With the declaration of the Sustainable Development Goals (SDGs), the importance of localisation principles and, consequently, the local-level institutions in implementing development policies came to the forefront. India adopted a thematic approach by condensing the seventeen goals into nine themes, to be worked upon by the local administrative units, furthering that each Village Panchayat (constitutionally known as Grama Panchayats) should select a theme in a plan year and strive towards attaining it. For the South Indian state of Kerala, with its good trajectory of decentralised governance, this localisation process of SDGs was rather smooth. In this article, we discuss the case of the best-performing Grama Panchayat (GP) in Kerala, which has identified ‘Village with Self-Sufficient Infrastructure’ as the development theme. Through qualitative research methodology, we examine how the Panchayat included projects specific to this theme in the development plans and how the implementation helped produce effects on multidimensional aspects of SDGs using the SDG Impact Assessment Tool. The case studies of different infrastructure-based projects endorse that with proper planning and implementation of such projects, the lowest tier of administration can significantly contribute to the improvement of development goals. We have delineated full fund utilisation through convergence schemes, community participation, and strong monitoring mechanisms as the factors leading the selected Panchayat to be the champion of the cause. The accomplishment exhibited by the Panchayat by integrating SDGs into the Village Development Plan through the projects on the theme of self-sufficient infrastructure can be well emulated by other local bodies across the world.
This study investigates the integration of sustainability principles into educational curricula, focusing on the gap between theoretical knowledge and practical application. Through a mixed-methods approach, the research identifies key institutional barriers, including outdated policies, insufficient teacher training, and limited resources. These barriers hinder the effective incorporation of sustainable development principles into education. The study reveals that while some educational systems struggle to adopt sustainability, examples from progressive institutions show that integrating these principles enhances student awareness and equips them with skills essential for sustainable development. The findings suggest that substantial changes are needed in existing educational frameworks to better support sustainability in curricula. Recommendations for future research include conducting longitudinal studies to assess the long-term impact of curriculum changes on sustainability outcomes and exploring the role of technology in advancing sustainable education. Policy recommendations emphasize the need for advocacy and the implementation of actionable strategies, such as industry collaborations for pilot projects and real-world applications. Furthermore, institutional support for teacher professional development is crucial, with structured programs that combine theoretical knowledge and practical skills in sustainability. Enhancing partnerships between educational institutions and industries, including co-designed curriculum modules and internship opportunities, is also essential for aligning education with the Sustainable Development Goals. This study highlights the importance of transforming educational practices to better address the challenges of sustainable infrastructure development, ultimately preparing students to contribute to a more sustainable future.
In the context of globalization and urbanization, rural development faces many challenges, such as population loss and uneven distribution of resources. This paper analyzes the similarities and differences in sustainable rural development strategies between China and Europe through a comparative perspective. China has optimized land use by relying on land policy innovations, such as the household contract responsibility system and the “separation of three rights”, as well as the construction of small towns; while Europe focuses on private ownership and market mechanisms, and supports agricultural and rural development through the Common Agricultural Policy (CAP). Using literature review, comparative research and policy analysis, the study shows that the policy innovations in China and Europe, each with its own focus, have been effective in promoting agricultural output and rural social development. Particularly noteworthy is that the “three rights” policy has increased agricultural productivity through the liberalization of management rights, while the European CAP has contributed to the diversification of the rural economy and environmental protection through continuous reforms. This study emphasizes that through policy innovation and international cooperation, combining the strengths of China and Europe, it is possible to provide a new model of sustainable development for the global countryside. Specifically, through the establishment of Sino-European R&D centers for agricultural science and technology, exchange of talents, and cooperation in green infrastructure development, technology transfer and application can be accelerated, cultural exchange and understanding can be promoted, and the sustainable development agenda for global rural areas can be jointly advanced.
