The reference urban plan is an urban planning tool often used to orient the development of Chadian cities. However, expanding Chadian urban centers, such as Sarh, face challenges in implementing urban planning orientations of their urban plans within the set deadlines. The objective of this study is to identify the factors impeding the effective implementation of the reference urban plan for Sarh town. The methodology employed encompasses a literature review, individual interviews with urban planning experts, geographic information system (GIS) data, household surveys and statistical analysis. The results revealed that less than a quarter (19.72%) of the households surveyed were aware of the reference urban plan. The applied logistic regression model identified age, occupation and level of education as the main factors influencing public participation in the preparation of the reference urban plan. On average, 33.33% of the urban planning guidelines and 21.74% of the projected urban projects were implemented, with a difference of 1631.28 hectares (ha) between the projected plan and the actual plan for the town. Five factors were identified as contributing to the failure to implement the reference urban plan for Sarh town, including low funding, inadequate land management, a lack of political will, weak governance and poor communication. Consequently, participatory and inclusive planning approaches, effective financial mobilisation, strong governance, and the use of modern technologies such as GIS tools are recommended to enhance the implementation of urban planning tools.
This article examines the legal challenges associated with the utilization of marine genetic resources (MGR) at both the national level and beyond national jurisdiction (BBNJ). The legal challenges addressed are as follows: 1) MGR are located across various jurisdictions, encompassing both national and international domains. The analysis starts with an overview of the international regulations that govern the utilization of genetic resources (GR) and their influence on national legislation. It emphasizes the principle of state sovereignty over natural resources while defining MGR and determining ownership; 2) It further highlights the intersection of national and international laws, particularly in transboundary contexts and within Indigenous and Afro-descendant peoples (IADP) territories, analyzing how these regulations are interpreted and applied in such scenarios; 3) The legal challenges related to the use of MGR in international waters are examined. Special emphasis is placed on the recent United Nations (UN) Agreement concerning this issue. This includes an analysis of its impact and specific provisions related to the utilization of MGR, such as the quantity to be collected, the methodology employed, collection sites, among others. The article concludes by asserting that the equitable distribution of benefits from the use of GR should begin at the earliest stages of access to these resources, including project planning and sample collection, rather than being delayed until the patenting and commercialization phases. Early benefit-sharing is essential for promoting fairness and equity in the use of MGR.
In Central and Eastern European countries, the labour shortage is becoming increasingly pronounced, posing a challenge for the economy. Labour shortages limit the potential national income as many positions remain unfilled, which could lead to a slowdown in economic growth. To address this issue, various solutions need to be explored. This research aims to analyze solutions for alleviating labour shortages, with particular emphasis on measures that encourage workforce participation. One strategy is introducing training and retraining programs that help workers develop skills and adapt to labour market demands. Another option is to promote part-time employment, which may be especially attractive to groups unable or unwilling to work full-time. Enhancing population mobility could also be crucial in addressing labour shortages, particularly in bridging regional disparities. Integrating certain inactive groups, such as retirees, homemakers, students, people with disabilities, and those with low education levels experiencing generational poverty, into the labour market could also yield significant benefits. The study employs quantitative analysis methods and includes a survey that examines citizens’ perspectives on the effectiveness of measures aimed at increasing labour market participation and their economic impact on the Slovak economy. The survey data were collected in 2023 in the region of Rožňava and its surrounding areas.
