In the domain of public management, the concept of agency refers to the capacity of individuals or groups to effectively utilise power and resources to achieve certain goals. The formation of agency is significantly influenced by the external institutional environment and how actors perceive social structures. Thus, the agency to win a game can be generated as players familiarise with the game’s operations and understand the story line. But beyond this, there are also players who make mods on a non-profit basis, modifying the game’s program to meet the needs of others. mods, as a form of patching, are different from other fan-created mediated texts. Therefore, studying the agency in gaming community management, where both players and developers interact, offers valuable insights for understanding how to promote public participation, innovation, and effective governance in the context of public management. This approach bridges the gap between the digital world and real-world public management practices.
The paper at hand analyses the principal-agent relationship, where comparative perspective between principals’ (municipalities) and agents’ (public utility providers) in the field of water and wastewater management is scrutinized. The goal of the paper is twofold: firstly, to present empirical results validating principal-agent relationships that emerged due to the reorganization process of public enterprises; secondly, to highlight the similarities and differences between the perspectives of principals and agents regarding motives, advantages and disadvantages, and price-setting in relation to the reorganization process. The empirical research is based on the primary data collected through two self-prepared and structured online questionnaires—one for municipalities, and the other for public utility providers. The results reveal similarities between public enterprises and municipalities in motivating factors for full municipal ownership. However, differences are seen among the advantages of the reorganization process. Price-setting by public utilities is recognized as a motivating mechanism for agents.
Management education in health service industry is essential to enhance systems performance and should offer a broad curriculum that contain the context of practice, research awareness and skills of critical appraisal, a grounding in a range of disciplines and a reflective approach towards general management skill. With the improvement of living standard and significant growth of aging population, there is an obvious gap between health service coverage and the demand in China, especially the shortage of workforce with professional health service management knowledge.