Science and technology play an extremely important part in today’s world. They are the key for countries to reach a certain level of economic and social development. Thus, in order to catch up with the common development of mankind, countries have issued their own policies and laws on science and technology activities. National science and technology policies aim to enhance social welfare, foster sustainable development, and advance global scientific and technological progress. Vietnam is considered as one of the countries attaching great importance to science and technology. Therefore, even in the law with the highest legal value—the Constitution has solemnly recognized the position and role of science and technology as the leading national policy, playing a major role in the cause of the country’s socio-economic development. However, in the face of the requirements of sustainable development and the desire for the country’s prosperity and strength, policies and laws on science and technology in particular and policies and laws in general of Vietnam must be perfected and renewed continuously, especially in the context of globalization and sustainable development requirements, modern nation as it is today. Therefore, the article focuses on clarifying the situation of adjusting policies and laws on science and technology in Vietnam during the past, thereby proposing new complete solutions in the coming time. This is the basis for policy makers to refer to in the process of developing policies and laws on science and technology in Vietnam.
The coastal area of Bohai Bay of China has a wide distribution of salt-accumulated soils which could pose a problem to the sustainable development of the local ecology. As a result, the land remains largely degraded and unsuitable for biophysical and agricultural purposes. In this study, we characterized the soil and native plants in the area, to properly understand and identify species with satisfactory adaptation to saline soil and of high economic or ecological value that could be further developed or domesticated, using appropriate cultivation techniques. The goal was to determine the salinity parameters of the soil, identify the inhabiting plant species and contribute to the ecosystem data base for the Bay area. A field survey involving soil and plant sampling and analyses was conducted in Yanshan and Haixing Counties of Hebei Province, China, to estimate the level of salt ions as well as plant species population and type. The mean electrical conductivity (EC) of the soils ranged from 0.47 in more remote locations to 23.8 ds/m in locations closer to the coastline and the total salt ions from 0.05 to 8.8 g/kg, respectively. Each of the salinity parameters, except HCO3− showed wide variations as judged from the coefficient of variation (CV) values. The EC, as well as chloride, sulphate, Mg and Na ions increased significantly towards the coastline but the HCO3− ion showed a relatively even distribution across sampling points. Sodium was the most abundant cation and chloride and sulphate the most abundant anions. Therefore, the most dominant salinity-inducing salt that should be properly managed for sustainable ecosystem health was sodium chloride. Based on the EC readings, the most remote location from the coastline was non-saline but otherwise, the salinity ranged from slightly to strongly-very strongly saline towards the coast. There were considerably wide variations in the number and distribution of plant species across sampling locations, but most were dominated entirely Phragmites australis, Setaria viridis and Sueda salsa. Other species identified were Aeluropus littoralis, Chloris virgata, Heteropappus altaicus, Imperata cylindrica, Puccinellia distans, Puccinellia tenuiflora and Scorzonera austriaca. On average, the sampling points furthest from the coast produced the most biomass, and the point with the highest elevation had the most diverse species composition. Among species, Digitaria sanguinalis produced the highest dry mass, followed by Lolium perenne and H. altaicus, but there were considerable variations in biomass yield across sampling locations, with the location nearest the coastline having no vegetation. The observed variations in soil and vegetation should be strongly considered by planners to allow for the sustainable development of the Bahai bay area.
The transportation sector in India, which is a vital engine for economic growth, is progressively facing challenges related to climate change. Increased temperature, extreme weather conditions, and rising seas threaten physical infrastructure, service delivery, and the economy. This research examines efforts towards improving the climate resilience of India’s transport sector through policy interventions. Strategies encompass broadening the focus to cover the integration of sustainability, innovative technology deployment, and adaptive infrastructure planning. Multi-sectoral measures are proposed to guarantee longevity, equity and environmental protection. National transport infrastructure will be secured, people will be enabled to move sustainably, and India will take its position in the world economy as a climate-resilient country. Long-term resource management and promoting inclusive governance are critical to agri-transportation systems that can withstand the changing climate.
