With the necessity of the development of the national economy and society and the connotation of higher education to create a golden course, the translation talents of colleges and universities need to be cultivated from many aspects in this process. Schools need high-quality cultural construction when teaching, and also need conduct teaching research exploration and teacher teaching skills training and teaching evaluation, so that students can gain something as they learn. Especially under the background of “golden class”, translation talents in local colleges and universities need to develop specific educational content according to local culture. In this process, it is necessary to build a talent training model in colleges and universities. It is also necessary to pay attention to the combination of form and content, and to develop research in-depth, teachers should carry out effective professional teaching enlightenment guidance in the teaching process, effectively guarantee students’ career planning, and guide talent training.
Since 2019, Togo has resolutely engaged in the decentralization process marked by communalization and elections of municipal councilors. Financial autonomy constitutes an essential lever for the free administration of municipalities, allowing them to ensure decision-making and the implementation of development projects. However, despite a legal and regulatory framework defining taxation specific to local authorities, Togolese municipalities are often perceived as needing more financial resources. This study aims to map the financing mechanisms for decentralization in Togo and analyze their contribution to municipal budgets. By adopting a quantitative approach combining documentary analysis and interviews with 188 experts and practitioners of local finance from various Togolese structures, four main financing mechanisms were identified: local, national, Community, and international. Among these mechanisms, own resources (in particular from the sale of products and services, fiscal and non-fiscal taxes) and state transfers via the Support Fund for Local Authorities emerge as the primary sources of financing for municipalities. However, the study reveals that several instruments of local mechanisms, although institutionally defined, still need to be updated in many municipalities, thus limiting their effectiveness in resource mobilization. These results highlight the importance of optimizing the management of local mechanisms to strengthen municipalities’ financial autonomy and support territories’ sustainable development.
As a group of college students who are about to enter social life and have a certain impact on socio-economic and technological development, their concepts and qualities will have a significant impact on social development. Therefore, in a complex and ever-changing social environment, schools should pay attention to educating college students in aspects such as their values, high moral literacy, and political awareness. Schools can take ideological and political education as the foundation, comprehensively educate students through the construction of a good academic atmosphere, and cultivate them into application-oriented high-quality talents. Based on this, this article mainly studies the construction methods of college students' academic style from the perspective of ideological and political education in the new era.
This paper examines the relationship between renewable energy (RE) generation, economic factors, infrastructure, and governance quality in ASEAN countries. Based on the Fixed Effects regression model on panel data spanning the years 2002–2021, results demonstrate that domestic capital investment, foreign direct investment, governance effectiveness, and crude oil price exhibit an inverse yet significant relationship with RE generation. An increase in those factors will lead to a decline in RE generation. Meanwhile, economic growth and infrastructure have a positive relationship, which implies that these factors act as stimulants for RE generation in the region. Hence, it is advisable to prioritise policies that foster economic growth, including offering tax breaks specifically for RE projects. Additionally, it’s crucial to streamline governance processes to facilitate infrastructure conducive to RE generation, along with investing in RE infrastructure. This could be achieved by establishing one-stop centres for consolidating permitting processes, which would streamline the often-bureaucratic process. However, given the extensive time period covered, future research should examine the short-term relationship between the variables to address any potential temporal trends between the factors and RE generation.
The present article reports the applications of Caputo-Fabrizio time-fractional derivatives. This article generalizes the idea of unsteady MHD free convective flow in a Walters.-B fluid with heat and mass transfer study over an exponential isothermal vertical plate embedded in a porous medium. The governing equations are converted into dimensionless form and extended to fractional model. The generalized Walters-B fluid model has been solved analytically using the Laplace transform technique. From the general solutions we reduce limiting solutions when to the similar motion for Newtonian fluid. The corresponding expressions for and Nusselt and Sherwood numbers are also assessed. Numerical results for velocity, temperature and concentration are demonstrated graphically for various factors of interest and discussed. As a result, we have plotted the influence of fractional parameter on fluid flow and drawn comparison between fractional Walters’-B and fractional Newtonian fluid and found that fractional Newtonian fluid is faster than fractional Walters’-B fluids.
Proactive coping behavior has been considered an important personal job resource for employees. Organizations have paid considerable attention to the proactive coping behavior of employees to maintain their competitive advantage. The purpose of the current study is to discover the relationship between organizational job resources, work engagement, and proactive coping using structural equation modeling. The participants were 340 licensed Chinese social workers. In the rapidly growing social work sector in China, social work organizations require psychologically connected and dedicated social workers. Findings include the effect of organizational job resources and work engagement on proactive coping. Based on the results, impacts on organizational management are discussed.
