This article analyzes the use and limitations of nonmonetary contract incentives in managing third-party accountability in human services. In-depth case studies of residential care homes for the elderly and integrated family service centers, two contrasting contracting contexts, were conducted in Hong Kong. These two programs vary in service programmability and service interdependency. In-depth interviews with 17 managers of 48 Residential Care Homes for the Elderly (RCHEs) and 20 managers of 10 Integrated Family Service Centers (IFSCs) were conducted. Interviews with the managers show that when service programmability was high and service interdependency was low, nonmonetary contract incentives such as opportunities for self-actualization professionally or reputation were effective in improving service quality from nonprofit and for-profit contractors. When service programmability was low and service interdependency was high, despite that only nonprofit organizations were contracted, many frontline service managers reported that professional accountability was undermined by ambiguous service scope, performance emphasis on case turnover, risk shift from public service units and a lack of formal accountability relationships between service units in the service network. The findings shed light on the limitations of nonmonetary contract incentives.
Cancer is the 3rd leading cause of death globally, and the countries with low-to-middle income account for most cancer cases. The current diagnostic tools, including imaging, molecular detection, and immune histochemistry (IHC), have intrinsic limitations, such as poor accuracy. However, researchers have been working to improve anti-cancer treatment using different drug delivery systems (DDS) to target tumor cells more precisely. Current advances, however, are enough to meet the growing call for more efficient drug delivery systems, but the adverse effects of these systems are a major problem. Nanorobots are typically controlled devices made up of nanometric component assemblies that can interact with and even diffuse the cellular membrane due to their small size, offering a direct channel to the cellular level. The nanorobots improve treatment efficiency by performing advanced biomedical therapies using minimally invasive operations. Chemotherapy’s harsh side effects and untargeted drug distribution necessitate new cancer treatment trials. The nanorobots are currently designed to recognize 12 different types of cancer cells. Nanorobots are an emerging field of nanotechnology with nanoscale dimensions and are predictable to work at an atomic, molecular, and cellular level. Nanorobots to date are under the line of investigation, but some primary molecular models of these medically programmable machines have been tested. This review on nanorobots presents the various aspects allied, i.e., introduction, history, ideal characteristics, approaches in nanorobots, basis for the development, tool kit recognition and retrieval from the body, and application considering diagnosis and treatment.
In most studies on hydroclimatic variability and trend, the notion of change point detection analysis of time series data has not been considered. Understanding the system is crucial for managing water resources sustainably in the future since it denotes a change in the status quo. If this happened, it is difficult to distinguish the time series data’s rising or falling tendencies in various areas when we look at the trend analysis alone. This study’s primary goal was to describe, quantify, and confirm the homogeneity and change point detection of hydroclimatic variables, including mean annual, seasonal, and monthly rainfall, air temperature, and streamflow. The method was employed using the four-homogeneity test, i.e., Pettitt’s test, Buishand’s test, standard normal homogeneity test, and von Neumann ratio test at 5% significance level. In order to choose the homogenous stations, the test outputs were divided into three categories: “useful”, “doubtful”, and “suspect”. The results showed that most of the stations for annual rainfall and air temperature were homogenous. It is found that 68.8% and 56.2% of the air temperature and rainfall stations respectively, were classified as useful. Whereas, the streamflow stations were classified 100% as useful. Overall, the change point detection analyses timings were found at monthly, seasonal, and annual time scales. In the rainfall time series, no annual change points were detected. In the air temperature time series except at Edagahamus station, all stations experienced an increasing change point while the streamflow time series experienced a decreasing change point except at Agulai and Genfel hydro stations. While alterations in streamflow time series without a noticeable change in rainfall time series recommend the change is caused by variables besides rainfall. Most probably the observed abrupt alterations in streamflow could result from alterations in catchment characteristics like the subbasin’s land use and cover. These research findings offered important details on the homogeneity and change point detection of the research area’s air temperature, rainfall, and streamflow necessary for the planers, decision-makers, hydrologists, and engineers for a better water allocation strategy, impact assessment and trend analyses.
Based on Landsat–7ETM + images of 2007 and 2012 and Landsat–8 images of 2018, this study took Fuyang City, Anhui Province (Yingzhou District, Yingdong District, Yingquan District) as the research object, and made a quantitative analysis of land use/cover change in Fuyang City from 2007 to 2018 with the Environment for Visualizing Images (ENVI) software. According to the data of land use types in three phases, the article analyzes the development trend of various land use types and the main reasons for the changes of land use, which provides a certain basis for the urban planning and environmental construction of Fuyang City. The results show that with the rapid economic development and continuous improvement of the urbanization level in Fuyang City during 11 years, the area of various land types in the study area has changed greatly. The area of construction land area changed by 448.27 km2, with an increase of 543.57%; the area of arable land changed by 597.52 km2, with a decrease of 34.74%; the area of bare land changed by 26.00 km2, with a decrease of 80.68%. The changes were closely related to the rapid economic and social development in the study area. Under the influence of environmental protection policies and environmental awareness, the area of forest land changed by 85.00 km2, with an increase of 97.58%; the water area changed by 84.35 km2, with an increase of 201.39%.
In order to understand the finishing effect of Waterborne Acrylic Paint under different painting methods and amount, bamboo-laminated lumber for furniture was coated with waterborne acrylic paint, then the effects of different painting methods and amount on the drying rate, smoothness, hardness, adhesion and wear resistance of the paint film were investigated. Further, the mechanism of film formation was described by thermal property analysis using thermogravimetry and differential scanning calorimeter. The results show that different painting methods have little effect on film properties, the drying time of primer and topcoat are not affected by them, which is 8/8.5 min for primer surface/solid and 6.5/7 min for topcoats. The film surface hardness and adhesion can reach B and 0 grade, the best wear resistance of the film is 51.24 mg·100 r−1 when using one-layer primer one-layer topcoat. Different coating amount has great influence on film properties, the drying speed of the film increases with the increase of the painting amount. The film properties reach the best when the painting amount is 80 g/m2, while too little painting amount leads to the decrease of hardness, and too much leads to the wear resistance weaken. Thermal analysis of the primer and topcoat show that water decomposition occurs at 100 ℃ and thermal decomposition of organic components occur at 350 ℃. Topcoats have better thermal stability than primers higher than that of topcoat, the topcoat displayed better thermal stability than the primer.
