Investment growth in many emerging market and developing economies (EMDEs) has slowed sharply since 2010. Investment growth performance has varied significantly across different regions, however. This paper examines the evolution of investment growth in six EMDE regions, documents remaining investment needs, especially for infrastructure, and presents a set of region-specific policy responses to address these needs. It reports three main findings. First, investment growth has been particularly weak in EMDE regions hosting a large number of commodity exporters. In regions with a substantial number of commodity-importing economies, investment growth has been somewhat resilient but has also declined steadily since 2010. Second, sizable investment needs remain in most EMDE regions to make room for expanding economic activity and rapid urbanization. A large portion of these investment needs is in infrastructure and human capital. Finally, while specific policy priorities vary across regions, several policy options to address remaining investment needs apply universally. These include more, and more efficient, public investment and measures to improve overall growth prospects and the business climate. Improved project selection and monitoring, as well as better governance, may enhance the efficiency and benefits from public investment.
The study builds on Deborah Stone’s foundational work exploring the mechanics of causal narratives and their implications for framing problems, assigning responsibility, and guiding policy solutions. The purpose of this research is to unravel the complexities of causal narratives in contemporary politics and understand their profound influence on public policy and society at large. In the digital age, where information is abundant and the traditional gatekeeping role of media has diminished, causal narratives have become increasingly multifaceted. The study aims to explore how these narratives, influenced by the intersections of natural phenomena, human actions, politics, risk, and media, shape public understanding and policy directions. The study employs an extensive review of existing literature, covering works from political science, media studies, and public policy. This includes analyzing seminal texts like Deborah Stone’s “Policy Paradox” and recent studies on media’s evolving role in political discourse. Today’s causal narratives are multifaceted, influenced by a myriad of factors including political agendas, scientific findings, and media portrayals. In conclusion, the research highlights the dynamic nature of causal narratives in the digital age and their significant impact on public policy and societal outcomes. It underscores the need for nuanced understanding and strategic approaches in crafting and interpreting these narratives.
Developing Asia’s infrastructure gap results from both inadequate public resources and a lack of effective channels to mobilize private resources toward desired outcomes. The public-private partnership (PPP) mechanism has evolved to fill the infrastructure gap. However, PPP projects are often at risk of becoming distressed, or worst, being terminated because of the long-term nature of contracts and the many different stakeholders involved. This paper applies survival-time hazard analysis to estimate how project-related, macroeconomic, and institutional factors affect the hazard rate of the projects. Empirical results show that government’s provision of guarantees, involvement of multilateral development banks, and existence of a dedicated PPP unit are important for a project’s success. Privately initiated proposals should be regulated and undergo competitive bidding to reduce the hazard rate of the project and the corresponding burden to the government. Economic growth leads to successful project outcomes. Improved legal and institutional environment can ensure PPP success.
This study examines how the framing of organizational gender-equity policies shapes support among Generation Z employees. Drawing on performativity (Butler, 1990) and intersectionality (Crenshaw, 1991), we conceptualize framing as mediating how Gen Z employees perceive equity initiatives. Using a mixed-methods design, we combine survey data from 4,861 Gen Z respondents in 30 countries with directed content analysis of four HR policy documents (coded for equity vs enforcement, identity recognition, and youth engagement). Results reveal a gender gap: Gen Z women strongly endorse inclusive equity measures, consistent with evidence that women show stronger support for equality policies, whereas Gen Z men are more skeptical of policies framed as exclusive or punitive – mirroring polls finding many Gen Z men say equality efforts have gone too far. These findings suggest that performative policy framing activates social identities differently by gender and that intersectional policy language affects reception. Practically, we recommend framing equity initiatives in terms of shared fairness and collective benefit, using transparent rationale and inclusive identity language. Gen Zers expect fair pay, inclusive policies, and transparency, so HR communications should emphasize fairness and allyship to enhance legitimacy and support among this cohort.
Major principles of organizational management like unity of command and unity of direction are quite important to foster co-ordination and efficiency in organizations. Since Islamic management is an offshoot of the modern Western management theories these principles have considerable relevance to Islamic management as well. This paper aims to discover how Islamic principles can solve modern problems of organizational management in order to demonstrate an interdependent system that teaches ethics and management. This paper attempts to offer an analytical discussion regarding Islamic views on the challenges that emerge regarding the need for cohesion in managing any organization. On the basis of a conceptual review, it highlights how unity of command and unity of direction can influence inspiring better management at all levels positively. Such clarification tries to elicit the Islamic interpretation that may lead to increased workforce commitment due to their motivation emanating from religion, contribute principles that will benefit the value addition process of labor and management’s decision-making process towards wider organizational goals, and enrich literature on management from Islamic principles and thoughts. This text succinctly examines the principles of unity of command and unity of direction that promote the development of management work ethics and the implications of Islamic management. The paper reviews the principles of unity of command and unity of direction as derived from The Holy Qur’an and Hadith, and examines various empirical studies conducted in different countries. These discussions subsequently bring out that the Islamic approach is comprehensive and practically relevant in the interest of present-day organizations. The paper concludes that intention and purity of hearts, regardless of the leadership styles of management, will direct the leaders and workforce to continually strive hard and give their best in their organizational management functions.
