Design and procurement integration strategies in construction projects play an important role and have an impact on the overall project cycle. Integrated design and procurement will increase productivity and reduce waste. This research aims to provide a guide to good design and procurement integration strategies in Design and Build (DB) projects in government projects. This research uses qualitative and quantitative methods in the form of a schematic literature review followed by a Focus Group Discussion (FGD) with the Delphi method to formulate integrated design and procurement that improve project performance. In-depth interviews were conducted with 90 respondents to explore the implementation of the design and procurement strategy on the project used as a case study. The results of this research are recommendations for an integrated design and procurement strategy which can be used as a Standard Operating Procedure (SOP) in DB projects on government projects so that it can provide added value from the start of the project being designed through tenders. This research can be utilized by project stakeholders, academics and anyone who will develop project performance through the integrated design and procurement in the long term.
The focus of the article is the evaluation of the interaction between regional state bodies and business structures in Kazakhstan, specifically in terms of the development of public-private partnerships. The purpose of the research is to enhance the understanding of the theoretical and practical aspects of the mechanism of interaction between the state and business structures. Through an examination of the various structural components of the partnership development strategy, the study aims to identify the elements of the mechanism for the implementation of the state and business development strategy. Additionally, the research seeks to establish the correlation between the outcomes of the joint entrepreneurship mechanism and the criteria used to evaluate the performance of regional state bodies. To assess the effectiveness of the interaction between business and government at the regional level in Kazakhstan, a survey-based evaluation was conducted to measure the satisfaction levels of public utilities, entrepreneurs, and businesses with the activities of local authorities. The survey also evaluated the degree of corruption among local authorities. A matrix of interaction between business and government was created, and various models and algorithms for the interaction between government representatives and business structures were studied. The research findings highlight the importance of enhancing the collaboration between the state and the business sector, promoting the implementation of public-private partnerships, and establishing social partnerships to cultivate mutually beneficial relationships.
This article aims to examine the impact of fiscal decentralization on the performance of local government expenditure in Vietnam. By using a dataset including 63 provinces from 2012 to 2021, the research shows the more expenditure-based fiscal decentralization occurs, the better is the performance of local expenditure. Moreover, the level of provincial literacy and the size of the private sector have positive impacts on the local expenditure index, while the opposite effect can be seen in the case of the ratios of local citizens to total citizens of the country. Besides this, the study also provides some recommendations which are strictly related to the mechanism of fiscal decentralization to improve local expenditure performance of Vietnamese provinces, such as more effective decentralization of budget expenditures to local government, improving the vertical budget imbalance at local budget level, increasing local government budget autonomy, and establishing stronger mechanisms to control public spending.
The Universal Child Immunization Village (UCI) is a community that has successfully achieved the goal of providing Complete Basic Immunization (CBI) to infants before they reach one year of age. Based on data from the 2018 Basic Health Research, Complete Basic Immunization (CBI) coverage reached 57.9%. In contrast, 32.9% of the population received incomplete immunizations, while a small portion, namely 9.2%, did not receive any immunizations at all. This research aims to understand the implementation of government regulations regarding immunization implementation in the working area of Tarempa Community Health Center, Anambas Islands Regency. In this study, the author uses a qualitative socio-legal method. The snowball sampling technique was used to collect research samples. The samples in this study are parents of infants in South Tarempa Village and East Coastal Village, healthcare workers in the working area of Tarempa Community Health Center, and the PPKB Department of Health who meet the inclusion and exclusion criteria. Out of 9 primary informants, the coverage of immunization implementation in the working area of Tarempa Community Health Center primarily did not meet the requirements with seven informants (77.8%) and met the criteria with two respondents (22.2%). The assessment of the role of healthcare workers as customers, communicators, motivators, facilitators, and counselors was positively evaluated based on good criteria. Parental refusal of immunization and the lack of regulations from local governments are inhibiting factors in implementing immunization programs.
The allocation of funds in the local budget is a matter of concern for the governments and economic scholars. The study examines the influence of local budget expenditures on the GRDP per capita of 63 provinces and municipalities in Vietnam from 2018 to 2022. Regression analysis of panel data reveals that capital expenditure has a positive correlation with local GRDP per capita, whereas current expenditure has a negative correlation with GRDP per capita. Furthermore, the analysis indicates that the percentage of individuals aged 15 and above who are employed and the percentage of urban citizens have an equivalent influence as the GRDP per capita. Conversely, the average age and local Gini coefficient have contrasting effects on GRDP per capita. The author suggests several policy alternatives to assist localities in boosting their GRDP per capita based on the findings of the study model.
This study investigates the relationship between the disclosure of historical tourism information by local governments and tourism performance in Indonesia. Employing a quantitative research design, data were collected from 152 respondents, including local government officials, tourism stakeholders, and community members, using a purposive sampling method. This approach ensured the inclusion of participants with direct knowledge and involvement in historical tourism activities. Data analysis was conducted using IBM SPSS software, utilizing descriptive statistics, correlation, and multiple regression analysis to examine the relationships between variables. The results indicate that effective disclosure practices positively impact tourism performance, with key factors including the involvement of regional heads, legislative councils, mass media, tourism business actors, investment value, tourism budgets, and grant expenditures. The study highlights the importance of transparency and comprehensive information dissemination in enhancing tourism performance. Future research should explore the role of digitalization and innovative technologies in improving historical tourism disclosure and performance. These findings have significant implications for policymakers and practitioners in the tourism sector, emphasizing the need for robust disclosure practices to foster tourism development and economic growth.
