The hopes and aspirations of Law No. 6/24 on Village autonomy has faced several problems and challenges. These problems and challenges arose when the village government had to undertake various delegated tasks assigned by the regency, provincial, and central governments. As a result, the village is preoccupied with delegated tasks assigned by supra-village authorities, straining its resources and budget. The shift in focus resulted the village government are unable to perform their main tasks and responsibilities. This situation is akin to the Village Head functioning as a state employee. Stunting is one of the assignment programs that causes various problems and instrumentalizes villages. This process involves mobilizing village institutions, human resources, and budgets to ensure the program’s success. This study employed exploratory-qualitative approach to investigate the challenges arising from the stunting program’s implementation in Ngargosari Village. The research informants included the village head, village officials, posyandu cadres, community leaders, and program beneficiaries. The data were gathered through in-depth interviews were validated and reconfirmed using Focus Group Discussions. Furthermore, an in-depth analysis was carried out to obtain findings related to village instrumentalization in the stunting program. The findings revealed that the stunting program’s implementation involved mobilizing village institutions, resources, and budgets. The village government lacked bargaining power against supra-village policies, despite their alignment with local values and wisdom. The central government dictated the system, procedures, mechanisms, and methods for handling stunting in a centralized manner, disregarding local wisdom and the authority of village governments as outlined in Law Number 6 of 2014 on Villages. Consequently, the stunting program represents a form of village instrumentalization akin to the New Order era, with centralistic initiatives that relegate village heads to the role of state employees.
As one of the key initiatives promoted by the Chinese government, precision poverty alleviation aims to lift information-blocked areas out of poverty and ensure their sustainable economic development. Yunnan Province, characterized by its combination of old, young, border, and poor areas, is the province with the most diverse types of poverty, the widest poverty coverage, and the deepest poverty levels in the country. Yunnan has carried out anti-poverty work in tandem with the national efforts for 42 years in a planned and organized manner, ultimately achieving the goal of zero absolute poverty. In this process, digital rural development has played a very important role. Based on the current experience of digital construction in developed regions, completing regional digitalization requires meeting the needs of information resources, information environment, and information supply and demand. Through keyword search, text analysis, and field visits, we summarized the factors considered by local governments in policy formulation. We also attempted to map out the path for rural governments to build digital villages. With the ultimate goal of bridging the urban-rural gap, the study of digital rural development in Yunnan will provide an effective case.
The article discusses the interrelationships of the loxodrome or rhumb line, isometric latitude, and the Mercator projection of the rotational ellipsoid. It is shown that by applying the isometric latitude, a very simple equation of the rhumb line on the ellipsoid is obtained. The consequence of this is that the isometric latitude can be defined using the generalized geodetic longitude and not only using the geodetic latitude, as was usual until now. Since the image of the rhumb line in the plane of the Mercator projection is a straight line, the isometric latitude can also be defined using this projection. Finally, a new definition of the normal aspect of the Mercator projection of the ellipsoid is given. It is a normal aspect cylindrical projection in which the images of the rhumb line on the ellipsoid are straight lines in the plane of projection that, together with the images of the meridians in the projection, form equal angles as the rhumb line forms with the meridians on the ellipsoid. The article provides essential knowledge to all those who are interested in the use of maps in navigation. It will be useful for teachers and students studying cartography and GIS, maritime, or applied mathematics. The author uses mathematical methods, especially differential geometry. The assumption is that the readers are no strangers to mathematical cartography.
The curriculum reform in 2022 puts forward new requirements for the professional literacy cultivation of primary science teachers, and the cultivation of primary science classroom teaching skills is an important aspect of the professional literacy cultivation of science education teachers, mainly including subject knowledge and teaching theory, teaching design and preparation, teaching methods and strategies. On the basis of following the principle of combining theory and practice, diversified teaching and student subjectivity, the training strategies of group cooperative learning, observing the teaching process of excellent teachers, and strengthening the effect of micro-grid teaching are proposed, and in addition to the expected evaluation, it provides a certain theoretical basis for the cultivation of normal students in science education.
