Science and technology play an extremely important part in today’s world. They are the key for countries to reach a certain level of economic and social development. Thus, in order to catch up with the common development of mankind, countries have issued their own policies and laws on science and technology activities. National science and technology policies aim to enhance social welfare, foster sustainable development, and advance global scientific and technological progress. Vietnam is considered as one of the countries attaching great importance to science and technology. Therefore, even in the law with the highest legal value—the Constitution has solemnly recognized the position and role of science and technology as the leading national policy, playing a major role in the cause of the country’s socio-economic development. However, in the face of the requirements of sustainable development and the desire for the country’s prosperity and strength, policies and laws on science and technology in particular and policies and laws in general of Vietnam must be perfected and renewed continuously, especially in the context of globalization and sustainable development requirements, modern nation as it is today. Therefore, the article focuses on clarifying the situation of adjusting policies and laws on science and technology in Vietnam during the past, thereby proposing new complete solutions in the coming time. This is the basis for policy makers to refer to in the process of developing policies and laws on science and technology in Vietnam.
This paper aims to provide a comprehensive view of the E-Government Development Index analysis in Southeast Asia. Through a review of the results of an annual survey of 192 United Nations (UN) member states, the study identified 11 countries with the E-Government Development Index in Southeast Asia. The findings in this study revealed that the E-Government Development Index (EGDI) in Southeast Asian countries displays different levels of development. Singapore, Malaysia, and Brunei are the countries in the region with the highest EGDI scores. Singapore leads the area with a high EGDI score. These countries have effectively implemented advanced e-government services, such as online public services, digital infrastructure, and e-participation, which have greatly improved the quality of life of their citizens and the efficiency of their government function. On the other hand, countries such as Cambodia, Laos, and Myanmar lag in their e-government development as a result of factors such as limited Internet access, inadequate digital infrastructure, and low levels of digital literacy among the populations of these countries. In addition, some moderate progress has been made in the development of e-government in mid-level countries, such as Thailand, Indonesia, the Philippines, and Vietnam. These countries continue to improve their digital infrastructure and enhance their e-service offerings to close the digital divide. Overall, EGDI in Southeast Asia reflects different levels of digital transformation in the region, with each country facing its distinct set of difficulties and opportunities when it comes to leveraging technology for better governance and public service delivery.
For centuries, stem cuttings harvested from sexually mature trees have been recognized to be more difficult to root than those from juvenile shoots. This has been poorly understood and attributed to a combination of ontogenetic and physiological ageing. The recent suggestion that micro-RNA may play a key role in phase change has stimulated a re-examination of some old data that identified pre-severance light x nutrient interactions affecting the rooting ability of stem cuttings. This was linked to vigorous growth and active photosynthesis without constraint from accumulated starch. Support for the prime importance of physiological factors was also obtained when seeking to induce physiological youth in the crowns of ontogenetically mature trees by the induction of roots within the tree crown. Meanwhile, at the other end of the phase change spectrum, floral initiation occurred when the opposite set of environmental conditions prevailed so that growth was stunted, and carbohydrates accumulated in leaves and stems. A re-examination of this literature suggests that rooting ability is driven at the level of an individual leaf and internode emerging from the terminal bud affecting both morphological and physiological activity. In contrast, flowering occurs when internode elongation and assimilate mobilization were hindered. It is therefore suggested that the concepts of juvenility and ageing are not relevant to vegetative propagation and should instead be replaced by physiological and morphological ‘fitness’ to root.
Entomopathogens are microorganisms that pathogenic to insect pest. Several species of naturally occurring viz; fungi, bacteria, viruses and nematodes, infect a variety of insect pests and play an important role in agricultural crops controlling insect pest management. This kind of biopesticide has many advantages and alternative to chemical insecticides, highly specific, safe, and environmentally sustainable. Pest problems are an almost inevitable part of agriculture. They occur largely because agricultural systems are simplified and modifications of natural ecosystems. Viruses, bacteria are host specific and fungi generally have broader host range and can infect both underground and aboveground pests, soil-dwelling nature nematodes are more suitable for managing soil pests. Growing crops in monoculture provides concentrated food resource that allows pest populations to achieve higher densities in natural environments. Some of the most important problems occur when pests develop resistance to chemical pesticides. These cause highly significant damage to crops, there are also threats from emerging new strains of pests. Crops cultivation can make the physico-chemical environment more favourable for pest activity. Agricultural pests are reducing the yield and quality of produce by feeding on crops, transmitting diseases. Agricultural production significantly loss crop yields, suggest that improvements in pest management are significant forward for improving yields. Crop growers are under immense pressure to reduce the use of chemical pesticides without sacrificing yields, but at the same time manage of pests is becoming difficult due to pesticide resistance and the decreasing availability of products. Alternative methods are needed urgently. These need to be used as part of Integrated Pest Management safety and environmental impact.
While some conflict can serve as a more sophisticated stimulus to student achievement, significant or unresolved conflict can delay or even frustrate even the best-planned curriculum. The aim of our study is to get a clear picture of the conflicts with whom and to what extent the international students studying on our campuses have conflicts that affect their performance, and how they can manage them. In our study, based on a questionnaire survey (n = 480), we revealed that the international students at our university have the most conflicts with other foreign students, and the least with Hungarians, including their teachers. On the other hand, we found that according to the Thomas-Kilmann Conflict Instrument, they solve their problems by the Compromising and Accommodating style. The results obtained by detailed socio-demographic aspects show significant differences, mainly between gender, age, and country groups. Knowledge of the revealed facts and connections can offer conscious and careful solutions to understand and reduce tensions, and this can improve the understanding and management of conflict in the classroom, in collaborative projects, and even in non-teaching environments on campuses.
This paper critically reviews the prevailing generalizations in current research on Generation Z (Gen-Z) travel behavior. While various studies have characterized Gen-Z’s transportation preferences as leaning towards sustainable and technology-integrated modes of transport, this paper argues that the findings are largely based on observations from developed countries and may not accurately reflect behavior in developing countries. This paper is written using a narrative literature study approach. Through a comprehensive literature review, the paper highlights the differences in Gen-Z travel patterns across different geographical regions, emphasizing the need for context-specific analysis. The paper addresses often overlooked factors such as economic limitations, infrastructure challenges, and cultural nuances that shape mobility choices. The aim is to dissect the cohort effect and look at its validity across different socio-economic landscapes through existing literature. As such, the paper provides nuanced insights into the heterogeneity of Gen-Z travel behavior and suggests cautioning against over-generalization, as well as advocating for a more localized approach in transportation policy and planning. The paper also encourages similar research in developing countries to gain a more comprehensive understanding of Gen-Z travel behavior globally.
