We examine the role of the North Aceh Government in implementing the Law on the Governing of Aceh (LoGA) as a legal structure in development policy. As a symbol of peace, the LoGA is a reference for accelerating development to alleviate poverty, including North Aceh as a conflict region. However, until now, the area remains the poorest in the province of Aceh. This research used descriptive qualitative methods, evaluating the local government’s performance as policymakers based on the Law by reconstructing policy theory (Easton) and legal system (Friedman). Our findings indicated that the local government needed help implementing LoGA to form development policies to solve poverty. This research suggested the importance of providing legal certainty in the distribution of authority, capacity building, and strengthening of political will for local government conducting its role.
Arabic rhetoric has traditionally relied on ancient texts and human interpretation for teaching purposes. The study investigates ChatGPT’s ability to analyze and interpret Arabic rhetorical devices, specifically examining its capacity to handle cultural and contextual elements in rhetorical analysis. Drawing on institutional implementation frameworks and recent educational technology research, this study examines policy considerations for Arabic rhetoric education in an AI-driven environment, with a particular focus on sustainable digital infrastructure development and systematic reforms needed to support AI integration. The study employed the comparative approach to analyze eight rhetorical examples, including metaphors (“Zaid is a lion”), similes (“Someone is a sea”), and metonymy (“A person full of ash”), then compare ChatGPT’s interpretations with traditional explanations from classical Arabic rhetoric texts, particularly “Dala’il al-I’jaaz” by al-Jurjani. The results demonstrate that ChatGPT can provide basic interpretations of simple rhetorical devices, but it struggles with understanding cultural contexts and multiple layers of meaning inherent in Arabic rhetoric. The findings indicate that AI tools, despite their potential for modernizing rhetoric education, currently serve best as supplementary teaching aids rather than replacements for traditional interpretative methods in Arabic rhetoric instruction.
Optimizing Storage Location Assignment (SLA) is essential for improving warehouse operations, reducing operational costs, travel distances and picking times. The effectiveness of the optimization process should be evaluated. This study introduces a novel, generalized objective function tailored to optimize SLA through integration with a Genetic Algorithm. The method incorporates key parameters such as item order frequency, storage grouping, and proximity of items frequently ordered together. Using simulation tools, this research models a picker-to-part system in a warehouse environment characterized by complex storage constraints, varying item demands and family-grouping criteria. The study explores four scenarios with distinct parameter weightings to analyze their impact on SLA. Contrary to other research that focuses on frequency-based assignment, this article presents a novel framework for designing SLA using key parameters. The study proves that it is advantageous to deviate from a frequency-based assignment, as considering other key parameters to determine the layout can lead to more favorable operations. The findings reveal that adjusting the parameter weightings enables effective SLA customization based on warehouse operational characteristics. Scenario-based analyses demonstrated significant reductions in travel distances during order picking tasks, particularly in scenarios prioritizing ordered-together proximity and group storage. Visual layouts and picking route evaluations highlighted the benefits of balancing frequency-based arrangements with grouping strategies. The study validates the utility of a tailored generalized objective function for SLA optimization. Scenario-based evaluations underscore the importance of fine-tuning SLA strategies to align with specific operational demands, paving the way for more efficient order picking and overall warehouse management.
Industry 4.0 is revolutionizing businesses’ operations and relationships with the communities to which they cater. The widespread use of computing and network programs compels firms to digitize their operations and offer novel goods, solutions, and business for practice. Universities appear to be slow to adapt to the changes in the education sector. This study suggests using consolidated digital transformation sources to evaluate the level of ability that universities have achieved in the implementation of digital procedures and to compare it to that of other business sectors across all cities and provinces in Vietnam. The text outlines specific factors that universities should consider when implementing the model. Although the objective with the expectation of education from digital transformation is high, compare it with other industries. And the scores achieved in structural agility and create of benefit for the transformative goals are 3.4, but the score of benefit of technologies is 3.0 lower than. Additionally, the organizational component’s scores were primarily focused on leadership and culture, digital strategy, market digitalization, dynamic and digital capabilities, and strengthened logistics within each industry during the digital transformation. Our findings indicate that universities lag behind other industries, perhaps as a consequence of inadequate leadership and cultural shifts. This is exacerbated by a lack of innovation and inadequate financial assistance.
