Public administration reform is a very critical reform activity of the government, the government changing the function, structure, behavior, and process of public administration. The change of public administration involves many aspects, this reform has many complex and multifaceted issues. The central idea of bureaucracy is entirely contrary to the concept of public administration reform, and bureaucracy has a deep-rooted impact on the administration of most countries. Hence bureaucracy is the main obstacle to the public administration reform. Besides, incomplete decentralization and imperfect supervision are also challenges of public administration reform. Devolution is an essential measure to promote the public administration reform, which can solve many problems of the old system effectively. Therefore, to carry out the public administrative reform effectively, it is necessary to simplify managerial procedures, delegate powers to lower levels and strengthen supervision, and management.
Autism is often referred to as autism spectrum disorder that constitutes a diverse group of conditions related to brain development (which is a neurodevelopmental disorder). Autism spectrum disorder patients often have difficulty communicating and interacting socially, and are characterized by restricted and repetitive patterns of behavior and interests that have been shown to be the same in cultures of countries around the world. However, the interpretation of symptoms and recognition in terms of policies and laws in countries are not the same. Accordingly, some countries recognize autism spectrum disorder as one of the types of disability and some countries do not, including Vietnam. Currently, Vietnam's Law on Persons with Disabilities 2010 does not recognize the term "autism" in the Law. At the same time, there is a lack of legal issues related to the "autism spectrum" from the time of diagnosis such as policies on practical support appropriate to each individual's needs and interests so that they can develop and be integrated in the medical field, education and enjoyment of other benefits such as persons with disabilities. This is an overlooked term that leads to the community having a misperception of "autism" when they are not aware that autism is a disease or a disability, what causes autism and why, etc. The article points out the current situation of adjustment by policies and laws on autistic people in Vietnam. On that basis, the article focuses on analyzing the contents that need to reform those policies and laws to ensure human rights of autistic people and their families.
Since the reform and opening up, China has continuously pushed forward the administrative system reform, adapted to the national conditions and the requirements of the times, and achieved fruitful results. Generally speaking, the successive administrative system reforms have focused on the government and the adjustment of the dynamic relationship between government-market-society. Due to the special characteristics of local foreign affairs departments in the administrative system, the successive reforms have provided less guidance to them, and related research is also relatively lacking. However, from a practical point of view, local foreign affairs offices have long followed the pace of administrative system reform and carried out a series of adjustments and optimizations. As an important element of administrative system reform, the functional transformation of local foreign affairs offices has been continuously promoted along with institutional reform. This research, which is mainly based on talks and supplemented by document comparisons, aims to study the development results and experiences of the Foreign Affairs Office of Shaanxi Province in the context of administrative system reform, and tries to provide a case study for the administrative system reform of local foreign affairs departments.
With the rapid development of internet technology, online education has become an important trend in the education industry. Especially under the influence of the global COVID-19 epidemic, online teaching has been widely applied and promoted. However, there are also some problems with online teaching, such as a lack of realism and low student engagement. Therefore, exploring the integration of online and offline teaching models has become a hot research topic in the field of education. This article will analyze the reform strategy of integrating online and offline teaching in university mathematics courses, aiming to explore how to improve the teaching effectiveness of university mathematics courses and promote students' learning interest and ability through the integration of online and offline teaching.
To address gaps in practical skills among Public Health and Preventive Medicine graduates, an ‘open collaborative practice teaching model’ integrating medicine, teaching, and research was introduced. A cross-sectional study surveyed 312 Preventive Medicine undergraduates at a Yunnan medical university from 2020 to 2023, utilizing satisfaction scores and analyses (cluster, factor, SWOT) to assess the impact of the reform. Satisfaction scores from baseline, mid-term, and end-term assessments showed minor variations (4.30, 4.29, 4.36), with dissatisfaction primarily related to teaching content and methods. Key influences on satisfaction included teaching content, methods, and effectiveness. The SWOT analysis highlighted the importance of continuously updating teaching strategies to meet changing student expectations. This study suggests that the model has the potential for wider use in enhancing public health education, particularly in regions facing similar challenges.
