The research addresses the importance of ethics in public administration, focusing on public servants in the municipality of Rionegro, Colombia. Ethics is presented as an essential element to promote transparency and combat corruption in public management. Despite the fact that the 1991 Constitution establishes ethical principles, their application in practice remains a challenge, with a high level of immorality in public service. The study highlights the diversity of professional profiles in public servants, which hinders consistent ethical management. In addition, it mentions that many civil servants lack political training and understanding of the importance of their role, which contributes to corruption. Ethics, according to the authors, is a key tool for strengthening institutions and regaining public trust. The research evaluated the impact of a professional ethics training program on public servants, finding significant improvements in their ethical knowledge and behavior. It concludes that, although ethics will not solve all corruption problems, it is an indispensable component for strengthening accountability and justice in public administration. It underscores the need to implement continuous training programs that promote ethical values as part of a strategy to improve efficiency and transparency in public institutions.
The human brain has been described as a complex system. Its study by means of neurophysiological signals has revealed the presence of linear and nonlinear interactions. In this context, entropy metrics have been used to uncover brain behavior in the presence and absence of neurological disturbances. Entropy mapping is of great interest for the study of progressive neurodegenerative diseases such as Alzheimer’s disease. The aim of this study was to characterize the dynamics of brain oscillations in such disease by means of entropy and amplitude of low frequency oscillations from Bold signals of the default network and the executive control network in Alzheimer’s patients and healthy individuals, using a database extracted from the Open Access Imaging Studies series. The results revealed higher discriminative power of entropy by permutations compared to low-frequency fluctuation amplitude and fractional amplitude of low-frequency fluctuations. Increased entropy by permutations was obtained in regions of the default network and the executive control network in patients. The posterior cingulate cortex and the precuneus showed differential characteristics when assessing entropy by permutations in both groups. There were no findings when correlating metrics with clinical scales. The results demonstrated that entropy by permutations allows characterizing brain function in Alzheimer’s patients, and also reveals information about nonlinear interactions complementary to the characteristics obtained by calculating the amplitude of low frequency oscillations.
This paper analyzed the equitable allocation of infrastructure across regional states in Ethiopia. In general, in the past years, there has been a good start in the infrastructure sector in Ethiopia. However, the governance and equity system of infrastructure in Ethiopia is not flexible, not technology-oriented, not fair, and not easily solved. The results of in-depth interviews and focus group discussions (FGDs) showed that there is a lack of institutional capacity, infrastructure governance, and equity, which has negatively impacted the state- and nation-building processes in Ethiopia. According to the interviewees, so long as the unmet demand for infrastructure exists, it remains a key restrain on doing business in most Ethiopian regional states. This is due to the lack of integrated frameworks, as there are coordination failures (lack of proper government intervention, including a lack of proper understanding and implementation of the constitution and the federal system). In Ethiopia, to reduce these bottlenecks arising from the lack of institutional capacity, infrastructure governance, and equity and their effects on nation-building, first of all, the government has to critically hear the people, deeply assess the problems, and come to the point and then discuss the problems and the way forward with the society at large.
This research presents a comprehensive model for enhancing the road network in Thailand to achieve high efficiency in transportation. The objective is to develop a systematic approach for categorizing roads that aligns with usage demands and responsible agencies. This alignment facilitates the creation of interconnected routes, which ensure clear responsibility demarcation and foster efficient budget allocation for road maintenance. The findings suggest that a well-structured road network, combined with advanced information and communication technology, can significantly enhance the economic competitiveness of Thailand. This model not only proposes a framework for effective road classification but also outlines strategic initiatives for leveraging technology to achieve transportation efficiency and safety.
Six Sigma is an organized and systematic method for strategic process improvement that relies on statistical and scientific methods to reduce the defect rates and achieve significant quality up-gradation. Six Sigma is also a business philosophy to improve customer satisfaction, a tool for eliminating process variation and errors and a metric of world class companies allowing for process comparisons. Six Sigma is one of the most effective advanced improvement strategies which has direct impact on operational excellence of an organization. Six Sigma may also be defined as the powerful business strategies, which have helped to improve quality initiatives in many industries around the world. With the use of Six Sigma in casting industries, rejection rate is reduced, customer satisfaction is improved and financial benefits also increased. Six Sigma management uses statistical process control to relentlessly and rigorously pursue the reduction of variation in all critical processes to achieve continuous and breakthrough improvements that impact the bottom-line and/or top-line of the organization and increase customer satisfaction. In this paper author reviewed some of the significant previous published papers and focused on the general overview of publication in casting industries.
The need for strategic alignment within HR management increased managers' concern about individual behavior and how this behavior was related to the achievement of goals. In public management, effectively managing employees' performance has been necessary since Weber's bureaucratic administration. The individual performance appraisal is the right tool to assess employees' competencies. Thus, we proposed the following research question: Which factors, as pointed out by theory, have the most significant influence on the individual performance appraisal process? The quantitative method was applied to answer this question, developing and testing a scale via EFA and a hypothetical model via SEM-CB. The results indicated a scale with 25 items able to access the main points of the IPA process and a hypothetical model with 7 constructs that indicate the influence on employee engagement. The main finding is the significant influence of feedback on the whole process. The main theoretical contribution was the construction of the MIPAS scale, and the practical contribution was to identify the points where managers should focus on improving the IPA process with their subordinates.
