This paper aims to explore how developing countries like Indonesia have an approach to managing talent to enhance career development using an application system. The application of talent management in the career development of civil servants in Indonesia includes planning, implementing, monitoring, and evaluating career development. Talent management is essential for the government sector and can help improve employee quality, organizational performance, and the achievement of human potential. This research aims to examine the application of talent management in organizations and develop a state civil apparatus information system (SI-ASN) to support the career development process of civil servants. The research methods used include library research and field research, including interviews with competent officials in West Java Province as primary data. The qualitative data was collected in 2022–2023. The results of this study show that the application of talent management for civil servants in Indonesia is considered appropriate, as it directs employees to positions that are in line with their qualifications, competencies and performance. However, it requires an improvement in the methods used, particularly for competency tests, which may be conducted with new methods that are more efficient in terms of budget and time. The study concluded that the application of talent management in the career development of civil servants in Indonesia has a positive impact on the quality of leaders and organizations because it ensures that the appointed leaders are the most competent ones in the field and shows the importance of talent management in succession planning and the career development of civil servants.
This study aimed to examine the compliance of post-disaster emergency assembly areas with their planning criteria in the Battalgazi district of Malatya province. This district is one of the settlements that was most affected by the two big earthquakes that occurred in Türkiye on 6 February 2023. The emergency assembly areas were evaluated qualitatively based on the criterion of “appropriateness”, with the sub-variables of “usability”, “accessibility”, and “safety”. They were also evaluated quantitatively based on the criterion of “adequacy” with the sub-variable “per capita m2”. There are a total of 103 neighborhoods in the district. However, there are only eight emergency assembly areas in total within its boundaries. According to the results of this study, only 7.5% of the current population of the district resides within 500 m of the emergency assembly areas. The fact that four emergency assembly areas (Hürriyet Park, Şehit Kemal Özalper High School, the Community Garden, Battalgazi Municipality) are situated next to each other and there are emergency assembly areas in only six of the 103 neighborhoods within the municipal boundaries shows that were significant problems in the decisions made regarding their locations. In addition, it was determined that there were disadvantages in terms of accessibility and usability within the criterion of appropriateness, while there were some positive aspects in terms of safety. When examined with regard to the criterion of adequacy, it was determined that the emergency assembly areas at Mişmiş Park, the Community Garden, Battalgazi Municipality, and Şehit Kemal Özalper High School were most adequate, while the emergency assembly areas at Hürriyet Park, Fırat Neighborhood Mukhtar, Nevzat Er Park, and 100 Yıl İmam Hatip Secondary School were least adequate.
Historically, transportation projects and urban mobility policies overlook the dimension of social sustainability, mainly focusing on economic and environmental criteria. This neglect, seen enhanced in the Global South, leads to long travel times, growing congestion, reliance on motorcycles, high traffic accident rates, and limited access to public transport, jobs, and urban facilities, especially for the more vulnerable population. In light of these issues, this paper proposes the Social Sustainability of Urban Mobility (SSUM) approach as an analytical framework that assesses the state of social sustainability in urban mobility by applying a Systematic Literature Review where three gaps were found. First, by tailoring the SSUM approach to the context of the Global South, it is possible to address the population-focused gap in urban mobility. Second, in the literature review, a theoretical gap defining social sustainability in urban mobility and its three primary categories has yet to reach a consensus among practitioners and academics. Finally, more empirical research should be conducted to discuss methodological aspects of operationalizing the SSUM approach through the three main categories: accessibility, the sustainability of the community, and institutionality. The SSUM approach promotes implementing a sustainable urban agenda that builds inclusive, equitable, and just cities in urban mobility.
The territorial planning approach to allocating productive forces is based on the fact that territories have competitive advantages in producing specific products. However, in agriculture, the advantages principle cannot be used to shape the allocation patterns, due to a variety of intervening factors, such as the climatic and environmental conditions for agricultural production and the quality of land and availability of water. In the case of Russia, one of the most diverse countries in terms of the territorial disparities in agricultural production, this study examines the location and development patterns of the agricultural sector. The study identifies the competitive advantages of territories by comparing localization of agricultural production, production costs, performance, and profitability of agricultural producers, as well as prices of agricultural products in 78 different administrative regions in Russia. The study reveals which regions have more advantageous conditions for over-concentrating energy capacities, labor resources, fixed capital, and investments. However, at a certain point, over-concentrated production forces can lead to a deterioration in the performance of farmers due to an increase in capital intensity. Therefore, countries with significant regional differences in agricultural production should adjust their spatial development patterns according to the parameters of territories’ comparative advantages.
Given the eclectic and localized nature of environmental risks, planning for sustainability requires solutions that integrate local knowledge and systems while acknowledging the need for continuous re-evaluation. Social-ecological complexity, increasing climate volatility and uncertainty, and rapid technological innovation underscore the need for flexible and adaptive planning. Thus, rules should not be universally applied but should instead be place-based and adaptive. To demonstrate these key concepts, we present a case study of water planning in Texas, whose rapid growth and extreme weather make it a bellwether example. We review historic use and compare the 2002, 2007, 2012, 2017 and 2022 Texas State Water Plans to examine how planning outcomes evolve across time and space. Though imperfect, water planning in Texas is a concrete example of place-based and adaptive sustainability. Urban regions throughout the state exhibit a diversity of strategies that, through the repeated 5-year cycles, are ever responding to evolving trends and emerging technologies. Regional planning institutions play a crucial role, constituting an important soft infrastructure that links state capacity and processes with local agents. As opposed to “top-down” or “bottom-up”, we frame this governance as “middle-out” and discuss how such a structure might extend beyond the water sector.
