The new cases of HIV/AIDS are being reported in Indonesia tend to increase. for over two decades, the Indonesian government has issued policies to reduce the number of cases through several ministries and local governments, but the results have not indicated signs of success. Therefore, this research aims to analyze the failure of prevention policies to improve policymaking in the future. It focuses on policy and institutional substance aspects using a qualitative design with documentary analysis approach. The results show that the policy failure in dealing with cases is caused by inappropriate rationalization, medicalization, and weak institutional and regulatory roles. Based on these descriptions, stakeholders are expected to emphasize a multi-perspective and holistic approach and rationalize policy objectives with institutional capacity. Moreover, the government needs to increase public and community involvement, strengthening the role of religious leaders and the media, and increase public literacy regarding HIV/AIDS.
This study examines how Artificial Intelligence (AI) enhances Sharia compliance within Islamic Financial Institutions (IFIs) by improving operational efficiency, ensuring transparency, and addressing ethical and technical challenges. A quantitative survey across five Saudi regions resulted in 450 validated responses, analyzed using descriptive statistics, ANOVA, and regression models. The findings reveal that while AI significantly enhances transparency and compliance processes, its impact on operational efficiency is limited. Key barriers include high implementation costs, insufficient structured Sharia datasets, and integration complexities. Regional and professional differences further underscore the need for tailored adoption strategies. It introduces a novel framework integrating ethical governance, Sharia compliance, and operational scalability, addressing critical gaps in the literature. It offers actionable recommendations for AI adoption in Islamic finance and contributes to the global discourse on ethical AI practices. However, the Saudi-specific focus highlights regional dynamics that may limit broader applicability. Future research could extend these findings through cross-regional comparisons to validate and refine the proposed framework. By fostering transparency and ethical governance, AI integration aligns Islamic finance with socio-economic goals, enhancing stakeholder trust and financial inclusivity. The study emphasizes the need for targeted AI training, the development of structured Sharia datasets, and scalable solutions to overcome adoption challenges.
Regional cooperation stands as a key strategy to address intense economic competition and formidable local governance challenges. Successful regional collaborations are typically founded on the basis of institutional similarity, which also serves as the starting point for a multitude of related theoretical studies. Consequently, the regional cooperation within the context of institutional conflicts has been overlooked. This paper aims to explore the process of regional cooperation against the backdrop of conflicts, using the Guangdong-Hong Kong-Macao Greater Bay Area (GBA) as a case study and analyzing it from the perspective of the sociology of knowledge. The article posits that conflicts can stimulate interactions among various actors, foster the generation of local knowledge, and propel specific cooperative practices. Moreover, local and central governments, grounded in local knowledge and universal managerial insights, continuously authenticate and propagate local innovations, establishing guiding policies and, consequently, producing rational knowledge. The accumulation of such knowledge has not only strengthened civilian cooperation but also facilitated broader collaborative efforts. The study reveals that despite the GBA’s remarkable achievements in cooperation, challenges persist: on the one hand, there are issues with the government’s process of rational knowledge production and the quality of knowledge itself; on the other hand, excessive governmental dominance may suppress the production and application of local knowledge. Therefore, refining the knowledge production mechanism is especially critical. The findings of this paper uncover the mechanisms of regional cooperation amidst institutional conflicts and deepen our understanding of regional collaboration and cross-border governance.
The linkages between adequate service delivery and sustainable development have been given a little academic attention in the South Africa’s local municipalities. For this reason, the achievement of sustainable development has been difficult which has culminated in the occurrence of service delivery protests. These service delivery protests have posed critical threats to social security thus affecting the possibility to achieve sustainable development in South Africa. the paper findings showed that the delivery of inadequate services to the citizens is triggered by the failure to equally include citizens in the process. One of the threats that the paper found is the fact that these service delivery protests have become a major issue and any move to solve them without citizen participation has been unsuccessful. The paper findings also showed that that the lack of adequate service delivery to the citizens causes human insecurities which in turn affect the achievement of sustainable development. This is because the occurrence of the service delivery protests deteriorates national economic growth and human growth. They affect foreign investors and international tourists by instilling fear in them and yet they are contributors to sustainable economic growth that leads to sustainable development. The findings of this paper also presented that the use of Artificial Intelligence (AI) technologies can increase citizen participation during service delivery. It is through the use of citizen participation that openness, transparency, accountability, and representation principles that promote the delivery of adequate services are possible. The paper found that using AI technologies would also foster trust between the service provider and service receiver needed for delivering adequate services, thus achieve sustainable development in South Africa.
Spectrum map is the foundation of spectrum resource management, security governance and spectrum warfare. Aiming at the problem that the traditional spectrum mapping is limited to two-dimensional space, a three-dimensional spectrum data acquisition and mapping system architecture for the integration of space, sky and earth is presented, and a spectrum map reconstruction scheme driven by propagation model is proposed, which can achieve high-precision three-dimensional spectrum map rendering under the condition of sparse sampling. The spectrum map reconstructed by this method in the case of single radiation source and multiple radiation sources is in good agreement with the theoretical results based on ray tracing method. In addition, the measured results of typical scenes further verify the feasibility of this method.
In this paper, all the forests, woodlands and trees in the administrative area of Zhaoling Township in Chuzhou City of Huai'an City were collected and analyzed. The total area of the administrative area is 4852 hectares, the forest coverage rate is 22.07%, and the forest greening rate is 26.13%. This index has exceeded 20% of the forest coverage rate of the well - off society. Tree species is particularly serious. In the forest system (pure forest), the area of pure forest of poplar is accounted for 99.9% of the whole forest area. In the four tree systems, the number of poplar trees accounted for 80% of the total number of trees in the whole tree, and the total amount of poplar trees accounted for 98%. The poplar pure forest age group structure disorders, the unit area is low. The ratio of total area of poplar pure forest in Zhongling and young forests was 92.9%, and the ratio of total area of poplar pure forest and mature forest was 7.1%. The ratio of mature forest and the ratio of mature forest was 0.7%, and the proportion of each group was obviously abnormal.
