The Lancaster mutual teaching model originated in late 18th century England and quickly spread to the American colonies after receiving positive responses in Europe. In the 1820s, renowned Spanish physician, educator, and publisher Manuel Codorniú Ferreras brought it to Mexico, making outstanding contributions to the newly independent nation in educational philosophy, system, and methods. In the mid-19th century, with the absence of a centralized institution for public education in Mexico, the Lancaster Company took on the significant responsibility of guiding the direction of national public education development. Although this function did not persist for too long due to political changes in Mexico, the educational system continued to play an important role in the Mexican education sector. The Lancaster Company and its teaching system exerted a positive and profound influence on the democratization and secularization of education in Mexico, laying important foundations for the modernization and reform of Mexican education.

Since the Reform and Opening up, GDP of the cities on eastern bank of the Pearl River Estuary in Guangdong Province were higher than the eastern bank cities. Therefore, this article aims to modify the urban gravity model combines it with the entropy weight method to calculate urban quality and applies it to measure the degree of connectivity between cities over the past decades. The research aims to explore whether cities with higher economic output have a greater attraction for surrounding cities, and whether the eastern bank cities can also promote the development of the west. Through detailed data collection and analysis, this essay reveals the dynamic changes of the gravity among cities and its influence factors such as economic, transportation and urban development. The research results indicate that the strongest gravitational force between cities on the east and west banks is between Dongguan and Zhongshan, rather than between Shenzhen and cities on the west bank. This demonstrates that the connection between cities on the east and west banks is primarily constrained by geographical factors, and the geographical location of a city influences on surrounding cities significantly. In particular, Dongguan and Zhongshan play a key role in connecting the eastern and western bank of the Pearl River Estuary, rather than Shenzhen, which is traditionally considered to have the highest economic aggregate. In addition, the study also found that the COVID-19 epidemic has had a significant impact on inter-city communication, resulting in a decline in inter-city gravity in recent years.
Floods have always been an unavoidable natural disaster globally. Due to that, many efforts have been taken in order to alleviate the effect, especially in protecting the victims from losing their lives as well as their belongings. This study focuses on ensuring a smooth allocation process for flood victims to the relief centres considering the nature of their location, near the river, inland, and coastal. The finding indicated that a few implications have been highlighted for disaster management, such as changes in flood victim allocation patterns, classification of prone areas based on three areas, identification of most disaster areas, and others. Thus, to enhance the efficiency of allocation and to avoid any bad incidents happening during the flood occurrence, the allocation of flood victims is proposed to be started at a more critical area like the river area and followed by other areas. The finding also indicated that the proposed allocation procedure yielded a slightly lower average travel distance than the existing practice. These findings could also provide valuable information for disaster management in implementing a more efficient allocation procedure during a disaster.
