesis of the nanoparticles was performed in situ; particle size was determined by laser diffraction, zeta potential and optical colloidal stability using Multiscan 20 for a period of 24 hours at 37 °C; the minimum inhibitory concentration (MIC) and minimum bactericidal concentration (MBC) of the formulated material on Escherichia coli ATCC 25922, Staphylococcus aureus ATCC 29213, Klebsiella oxytoca ATCC 700324, Enterococcus casseliflavus ATCC 700327, Escherichia coli BLEE, carbapenem-resistant Pseudomona aeruginosa were determined. The nanoparticles showed colloidal stability at a d-limonene concentration of 3.93%, silver ions at 1.61 × 10−3%, non-ionic adjuvant at 24% and ascorbic acid at 5.88%; citric acid/citrate (1:1) 0.48M for a pH of 4.5 was used as a buffer system. The formulation was classified as a polydisperse system (PD = 0.0851), with a zeta potential of −11.6 mV and average particle size of 81.5 ± 0.9 nm. A particle migration velocity of −0.199 ± 0.006 mm∙h−1, a constant transmission profile and backscattering profile with variations of 10% were evidenced, which represents a stable formulation. The nanoparticles presented an MIC and an MBC of 28 μg∙mL−1 (5.6 × 10−2% d-limonene and 4.7 × 10−5% AgNP) against all tested bacteria.
In the last several decades, cardiovascular diseases (CVDs) have emerged as a major hazard to human life and health. Conventional formulations for the treatment of CVD are available, but they are far from ideal because of poor water solubility, limited biological activity, non-targeting, and drug resistance. With the advancement of nanotechnology, a novel drug delivery approach for the treatment of CVDs has emerged: nano-drug delivery systems (NDDSs). NDDSs have shown significant advantages in tackling the difficulties listed above. Cytotoxicity is a difficulty with the use of non-destructive DNA sequences. NDDS categories and targeted tactics were outlined, as well as current research advancements in the diagnosis and treatment of CVDs. It’s possible that gene therapy might be included into nano-carriers in the delivery of cardiovascular medications in the future. In addition, the evaluation addressed the drug’s safety.
Forest fire, as a discontinuous ecological factor of forest, causes the changes of carbon storage and carbon distribution in forest ecosystem, and affects the process of forest succession and national carbon capacity. Taking the burned land with different forest fire interference intensity as the research object, using the comparison method of adjacent sample plots, and taking the combination of field investigation sampling and indoor test analysis as the main means, this paper studies the influence of different forest fire interference intensity on the carbon pool of forest ecosystem and the change and spatial distribution pattern of ecosystem carbon density, and discusses the influence mechanism of forest fire interference on ecosystem carbon density and distribution pattern. The results showed that forest fire disturbance reduced the carbon density of vegetation (P < 0.05). The carbon density of vegetation in the light, moderate and high forest fire disturbance sample plots were 67.88, 35.68 and 15.50 t∙hm-2, which decreased by 15.86%, 55.78% and 80.79% respectively compared with the control group. In the light, moderate and high forest fire disturbance sample plots, the carbon density of litter was 1.43, 0.94 and 0.81 t∙hm-2, which decreased by 28.14%, 52.76% and 59.30% respectively compared with the control group. The soil organic carbon density of the sample plots with different forest fire disturbance intensity is lower than that of the control group, and the reduction degree gradually decreases with the increase of soil profile depth. The soil organic carbon density of the sample plots with light, moderate and high forest fire disturbance is 103.30, 84.33 and 70.04 t∙hm-2 respectively, which is 11.670%, 27.899% and 40.11% lower than that of the control group respectively; the carbon density of forest ecosystem was 172.61, 120.95 and 86.35 t∙hm-2 after light, moderate and high forest fire disturbance, which decreased by 13.53%, 39.41% and 56.74% respectively compared with the control group; forest fire disturbance reduced the carbon density of eucalyptus forest, which showed a law of carbon density decreasing with the increase of forest fire disturbance intensity. Compared with the control group, the effect of light forest fire disturbance intensity on the carbon density of eucalyptus forest was not significant (P > 0.05), while the effect of moderate and high forest fire disturbance intensity on the carbon density of eucalyptus forest was significant (P < 0.05).
The national park with Chinese characteristics is the highest level of protection of a kind of natural protection, its establishment marks the park will implement the strictest ecological protection means. It is of great value to construct the utilization system of national park resources under the new natural protected area system in the new era to avoid the misunderstanding of “ecological protection only” and explore how to carry out the sustainable utilization of resources in the reform of national park system and mechanism. According to the analytic hierarchy process (AHP) and Delphi method, the evaluation framework, indicators, reference standards and weights of resource utilization under the national park system were determined in combination with the requirements of constructing the protected natural area system and the total value of resource ecosystem services (including harvest value, existence value and future value). Based on the application research of Bawangling zone of Hainan Tropical Rainforest National Park, the optimal resource utilization system in the future was proposed, and two optimization strategies of ecological adjustment of resource utilization system and construction of suitable resource utilization system were put forward.
The structure and diversity of tree species in a temperate forest in northwestern Mexico was characterized. Nine sampling sites of 50 × 50 m (2,500 m2) were established, and a census of all tree species was carried out. Each individual was measured for total height and diameter at breast height. The importance value index (IVI) was obtained, calculated from the variable abundance, dominance and frequency. The diversity and richness indices were also calculated. A total of 12 species, four genera and four families were recorded. The forest has a density of 575.11 individuals and a basal area of 23.54/m2. The species of Pinus cooperi had the highest IVI (79.05%), and the Shannon index of 1.74.
