Nowadays, urban ecosystems require major transformations aimed at addressing the current challenges of urbanization. In recent decades, policy makers have increasingly turned their attention to the smart city paradigm, recognizing its potential to promote positive changes. The smart city, through the conscious use of technologies and sustainability principles, allows for urban development. The scientific literature on smart cities as catalysts of public value continues to develop rapidly and there is a need to systematize its knowledge structure. Through a three-phase methodological approach, combining bibliometric, network and content analyses, this study provides a systematic review of the scientific literature in this field. The bibliometric results showed that public value is experiencing an evolutionary trend in smart cities, representing a challenging research topic for scholars. Network analysis of keyword co-occurrences identified five different clusters of related topics in the analyzed field. Content analysis revealed a strong focus on stakeholder engagement as a lever to co-create public value and a greater emphasis on social equity over technological innovation and environmental protection. Furthermore, it was observed that although environmental concerns were prioritized during the policy planning phase, their importance steadily decreased as the operational phases progressed.
The Modern Cities Program is the largest-scale urban development effort in the history of the country, with which the Government of Hungary aims to promote the simultaneous development of municipalities at the same hierarchical level. Its projects focus on the preservation of intangible and tangible cultural heritage, the transformation of urban public spaces and green areas into community spaces, the creation of institutions for sports and recreational activities, research and development, digitalization, projects for innovative and creative professionals, and public educational and cultural institutions. The study aims to analyze the funding granted for developing the cultural and creative sector of cities with county rights through the Modern Cities Program in the period 2016–2025, by comparing the size of their population, their strategic importance in regional economic policy and the relationship between the value of the cultural heritage with the amount of funding received. The paper unveils the distribution of grants over time and space, the modalities and proportion of grants, and the way the cities that has received grants align with the national strategy. This will also reveal a shift in the regional importance of the cities and their relationship. Until February 2024, the Government of Hungary has contributed more than HUF 322.6 billion (809.5 million EUR) to the implementation of 98 cultural and creative projects in 22 cities with county rights through its urban development support program that has been established for the development and regeneration of cities with county rights and to counter the dominance of the capital.
This paper investigates the transformative role of Artificial Intelligence (AI) in enhancing infrastructure governance and economic outcomes. Through a bibliometric analysis spanning more than two decades of research from 2000 to 2024, the study examines global trends in AI applications within infrastructure projects. The analysis reveals significant research themes across diverse sectors, including urban development, healthcare, and environmental management, highlighting the broad relevance of AI technologies. In urban development, the integration of AI and Internet of Things (IoT) technologies is advancing smart city initiatives by improving infrastructure systems through enhanced data-driven decision-making. In healthcare, AI is revolutionizing patient care, improving diagnostic accuracy, and optimizing treatment strategies. Environmental management is benefiting from AI’s potential to monitor and conserve natural resources, contributing to sustainability and crisis management efforts. The study also explores the synergy between AI and blockchain technology, emphasizing its role in ensuring data security, transparency, and efficiency in various applications. The findings underscore the importance of a multidisciplinary approach in AI research and implementation, advocating for ethical considerations and strong governance frameworks to harness AI’s full potential responsibly.
This study analyzes the role of innovation in the development of smart cities in Latin America. It focuses on how emerging technologies and sustainable strategies are being integrated into urban planning and urban development. In this sense, this study seeks to contribute to the smart city literature by answering the following research questions: (i) To what extent smart city innovative initiatives have been addressed in Latin America? and (ii) To what extent scholars have addressed sustainable innovation strategies in the smart city literature? To this end, this is the first comprehensive bibliometric analysis of smart city research in Latin America, with a structured and systematized review of the available literature. This methodological approach allows cluster visualization and detailed analysis of inter-node relationships using the VOSViewer software. The research comprises 4 stages: (a) search criteria; (b) selection of documents; (c) software and data extraction; and (d) analysis of results and trends. Results indicate that studies on the Latin America region began to develop in 2012, with Brazil as a leader in this field and the tourism sector as the most relevant. Nevertheless, strong international collaboration was identified in co-authoring studies, underscoring a cooperative approach to solving common urban problems. The most active research area is technological innovation and sustainability, with focus on solutions for urban mobility, quality of life and smart governance. Finally, this work underlines the need to continue exploring the integration of technology in urban development, suggesting an agenda to guide future research to evaluate the sustainability and long-term impacts of smart city initiatives in Latin America. From the policy perspective, smart city initiatives need to be human-centered to boost smart solutions adoption and to guarantee long term local impacts.
The urgency of urban health in Indonesia is very worrying because most of Indonesia’s population now lives in urban areas with minimal supporting infrastructure. That prompted this study to analyze the government’s response to the healthy city development plan in the new capital city. This study uses a qualitative approach that focuses on thematic analysis. It helps check official government documents related to healthy city development plans. The relevant documents that were found were in the form of regulations. This regulation is Law of the Republic of Indonesia Number 3 of 2022 concerning the National Capital (Ibu Kota Negara, IKN). This official document was coded by maximizing the analysis tool, namely NVivo 12 Plus. This study succeeded in mapping several bare references in the healthy city development plan for the new capital city by the Indonesian government. Some of these primary references include the healthy city model (World Health Organization, WHO), the healthy city strategy (Cardiff), and (Vancouver). All of these primary references aim to improve the quality of life of residents in cities through city development that focuses on health. However, there are several challenges that the Indonesian government may face in the future, including problems with air pollution, environmentally friendly transportation, and the provision of green public spaces, health facilities, universal health services, and other infrastructure. This all requires adequate capacity and budget plans, including ensuring transparency in budget management. This study also encourages collaboration between the government, the private sector, and civil society to support the development of healthy cities that run well and sustainably.
