This study develops an optimisation model to facilitate inter-facility medicine sharing in response to anticipated medicine shortages. These facilities include hospitals and medical representatives. We adopt the concept of collective response proposed in our study literature. The optimisation model is developed according to the real-world practices of inter-facility medicine sharing. We utilise case studies of particular healthcare networks to demonstrate the efficacy of the developed model. The efficacy encompasses the model’s application to real-world case studies, as well as its validity and reliability within a specific system. The results show that the developed model is able to determine which facilities should share the requested amount of medicines; and to reduce total lead times by at least one day compared to the ones obtained in the current practice. The model can be used as a decision-support tool for healthcare practitioners when responding to shortages. The study presents the managerial implications of medicine sharing at the network level and supports the development of collaboration amongst facilities in response to medicine shortages.
Bibliometric analysis is a commonly used tool to assess scientific collaborations within the researchers, community, institution, regions and countries. The analysis of publication records can provide a wealth of information about scientific collaboration, including the number of publications, the impact of the publications, and the areas of research where collaborations are most common. By providing detailed information on the patterns and trends in scientific collaboration, these tools can help to inform policy decisions and promote the development of effective strategies to support and enhance scientific collaborations between countries. This study aimed to analyze and visualize the scientific collaboration between Japan and Russia, using bibliometric analysis of collaborative publications from the Web of Science (WoS) database. The analysis utilized the bibliometrix package within the R statistical program. The analysis covered a period of two decades, from 2000 to 2021. The results showed a slight decrease in co-authored publications, with an annual growth rate of −1.26%. The keywords and thematic trends analysis confirmed that physics is the most co-authored field between the two countries. The study also analyzed the collaboration network and research funding sources. Overall, the study provides valuable insights into the current state of scientific collaboration between Japan and Russia. The study also highlights the importance of research funding sources in promoting and sustaining scientific cooperation between countries. The analysis suggests that more efforts in government funding are needed to increase collaboration between the two countries in various fields.
The central government of China has intensively guided regional integration and policy coordination towards the development of digital governance in the last ten years. The Guangdong-Hong Kong-Macao Greater Bay was one of the most important regions of China expected to accelerate regional development through policy coordination and establishment of digital infrastructures. This article adopted the method of content analysis to explore the policy transitions of digital governance in the Greater Bay including policy contents (in terms of policy objectives and instruments) and policy networks. Based on our empirical analysis, we found that top-down guidance from the central government did not necessarily generate regional coordination. Different governments of the same region could start policy coordination from shared policy objectives and policy instruments and establish innovative governance frameworks to achieve consensus. Therefore, regional coordination could be fulfilled.
Simple mathematical expressions are given for the betweenness centrality of nodes in trees, forests and cycles. As application, a centrality test is given for when a network might be a forest.
