Regional differentiation in the Russian Federation is considered to be high in terms of gross regional product (GRP) per capita level, growth rate, and other indicators. Inefficient use of region-specific spaces entails redistribution processes in order to maximize positive agglomeration effects throughout the country. These encompass economic restructuring based on production value-added chain extension and expanding inter-regional collaborative linkages. Besides, it is vital to assess the opportunities of individual Russian territories for participation therein. The research goal is to develop a scientifically based methodology to determine promising sectoral composition of the regional economies and that of spatial interactions. Such methodology would consider the feasibility of combining “smart” industrial specializations, regional resource potential, prevailing contradictions in the economic, innovative, and technological development of the country’s internal space. The proposed methodological approach opens the way to exploit the existing regional economic potential to the full, firstly, via establishing sectoral priorities of the region regarding the regulatory factors for the territorial capital to have a major effect on the increased potential GRP level; secondly, through benchmarking performance of the available development reserves within leading regions from homogeneous groups having similar characteristics and factor potentials; thirdly, via developing inter-regional integration prospects in terms of regional potential redistribution to ensure growth in potential gross domestic product. An extensive analytical and applied investigation of the proposed methodological approach was carried out from 2014 to 2020. Diversified estimates were obtained for a wide range of indicators due to evidences from 85 Russian regions and 13 types of economic activity. Such an integrated approach allows revealing actual imbalances and barriers that impede regional development, ensures the efficient use of production factors, and enables to trace ways to implement transformation policies and design effective regulatory mechanisms. The results provide arguments in favor of strengthening inter-regional connectivity and supporting inter-regional cooperation. This insight not only contributes to the academic discourse on complex development of a territory but also holds practical implications for policymakers and regional planners aimed at ensuring comprehensiveness and robustness of the evaluation supporting the decision-making process.
Vascular access in hemodialysis is one of the pillars of success of the program. Therefore, efforts should be directed firstly to achieve the greatest number of vascular accesses of the arteriovenous fistula type, and secondly to reduce complications related to access cannulation in order to functionally preserve the access. Several strategies have been described to improve this last aspect; this article describes the use of ultrasound to improve the probability of successful cannulation in cases considered difficult by the nursing team.
Multiple myeloma (MM) is a hematologic cancer characterized by clonal proliferation of plasma cells within the bone marrow. It is the most serious form of plasma cell dyscrasias, whose complications—hypercalcemia, renal failure, anemia, and lytic bone lesions—are severe and justify the therapeutic management. Imaging of bone lesions is a cardinal element in the diagnosis, staging, study of response to therapy, and prognostic evaluation of patients with MM. Historically, the skeletal radiographic workup (SRW), covering the entire axial skeleton, has been used to detect bone lesions. Over time, new imaging techniques that are more powerful than SRW have been evaluated. Low-dose and whole-body computed tomography (CT) supplants SRW for the detection of bone involvement, but is of limited value in assessing therapeutic response. Bone marrow MRI, initially studying the axial pelvic-spinal skeleton and more recently the whole body, is an attractive alternative. Beyond its non-irradiating character, its sensitivity for the detection of marrow damage, its capacity to evaluate the therapeutic response and its prognostic value has been demonstrated. This well-established technique has been incorporated into disease staging systems by many health systems and scientific authorities. Along with positron emission tomography (PET)-18 fluorodeoxyglucose CT, it constitutes the current imaging of choice for MM. This article illustrates the progress of the MRI technique over the past three decades and situates its role in the management of patients with MM.
The national park with Chinese characteristics is the highest level of protection of a kind of natural protection, its establishment marks the park will implement the strictest ecological protection means. It is of great value to construct the utilization system of national park resources under the new natural protected area system in the new era to avoid the misunderstanding of “ecological protection only” and explore how to carry out the sustainable utilization of resources in the reform of national park system and mechanism. According to the analytic hierarchy process (AHP) and Delphi method, the evaluation framework, indicators, reference standards and weights of resource utilization under the national park system were determined in combination with the requirements of constructing the protected natural area system and the total value of resource ecosystem services (including harvest value, existence value and future value). Based on the application research of Bawangling zone of Hainan Tropical Rainforest National Park, the optimal resource utilization system in the future was proposed, and two optimization strategies of ecological adjustment of resource utilization system and construction of suitable resource utilization system were put forward.
COVID-19 has amplified existing imbalances, institutional and financing constraints associated with a development strategy that did not take sufficient account of challenges with emissions, environmental damage and health risks associated with climate change in a number of countries, including China. The recovery from the pandemic can be combined with appropriately designed investments that take into account human, social, natural and physical capital, as well as distributional objectives, that can also address commitments under the Paris agreement. An important criterion for sustainable development is that the tax regimes at the national and sub-national levels should reflect the same criteria as the investment strategy. Own-source revenues, are essential to be able to access private financing, including local government bonds and PPPs in a sustainable manner. Governance criteria are also important including information on the buildup of liabilities at all levels of government, to ensure transparent governance.
Despite differences in political systems, the Chinese experiences are relevant in a wide range of emerging market countries as the measures utilize institutions and policies reflecting international best practices, including modern tax administrations for the VAT, and income taxes, and benefit-linked property taxes, as well as utilization of balance sheets information consistent with the IMF’s Government Financial Statistics Manual, 2014. The options have significant implications for policy advice and development cooperation for meeting global climate change goals while ensuring sustainable employment generation with transparency and accountability.
