Traditional shipping plays a crucial role in the national sea transportation system, serving inland areas, remote areas, and outer islands that are widely distributed throughout the country. However, there is still limited research on the problems of traditional shipping empowerment and its implementation. This research aims not only to analyze the obstacles encountered in empowering traditional shipping but also the implementation of the traditional shipping grant program. This study employed a quantitative descriptive approach, utilizing a likert scale, to analyze the issues that arise in the empowerment of traditional shipping. Additionally, for policy implementation analysis, the Hellmut-Wollmann policy analysis was used. The findings indicate that the most significant issues arise in the area of human resource development, such as a lack of competent teaching staff, insufficient short courses, complicated testing procedures, and the lack of crew certification. In the ex-ante stage, the variable of empowering traditional shipping transportation programs experienced the highest implementation rate. During the ongoing stage, the variable empowering traditional shipping services achieved the highest implementation score. And in the ex-post stage, traditional shipping services had the highest implementation score. This paper emphasizes the significance of collaboration and coordination among all levels of government, from the central to the local, in order to effectively implement the traditional shipping empowerment program. These findings also highlight the necessity of extending the traditional shipping grant program while making improvements in areas such as ship safety management regulations, the management and supply of traditional shipping terminals, the division of transportation types, and route determination policies.
In the context of ecological and social challenges in global food systems, this study investigates the potential of agri-food districts to foster balanced territorial development. A multi-step approach to developing sustainable agri-food districts is outlined. How these districts, as integrated systems and meso-level organizational forms, can enhance sustainability through governance is then assessed. This research uses a context-driven analysis pathway involving stakeholder participation and needs identification. The theoretical background, the Italian regulatory framework, and a case study from Lombardy are presented. Needs are identified through participatory approaches and actions are prioritized using desk research and a narrative SWOT analysis combined with key stakeholder discussions (focus group). A total of eighteen needs are identified and categorized into 3 dimensions of sustainability: economic, environmental, and socio-institutional. Findings indicate that agri-food district organization has great potential to help achieve local and regional policy goals in line with the shift to sustainable approaches in the Common Agricultural Policy (CAP). The paper proposes actions to strengthen district capacity-building, focusing on internal governance and sustainable production chains. Additionally, initiatives to attract young people to rural areas and agreements for ecosystem services in agri-food districts are suggested. These actions aim to promote sustainability and competitiveness while addressing challenges related to governance, innovation, branding, demographics, and environment. In conclusion, the study prompts critical inquiry into governance models and system dynamics. The innovative aspects of this study lie in its methodological approach, integration of theory and practice, holistic perspective, policy relevance, and critical inquiry, which collectively contribute to advancing knowledge and understanding in the field of sustainable agriculture and territorial development.
The Human Development Index, which accounts for both net foreign income and the total value of goods and services generated domestically, illustrates how income becomes less significant as Gross National Income (GNI) rises by using the logarithm of income. South Africa ranks 109th out of 189 countries in the Human Development Index (HDI) within the Brazil, Russia, India, China and South Africa (BRICS) economic bloc, raising long-term sustainability concerns. The study explores the relationship between economic, demography, policy indicators and human development in South Africa. South Africa’s unique status as a developing country within the BRICS economic group, alongside its lengthy history of racial discrimination, calls for a sophisticated approach to understanding Human Development. Existing research considered economic, demography, policy indicators independently; the gap of understanding their interconnection and long-term effects in the South African contexts exists. The study addresses the gap by using Autoregressive-Distributed Lag (ARDL) approach to investigate the short-term and the long-term relationship between economic, demography, policy indicators and human development in South Africa. By discovering these links, the study hopes to provide useful insights for policymakers seeking to promote sustainable human development in South Africa. The findings indicate that growth in GDP is a key factor in the HDI since it shows that there are more financial resources available for human development. Given the multifaceted nature of crime trends shaped by a range of social, economic, and demographic variables, grasping the fundamental drivers behind crime patterns is pivotal for crafting effective crime deterrence methodologies. This investigation adopted a systematic literature review technique to distill thirty key factors from a corpus of one hundred scholarly articles. Utilizing the Principal Component Analysis (PCA) for diminishing dimensionality facilitated a nuanced understanding of the determinants deemed essential in influencing crime trends. The findings highlight the necessity of tackling issues such as inequality, educational deficits, poverty, unemployment, insufficient parental guidance, and peer influence in the realm of crime prevention efforts. Such knowledge empowers policymakers and law enforcement bodies to optimize resource allocation and roll out interventions grounded in empirical evidence, thereby fostering a safer and more secure societal environment.
This research seeks to identify the value of a few common factors determining the speed of economic growth in Baltic states and analyzes their impact in detail on Latvia’s lagging. Latvia’s economic starting point after regaining independence because of the collapse of the Soviet Union was at least comparable to its neighbors. Still, after the implementation of liberal reforms towards a free market’ economy and 20 years of operation as an EU full member, Latvia is lagging in growth, prosperity, and innovation. Within the analysis, this scientific paper pays special attention to the three less discussed factors, namely, the impact of post-Soviet mind-set effects as a part of local innovation culture, lasting since regaining independence in 1991; the importance of the availability of talent pull, its density, diversity, and accessibility; and readiness and capability to capture external knowledge and technology adoption. The overall approach is the systemic assessment of the national innovation system and/or innovation ecosystem, trying to understand the differences between these two models. Research is performed by analysis of the performance of the local innovation ecosystem in connection with export- and Foreign Direct Investment (FDI) policies. The authors present a novel method for visually representing economic growth and its application in analyzing process development within transitional economic nations. The study uses an analytical and synthetical literature review. It offers a new GDP data visualization method useful for monitoring economic development and forecasting potential economic crises—the outcomes from aggregative literature analysis in a consolidated concept are provided for required talent policy proposals. The post-Soviet mindset is seen as a heritage and devious underdog that has left incredibly diverse consequences on today’s society, power structures, economic growth potential, and the emergence of healthy, well-managed, and sustainable innovation ecosystems. The post-Soviet mindset is a seemingly hidden and, at the same time, an intriguing factor that has a significant impact on the desire to make and implement the right decisions related to innovation, education, and other policies promoting business development. The key outcome of the article is that sociocultural aspects and differences in innovation culture led to a slow-down of Latvia’s economic growth compared to Estonia’s and Lithuania’s slightly more successful economic reforms.
This study aims to examine the evolution of the system of support sources in Hungary, focusing on the specific goals supporting higher education in the development programs Széchenyi 2020 (2014–2020) and Széchenyi Plan Plus (2021–2027). The study provides insights into development program evolution and changes, aiming to inform EU funding opportunities for Hungarian higher education institutions over a nearly 10-year period. By focusing on the operational programs that are the basis for the upcoming tenders, the study will display the target system of EU funds that can be utilized to bolster higher education institutions in Hungary. The study is based on document analysis, examining the Hungarian policy tools of the development programs and the operational program strategies of the ten-year time period from 2014 to 2024. By analyzing the support landscape for higher education institutions in Hungary, this study contributes to a better understanding of how the key objectives and criteria of strategic programs have evolved. It also examines the aspects and elements defined in two different development programs over the last ten years. The result of the study can contribute to anticipate the types of funding opportunities that may be available in the future and inform future decision-making processes.
