The wealth of nations depends on the quality of their infrastructure. Often, however, infrastructure suffers from ineffective investments and poor maintenance. Proposed solutions, such as New Public Management or Public-Private Partnerships (PPPs) tend to develop into Politicians-Private Partnerships as politicians collude with private firms to exploit present and future tax-payers. Therefore, it is necessary to give citizens better control over collective decision making. While there is a significant economic literature on empowering citizens via decentralization and direct democratic institutions, the role of electoral rules has thus far been rather neglected. An interesting case in point is Switzerland, which is well known for its high-quality infrastructure, extensive decentralization, and direct democracy. However, this paper argues that there is an additional and previously neglected institution that moves Swiss politicians away from client politics towards better serving public interest: Switzerland’s unique electoral institutions which effectively combine proportional elections with multi-seat majority elections. We explain how these institutions work, how they enhance the relationships between citizens and public and private entities, and we argue that they could be implemented in other countries.
This research examines the intricate connection between tourism and environmental destruction in 28 Asian countries, concentrating on the non-linear impacts of tourism. Moreover, this study contemplates how tourism can mitigate the effects of economic growth on environmental decline. Westerlund, Johansen-Fisher, and Pedronico-integration tests are necessary to detect the co-integration connection between the proposed factors. The research also uses the Augmented Mean Group; the dynamic system generalized method of moments, and fully changed Ordinary Least Squares (OLS). These tools help address econometric and economic problems such as co-integration, dynamism, variation, inter-sectional dependence, and endogeneity. The results demonstrate a U-shaped non-linear connection between ecological footprint and Tourism in Asian nations. Primarily, the tourism industry can initially decrease environmental damage. However, as it increases in size, it can worsen the harm. Additionally, the study suggests that tourism negatively influences how economic growth affects ecological footprint. This research contributes to the existing literature on tourism’s effects on the environment. The research suggests that tourism significantly impacts the environment; therefore, initiatives to reduce damage should be aimed at tourism.
This article explores the transformative journey of universities in Kazakhstan, focusing on the results of recent research on the quality of higher education. The study delves into the significant reforms and innovations implemented in the Kazakhstani higher education system, assessing their impact on academic standards, student performance, and institutional efficiency. Through comprehensive data analysis and expert interviews, the research highlights the strides made in improving educational quality, fostering international collaborations, and integrating modern technologies in teaching and learning. The findings underscore the critical role of government policies, industry partnerships, and community participation in driving these transformations. This article provides valuable information on the challenges and successes experienced by Kazakhstani universities, providing a blueprint for further advances in the sector of higher education. The key factors contributing to the success of these reforms include strong government support, international collaboration, robust quality assurance mechanisms, a focus on research and innovation, and professional development for educators. While challenges remain, the future of higher education in Kazakhstan looks promising, provided that these efforts continue and are further refined to address existing gaps.
Cities play a key role in achieving the climate-neutral supply of heating and cooling. This paper compares the policy frameworks as well as practical implementation of smart heating and cooling in six cities: Munich, Dresden and Bad Nauheim in Germany; and Jinan, Chengdu and Haiyan in China, to explore strategies to enhance policy support, financial mechanisms, and consumer engagement, ultimately aiming to facilitate the transition to climate-neutral heating and cooling systems. The study is divided into three parts: (i) an examination of smart heating and cooling policy frameworks in Germany and China over the past few years; (ii) an analysis of heating and cooling strategies in the six case study cities within the context of smart energy systems; and (iii) an exploration of the practical solutions adopted by these cities as part of their smart energy transition initiatives. The findings reveal differences between the two countries in the strategies and regulations adopted by municipal governments as well as variations within each country. The policy frameworks and priorities set by city governments can greatly influence the development and implementation of smart heating and cooling systems. The study found that all six cities are actively engaged in pioneering innovative heating and cooling projects which utilise diverse energy sources such as geothermal, biomass, solar, waste heat and nuclear energy. Even the smaller cities were seen to be making considerable progress in the adoption of smart solutions.
